			 provisions restricting trade and other relations with Cuba</header><subsection id="HD4D14506840B4742B4A758FFC5A5C481"><enum>(a)</enum><header>Authority for
 Embargo</header><paragraph id="id0E916EAF34334DE993CB2BB7A62875E6"><enum>(1)</enum><header>In general</header><text>Section 620(a) of the <act-name parsable-cite="FAA61">Foreign Assistance Act of 1961</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/22/2370">22 U.S.C. 2370(a)</external-xref>) is amended by striking <quote>(1) No assistance</quote> and all that follows through <quote>(2) Except</quote> and inserting <quote>Except</quote>.</text></paragraph><paragraph id="id083596902AF2489FA88FB0BAC95C18B1"><enum>(2)</enum><header>Conforming amendment</header><text>Section 1709 of the Cuban Democracy Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/22/6008">22 U.S.C. 6008</external-xref>) is amended by striking <quote>section 620(a)(2)</quote> and inserting <quote>section 620(a)</quote>.</text></paragraph></subsection><subsection id="H1964AD681DC245E69E59497DA007CE50"><enum>(b)</enum><header>Trading With the Enemy Act</header><paragraph id="idD46BC121210B45BCA279C648B0B3BACE"><enum>(1)</enum><header>In general</header><text>The authorities conferred upon the President by section 5(b) of the Trading With the Enemy Act (<external-xref legal-doc="usc" parsable-cite="usc/50/4305">50 U.S.C. 4305(b)</external-xref>), which were being exercised with respect to Cuba on July 1, 1977, as a result of a national emergency declared by the President before that date, and are being exercised on the day before the date of the enactment of this Act, may not be relied upon on or after such date of enactment to continue the imposition of direct restrictions on trade with Cuba.</text></paragraph><paragraph id="idDEFADAF3AAF84AEBA0D14944AB015030"><enum>(2)</enum><header>Regulations</header><text>Any regulation that imposes direct restrictions on trade with Cuba in effect on the day before the date of the enactment of this Act pursuant to the exercise of authorities described in paragraph (1) shall cease to be effective for that purpose on and after such date of enactment.</text></paragraph></subsection><subsection id="IDA2C83149218443F682F3D248872BC9B5"><enum>(c)</enum><header>Exercise of authorities under other provisions of law</header><paragraph id="ID1E1AB19BB6764E4196B11833C13165EC"><enum>(1)</enum><header>Removal of prohibitions</header><text>Any prohibition on exports to Cuba that is in effect on the day before the date of the enactment of this Act under the <act-name parsable-cite="EAA79">Export Administration Act of 1979</act-name> or the Export Control Reform Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/50/4801">50 U.S.C. 4801</external-xref> et seq.) shall cease to be effective on and after such date of enactment.</text></paragraph><paragraph id="ID8E8BA6A7FD4840B7ADCE268F09644072"><enum>(2)</enum><header>Authority for new restrictions</header><text>The President may, on and after the date of the enactment of this Act—</text><subparagraph id="ID46DED185FB91458CB13DF83295004F25"><enum>(A)</enum><text>impose export controls with respect to Cuba under section 1753 or 1754(c) of the Export Control Reform Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/50/4812">50 U.S.C. 4812</external-xref> and 4813(c)); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ID897B57027ACA4EBD8C674FA72B101BED"><enum>(B)</enum><text>exercise the authorities the President has under the International Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> et seq.) with respect to Cuba pursuant to a declaration of national emergency required by that Act that is made on account of an unusual and extraordinary threat to the national security, foreign policy, or economy of the United States, that did not exist before the date of the enactment of this Act.</text></subparagraph></paragraph></subsection><subsection id="H075C4E2F92714345B60FE436385D88FC"><enum>(d)</enum><header>Cuban Democracy
 Act</header><paragraph id="idBDF476E862B245E4B0FEC80A8A36BD56"><enum>(1)</enum><header>In general</header><text>The Cuban Democracy Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/22/6001">22 U.S.C. 6001</external-xref> et seq.) is amended—</text><subparagraph id="id9A5F659F6E8641FC9E2887D30C55A0E7"><enum>(A)</enum><text>by striking section 1704 (<external-xref legal-doc="usc" parsable-cite="usc/22/6003">22 U.S.C. 6003</external-xref>);</text></subparagraph><subparagraph id="idC9FDECCDC5394943A48478A5C1061EAA"><enum>(B)</enum><text>in section 1705(e) (<external-xref legal-doc="usc" parsable-cite="usc/22/6004">22 U.S.C. 6004(e)</external-xref>)—</text><clause id="id66B174ED54ED4398831AB7DC4DF2F5FD"><enum>(i)</enum><text>by striking paragraph (5); and</text></clause><clause id="idAF4D793DFF084D599F8C746AFFE6013E"><enum>(ii)</enum><text>by redesignating paragraph (6) as paragraph (5);</text></clause></subparagraph><subparagraph id="idE05EDF1ABC454A499F7E6718C6094995"><enum>(C)</enum><text>by striking section 1706 (<external-xref legal-doc="usc" parsable-cite="usc/22/6005">22 U.S.C. 6005</external-xref>); and</text></subparagraph><subparagraph id="idAEFDC9321B994E5EAA36FA94D3855266"><enum>(D)</enum><text>by striking section 1708 (<external-xref legal-doc="usc" parsable-cite="usc/22/6007">22 U.S.C. 6007</external-xref>).</text></subparagraph></paragraph><paragraph id="idC61C2392B49A4981A23CCA91EF3A735F"><enum>(2)</enum><header>Conforming amendment</header><text>Paragraph (3) of section 204(b) of the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/22/6064">22 U.S.C. 6064(b)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idC07E228B754248798F6B4EADE288BB9E"><paragraph id="id04939E3657D54F34B714924E018CF735"><enum>(3)</enum><text>section 1705(d) of the Cuban Democracy Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/22/6004">22 U.S.C. 6004(d)</external-xref>);</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H5EA624DF33AC493C9FB54DA972169C4A"><enum>(e)</enum><header>Cuban Liberty and Democratic Solidarity Act</header><paragraph id="id9EF86B16183B4916AFB8D098BCE77100"><enum>(1)</enum><header>In general</header><text>The Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/22/6021">22 U.S.C. 6021</external-xref> et seq.) is amended—</text><subparagraph id="idFA802FEA15814999BFDF4446C9268BEC"><enum>(A)</enum><text>by striking sections 101 through 108;</text></subparagraph><subparagraph id="HF4C83C252593477EAED71A0EF9DF7859"><enum>(B)</enum><text>in section 109(a) (<external-xref legal-doc="usc" parsable-cite="usc/22/6039">22 U.S.C. 6039(a)</external-xref>), by striking <quote>(including section 102 of this Act)</quote>;</text></subparagraph><subparagraph id="id2ABF44100CC5493992EEF51BC485364D"><enum>(C)</enum><text>by striking sections 110 through 116; and</text></subparagraph><subparagraph id="idBBA1230FDDF549AB90F8BBAC09A8380E"><enum>(D)</enum><text>by striking title II (<external-xref legal-doc="usc" parsable-cite="usc/22/6061">22 U.S.C. 6061</external-xref> et seq.).</text></subparagraph></paragraph><paragraph id="idF821C79D5DF44ED9AA710D30ABCEEBC0"><enum>(2)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">Section 606 of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/208">Public Law 104–208</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/8/1255">8 U.S.C. 1255</external-xref> note) is repealed.</text></paragraph></subsection><subsection id="HEF5517CB380D410E8B1CABFF562F57D2"><enum>(f)</enum><header>Trade Sanctions
 Reform and Export Enhancement Act of 2000</header><text>The Trade Sanctions Reform and Export Enhancement Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7201">22 U.S.C. 7201</external-xref> et seq.) is amended—</text><paragraph id="H4E4A5C3A37F24001A964AF0CE041F8F6"><enum>(1)</enum><text>in section 906(a)(1) (<external-xref legal-doc="usc" parsable-cite="usc/22/7205">22 U.S.C. 7205(a)(1)</external-xref>), by striking <quote>Cuba,</quote>;</text></paragraph><paragraph id="H3791A27DABFD4D169BAA8E9202DB80EB"><enum>(2)</enum><text display-inline="yes-display-inline">in section 908 (<external-xref legal-doc="usc" parsable-cite="usc/22/7207">22 U.S.C. 7207</external-xref>)—</text><subparagraph id="H129B183A112541E19E0F4465F85C3B89"><enum>(A)</enum><text>by striking subsection (b);</text></subparagraph><subparagraph id="HE0E4773C0F914B478E1C3548178BF862"><enum>(B)</enum><text>in subsection (a)—</text><clause id="HF3C4079E1B6149EBBB83C6AD3306D7D0"><enum>(i)</enum><text>by striking <quote><header-in-text level="subsection">Prohibition</header-in-text></quote> and all that follows through <quote>(1) <header-in-text level="paragraph">In general.—</header-in-text>Notwithstanding</quote> and inserting <quote><header-in-text level="subsection">In general.—</header-in-text>Notwithstanding</quote>;</text></clause><clause id="H960F51471615451780E574BE5B93AD8F"><enum>(ii)</enum><text>by striking <quote>for exports to Cuba or</quote>;</text></clause><clause id="HFC8E8AE7468C439E80864B7509E719C0"><enum>(iii)</enum><text>by striking paragraph (2); and</text></clause><clause id="HCBA21065545C45B6AEB5466707206E98"><enum>(iv)</enum><text>by redesignating paragraph (3) as subsection (b) and by moving such subsection, as so redesignated, 2 ems to the left; and</text></clause></subparagraph><subparagraph id="HF2EE570E28E84FEDB456D18994B2EFD7"><enum>(C)</enum><text>in subsection (b), as redesignated by subparagraph (B)(iv), by striking <quote>paragraph (1)</quote> and inserting <quote>subsection (a)</quote>; and</text></subparagraph></paragraph><paragraph id="H62BAAD66B7CC4F80B2C139D691072363"><enum>(3)</enum><text>by striking section 909 (<external-xref legal-doc="usc" parsable-cite="usc/22/7208">22 U.S.C. 7208</external-xref>).</text></paragraph></subsection></section></legis-body></bill>
