<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1681</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210518">May 18, 2021</action-date><action-desc><sponsor name-id="S380">Mr. Peters</sponsor> (for himself, <cosponsor name-id="S383">Mr. Sullivan</cosponsor>, and <cosponsor name-id="S385">Ms. Cortez Masto</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 49, United States Code, to promote transportation career opportunities and improve diversity in the workforce.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id2609a66d-bcc4-451a-9649-812e78d03626" changed="not-changed"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Promoting Service in Transportation Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="id8be5a9b9-f8fb-43d1-9943-a36eeb52369f" changed="not-changed"><enum>2.</enum><header>Transportation workforce outreach program</header><subsection id="id26e7d171-1155-44fb-9177-a24a5be3cebf" changed="not-changed"><enum>(a)</enum><header>In general</header><text>Subchapter I of chapter 55 of subtitle III of title 49, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="id0aba5559-e36e-4cb1-9bce-dd710687fd35" changed="not-changed"><section id="idaf2ee3bb-0c5e-47ab-b8b2-0f069dd86ad5" changed="not-changed"><enum>5506.</enum><header>Transportation workforce outreach program</header><subsection id="idf3cbeb41-ec33-41b6-8f2f-886f6c112f8b" changed="not-changed"><enum>(a)</enum><header>In general</header><text>The Secretary of Transportation (referred to in this section as the <term>Secretary</term>) shall establish and administer a transportation workforce outreach program, under which the Secretary shall carry out a series of public service announcement campaigns during each of fiscal years 2022 through 2027.</text></subsection><subsection id="id56ed4ec5-b1fa-4a57-a533-7a3ae0380ec2" changed="not-changed"><enum>(b)</enum><header>Purposes</header><text>The purpose of the campaigns carried out under the program under this section shall be—</text><paragraph id="idff1932f9-71bd-4dfd-b187-2e2ca2e86e27" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">to increase awareness of career opportunities in the transportation sector, including aviation pilots, safety inspectors, mechanics and technicians, air traffic controllers, flight attendants, truck and bus drivers, engineers, transit workers, railroad workers, and other transportation professionals; and</text></paragraph><paragraph id="id5e6396a9-42ef-429a-83c7-0904764b3e0b" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">to target awareness of professional opportunities in the transportation sector to diverse segments of the population, including with respect to race, sex, age, ethnicity, ability (including physical and mental ability), and socioeconomic status.</text></paragraph></subsection><subsection id="idd50a25d5-8d62-4981-8b5c-ec40142f616a" changed="not-changed"><enum>(c)</enum><header>Advertising</header><text>The Secretary may use, or authorize the use of, amounts made available to carry out the program under this section for the development, production, and use of broadcast, digital, and print media advertising and outreach in carrying out a campaign under this section.</text></subsection><subsection id="id910d8de7-252e-449a-8bcd-826b0d37defa" changed="not-changed"><enum>(d)</enum><header>Funding</header><text>For each of fiscal years 2022 through 2027, the Secretary may use to carry out this section any amounts otherwise made available to the Secretary, not to exceed $5,000,000 for each fiscal year.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" id="ide5bd39c6-f5ab-459f-beba-bc4a2f1694a5" changed="not-changed"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of sections for chapter 55 of subtitle III of title 49, United States Code, is amended by inserting after the item relating to section 5505 the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="id6e5dfd7f-5808-480a-a9bc-aa3e01b521b7" changed="not-changed"><toc regeneration="no-regeneration" changed="not-changed"><toc-entry level="section" changed="not-changed">5506.
