<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1851</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210526">May 26, 2021</action-date><action-desc><sponsor name-id="S306">Mr. Menendez</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Outer Continental Shelf Lands Act to permanently prohibit the conduct of offshore drilling on the outer Continental Shelf in the Mid-Atlantic, South Atlantic, North Atlantic, and Straits of Florida planning areas.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="ID0F214BED340E4C8C9B30731DF5CAF6EF"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Clean Ocean And Safe Tourism Anti-Drilling Act</short-title></quote> or the <quote><short-title>COAST Anti-Drilling Act</short-title></quote>.</text></section><section id="ID85DCA45509C145ACB408E6C5F2B654E5"><enum>2.</enum><header>Prohibition of
			 oil and gas leasing in certain areas of the outer Continental
 Shelf</header><text display-inline="no-display-inline">Section 8 of the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1337">43 U.S.C. 1337</external-xref>) is amended by adding at the end the following:</text><quoted-block id="ID803A7DF530B94B3CBA8049D39FFF6151"><subsection id="ID4A63B39B6F404C91BAB9B99C01BA006C"><enum>(q)</enum><header>Prohibition of
				oil and gas leasing in certain areas of the outer Continental
 Shelf</header><text>Notwithstanding any other provision of this section or any other law, the Secretary of the Interior shall not issue a lease or any other authorization for the exploration, development, or production of oil, natural gas, or any other mineral in—</text><paragraph id="ID12EAC170956041FC9C3637B9D6223580"><enum>(1)</enum><text>the Mid-Atlantic planning area;</text></paragraph><paragraph id="idD519D26D65ED400D8B73FB21DCFF4897"><enum>(2)</enum><text>the South Atlantic planning area;</text></paragraph><paragraph id="ID5670A3EB2183464A80D81B91C8D2E223"><enum>(3)</enum><text>the North Atlantic planning area; or</text></paragraph><paragraph id="id33788D0CAE214E399A00893C2EDFEE99"><enum>(4)</enum><text>the Straits of Florida planning area.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
