<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1764</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210520">May 20, 2021</action-date><action-desc><sponsor name-id="S398">Mr. Cramer</sponsor> (for himself, <cosponsor name-id="S384">Mr. Tillis</cosponsor>, <cosponsor name-id="S153">Mr. Grassley</cosponsor>, <cosponsor name-id="S375">Mr. Daines</cosponsor>, <cosponsor name-id="S397">Mr. Braun</cosponsor>, <cosponsor name-id="S411">Mr. Marshall</cosponsor>, <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>, <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>, <cosponsor name-id="S372">Mrs. Capito</cosponsor>, <cosponsor name-id="S287">Mr. Cornyn</cosponsor>, <cosponsor name-id="S376">Ms. Ernst</cosponsor>, <cosponsor name-id="S344">Mr. Hoeven</cosponsor>, <cosponsor name-id="S373">Mr. Cassidy</cosponsor>, and <cosponsor name-id="S318">Mr. Wicker</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To expand the Protecting Europe's Energy Security Act of 2019 and require the reinstatement of sanctions waived with respect to Nord Stream 2 AG and corporate officers of Nord Stream 2 AG.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protecting Our Well-being by Expanding Russian Sanctions Act</short-title></quote> or the <quote><short-title>POWERS Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="idCA3245BBBF6A4337A75EBB18CE006509"><enum>2.</enum><header>Expansion of Protecting Europe's Energy Security Act of 2019</header><text display-inline="no-display-inline">Section 7503(a)(1)(B) of the Protecting Europe’s Energy Security Act of 2019 (title LXXV of <external-xref legal-doc="public-law" parsable-cite="pl/116/92">Public Law 116–92</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/9526">22 U.S.C. 9526</external-xref> note) is amended—</text><paragraph id="idD317E36D439B4914A3F4E584D1B22E1D"><enum>(1)</enum><text>in clause (iv), by striking <quote>; or</quote> and inserting a semicolon;</text></paragraph><paragraph id="id942446436D984D65B2DD70836C60A9CE"><enum>(2)</enum><text>in clause (v), by striking <quote>; and</quote> and inserting <quote>; or</quote>; and</text></paragraph><paragraph id="id61F531C81E664EB8A9FABE004AC94039"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id92DEE2B3EFA74C579C2A200C0F5A9C0B"><clause id="idAA76080BB7484A46803B1FC4B6DB49C2"><enum>(vi)</enum><text>engaged in any transaction with any foreign person described in any of clauses (i) through (v); and</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="idB9D4D9974EAF4E16B86179738120B9CF"><enum>3.</enum><header>Reinstatement of waived sanctions</header><text display-inline="no-display-inline">Any sanctions under section 7503 of the Protecting Europe’s Energy Security Act of 2019 (title LXXV of <external-xref legal-doc="public-law" parsable-cite="pl/116/92">Public Law 116–92</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/9526">22 U.S.C. 9526</external-xref> note) or any other provision of law waived with respect to Nord Stream 2 AG or any corporate officer of Nord Stream 2 AG before the date of the enactment of this Act—</text><paragraph id="id9D25F6BA798F450492A627D5CF47988F"><enum>(1)</enum><text display-inline="yes-display-inline">shall be reinstated; and </text></paragraph><paragraph id="id33ABD70890DB46E3AA0BD3E8E3D2392F"><enum>(2)</enum><text display-inline="yes-display-inline">notwithstanding subsection (f) of that section, may not be waived except pursuant to an Act of Congress.</text></paragraph></section></legis-body></bill>
