<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Keeping Our Promise to Small Businesses Act</short-title></quote>.</text></section> <section id="idE2F0188042FB4CF1A0D76EFA337FF5AA"><enum>2.</enum><header>Appropriations for paycheck protection program</header> <subsection id="id5715E285176D4116BD26FBCD077F3C59"><enum>(a)</enum><header>Appropriations</header><text>There is appropriated, out of amounts in the Treasury not otherwise appropriated, to remain available until expended, for additional amounts—</text>
<paragraph id="idE292FF52C3E24C2CA1483693E03A80F1"><enum>(1)</enum><text>such sums as may be necessary under the heading <quote>Small Business Administration—Business Loans Program Account, CARES Act</quote> for the cost of processing applications for loans under paragraph (36) or (37) of section 7(a) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)</external-xref>) that were submitted on or before May 4, 2021; and</text></paragraph> <paragraph id="id1719D264C94245D7A808B8EF9119056A"><enum>(2)</enum><text>$5,000,000,000 under the heading <quote>Small Business Administration—Business Loans Program Account, CARES Act</quote> for the cost of guaranteed loans under paragraph (36) or (37) of section 7(a) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)</external-xref>) provided to eligible entities that—</text>
<subparagraph id="id65F8D58273774287BFFBB2A8BC01D9C9"><enum>(A)</enum><text>submit an application for such a loan on or before May 31, 2021; </text></subparagraph> <subparagraph id="id10D4722001B14142AFB28CE1EF19A2F9"><enum>(B)</enum><text>have not more than 100 employees; and</text></subparagraph>
<subparagraph id="idEC9D438BE2F144A28CCDDB73A6BF64C7"><enum>(C)</enum><text>are located in a State that, as of March 1, 2021, had an unemployment rate of not less than 6 percent.</text></subparagraph></paragraph></subsection> <subsection id="id69D408E781F6466C990CBB6DF127CEBC"><enum>(b)</enum><header>Preference</header><text>In guaranteeing loans using amounts appropriated under subsection (a)(2), the Administrator of the Small Business Administration shall give a preference to eligible entities that are women-, minority-, or veteran-owned. </text></subsection></section>
