<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1799</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210525">May 25, 2021</action-date><action-desc><sponsor name-id="S399">Mr. Hawley</sponsor> (for himself, <cosponsor name-id="S331">Mrs. Gillibrand</cosponsor>, <cosponsor name-id="S398">Mr. Cramer</cosponsor>, <cosponsor name-id="S308">Mr. Cardin</cosponsor>, and <cosponsor name-id="S376">Ms. Ernst</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To professionalize the position of Sexual Assault Response Coordinator in the military, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Professionalizing the Sexual Assault Response Coordinator Act of 2021</short-title></quote>.</text></section><section id="id01FC024A0CC945488882F555CB19396E"><enum>2.</enum><header>Sexual Assault Response Coordinator Military Occupational Specialty</header><subsection id="id447720915831466F9150B611012CEF4C"><enum>(a)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report on the optimal execution of a Sexual Assault Response Coordinator (SARC) Military Occupational Specialty (MOS). </text></subsection><subsection id="id9a92fb31159b4e3e9f04155fc5bfbc1f"><enum>(b)</enum><header>Elements</header><text>The report required under subsection (a) shall include the following elements:</text><paragraph id="ida1cf1c6ab41a4c10a57f87a15cb1848d"><enum>(1)</enum><text>A recommendation on the required rank and experience of a SARC MOS.</text></paragraph><paragraph id="ida5228275947b466683ccb91ac77d62de"><enum>(2)</enum><text>Recommendations for strengthening recruitment and retention of members of the Armed Forces of the required rank and experience identified under paragraph (1), including—</text><subparagraph id="idf79ad7ed3d844991a76d44930dbf6556"><enum>(A)</enum><text>designating SARC as a secondary MOS instead of a primary MOS;</text></subparagraph><subparagraph id="id6ee5ba9028ec4073ad2cf42141541562"><enum>(B)</enum><text>providing initial or recurrent bonuses or duty stations of choice to service members who qualify for the SARC MOS;</text></subparagraph><subparagraph id="id1b2b6b8ef8ce4335afeeb52348c2d64e"><enum>(C)</enum><text>limiting the amount of time that a service member who has qualified for the SARC MOS can serve as a SARC in a given period of time; or</text></subparagraph><subparagraph id="idb761b388b9bc4afb943a947b0995771d"><enum>(D)</enum><text>requiring evaluations for service members who have qualified for the SARC MOS and are serving as a SARC to be completed by an officer of the rank of O–6 or higher.</text></subparagraph></paragraph><paragraph id="iddb8de1e3a6e04c2eb8f791d4d8c4dd34"><enum>(3)</enum><text>Recommendations for standardizing training and education for service members seeking a SARC MOS or serving as a SARC, including by institutionalizing relevant academies for each of the services. </text></paragraph><paragraph id="id9b235ab8e6454ffeb668b7c13561f9f1"><enum>(4)</enum><text>An analysis of the impact of a SARC MOS on the talent management of the existing SARC program, including recruitment and retention.</text></paragraph><paragraph id="id4f935d75f4dd4d958140ce759e5406b3"><enum>(5)</enum><text>An analysis of the requirements for a SARC-specific chain of command. </text></paragraph><paragraph id="id8f9ed2c47dcc4e1683da6e24ae761e16"><enum>(6)</enum><text>A plan to execute a SARC MOS within two years.</text></paragraph><paragraph id="id68a464c5611e44a2806e06b174b6b5d6"><enum>(7)</enum><text>Analysis of the cost of a SARC MOS program.</text></paragraph><paragraph id="idc9b2dbc295f34840b63356f862ae4505"><enum>(8)</enum><text>Any other matter the Secretary of Defense considers relevant for inclusion. </text></paragraph></subsection><subsection id="idC7599C70998C46DCB90766390DBC5DEE"><enum>(c)</enum><header>Briefing</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall provide the congressional defense committees a briefing on the report required under subsection (a). </text></subsection></section></legis-body></bill>
