authorize assistance for increasing workforce diversity
in the professions of physical therapy, occupational therapy, respiratory therapy, audiology, and speech-language pathology, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Allied Health Workforce Diversity Act of 2021</short-title></quote>.</text></section><section id="id2a4a0dae090745a7812b10bb837dcfd6"><enum>2.</enum><header>Increasing workforce diversity in the professions of physical therapy, occupational therapy, respiratory therapy, audiology, and speech-language pathology</header><text display-inline="no-display-inline">Title VII of the Public Health Service Act is amended—</text><paragraph id="id5db94a64b37245348bc24916568d679a"><enum>(1)</enum><text>by redesignating part G (<external-xref legal-doc="usc" parsable-cite="usc/42/295j">42 U.S.C. 295j</external-xref> et seq.) as part H; and</text></paragraph><paragraph id="id365cd01fa10f44b0a38fef8b38c2ac8e"><enum>(2)</enum><text>by inserting after part F (<external-xref legal-doc="usc" parsable-cite="usc/42/294n">42 U.S.C. 294n</external-xref> et seq.) the following new part:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idBBD18D283C0E4386BC62A6585FCC82F4"><part id="id3F5A12307A584810AFBB7D08FF411FE5" style="OLC"><enum>G</enum><header>Increasing workforce diversity in the professions of physical therapy, occupational therapy, respiratory therapy, audiology, and speech-language pathology</header><section section-type="subsequent-section" id="idA41AC2B79D2E49FFA648D72E4B3B5704"><enum>783.</enum><header>Scholarships and stipends</header><subsection id="idE609B8EC869E41CA9C393B31B0AB91A4"><enum>(a)</enum><header>In general</header><text>The Secretary may award grants and contracts to eligible entities to increase educational opportunities in the professions of physical therapy, occupational therapy, respiratory therapy, audiology, and speech-language pathology for eligible individuals by—</text><paragraph id="ida61a71f04ebd48c58588884688d9c863"><enum>(1)</enum><text>providing student scholarships or stipends, including for—</text><subparagraph id="idb5226d5e872a4494a4e997a524d669e1"><enum>(A)</enum><text>completion of an accelerated degree program; </text></subparagraph><subparagraph id="id4e25f0d326114623ba7b3cd047b40c84"><enum>(B)</enum><text>completion of an associate’s, bachelor’s, master’s, or doctoral degree program; and</text></subparagraph><subparagraph id="id067852EBD4AE4DEFA8F6B7932D9B5C41"><enum>(C)</enum><text>entry by a diploma or associate’s degree practitioner into a bridge or degree completion program;</text></subparagraph></paragraph><paragraph id="id2a9ef0c28c2549158f0d5490ab1db5a9"><enum>(2)</enum><text>providing assistance for completion of prerequisite courses or other preparation necessary for acceptance for enrollment in the eligible entity; and</text></paragraph><paragraph id="ide7d4946b029a405e9cbab16652619413"><enum>(3)</enum><text>carrying out activities to increase the retention of students in one or more programs in the professions of physical therapy, occupational therapy, respiratory therapy, audiology, and speech-language pathology.</text></paragraph></subsection><subsection id="id1a4f51fd91a9494b8f0e875cf9a8fd25"><enum>(b)</enum><header>Consideration of recommendations</header><text>In carrying out subsection (a), the Secretary shall take into consideration the recommendations of national organizations representing the professions of physical therapy, occupational therapy, respiratory therapy, audiology, and speech-language pathology, including the American Physical Therapy Association, the American Occupational Therapy Association, the American Speech-Language-Hearing Association, the American Association for Respiratory Care, the American Academy of Audiology, and the Academy of Doctors of Audiology.</text></subsection><subsection id="id4E4046538CFD4D7B8AA56DC9BF457542"><enum>(c)</enum><header>Required information and conditions for award recipients</header><paragraph id="idE5B3406E062D4CCEBB9E227446B7B456"><enum>(1)</enum><header>In general</header><text>The Secretary may require recipients of awards under this section to report to the Secretary concerning the annual admission, retention, and graduation rates for eligible individuals in programs of the recipient leading to a degree in any of the professions of physical therapy, occupational therapy, respiratory therapy, audiology, and speech-language pathology.</text></paragraph><paragraph id="ide82b0195e4184ad29b21a39bd5f4d6a4"><enum>(2)</enum><header>Falling rates</header><text>If any of the rates reported by a recipient under paragraph (1) fall below the average for such recipient over the 2 years preceding the year covered by the report, the recipient shall provide the Secretary with plans for immediately improving such rates. </text></paragraph><paragraph id="id42059a26faad447a96fc64fb2a52867e"><enum>(3)</enum><header>Ineligibility</header><text>A recipient described in paragraph (2) shall be ineligible for continued funding under this section if the plan of the recipient fails to improve the rates within the 1-year period beginning on the date such plan is implemented. </text></paragraph></subsection><subsection id="id3f6dd5dc718143a994539fc5f9a430ce"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id6ed9a53cabc74a97b6b72d908ac5b071"><enum>(1)</enum><header>Eligible entities</header><text>The term <term>eligible entity</term> means an education program that— </text><subparagraph id="ida0c76ddb60e540c2872e991e693d1e66"><enum>(A)</enum><text>is accredited by—</text><clause id="idae256735209a4f169b332e9b4c1fd350"><enum>(i)</enum><text>the Council on Academic Accreditation in Audiology and Speech-Language Pathology or the Accreditation Commission for Audiology Education; </text></clause><clause id="ide7c91194b00a4aeeb7a3df9a80d0551d"><enum>(ii)</enum><text>the Commission on Accreditation in Physical Therapy Education; </text></clause><clause id="id8937ab522b2a4bf586cfa67d45d139e9"><enum>(iii)</enum><text>the Accreditation Council for Occupational Therapy Education; or</text></clause><clause id="id00bd4f28145e49ea9d91fae5c3ad90ff"><enum>(iv)</enum><text>the Commission on Accreditation for Respiratory Care; and</text></clause></subparagraph><subparagraph id="idf670c12d18a44512ad909bcdc494c403"><enum>(B)</enum><text>is carrying out a program for recruiting and retaining students underrepresented in the professions of physical therapy, occupational therapy, respiratory therapy, audiology, and speech-language pathology (including racial or ethnic minorities, or students from disadvantaged backgrounds). </text></subparagraph></paragraph><paragraph id="id79c46f05965346aeb0fe747f907659ed"><enum>(2)</enum><header>Eligible individual</header><text>The term <term>eligible individual</term> means an individual who— </text><subparagraph id="id68344439c597492299559b3cc5fa8a17"><enum>(A)</enum><text>is a member of a class of persons who are underrepresented in the professions of physical therapy, occupational therapy, respiratory therapy, audiology, speech-language pathology (including individuals who are racial or ethnic minorities, or are from disadvantaged backgrounds or individuals with a disability (as defined in section 3(1) of the Americans with Disabilities Act of 1990, or who have an individualized education program, as defined in section 602 of the Individuals with Disabilities Education Act, are covered under section 504 of the Rehabilitation Act of 1973, or have other documentation establishing the student’s disability (as such term is defined in section 3 of the Americans with Disabilities Act of 1990))); </text></subparagraph><subparagraph id="id0b71e6ecca494b51be942b2be3b2541f"><enum>(B)</enum><text>has a financial need for a scholarship or stipend; and</text></subparagraph><subparagraph id="id9BC6AA00442C4B45AC940FC3CCF95EFC"><enum>(C)</enum><text>is enrolled (or accepted for enrollment) at an audiology, speech-language pathology, respiratory therapy, physical therapy, or occupational therapy program as a full-time student at an eligible entity. </text></subparagraph></paragraph></subsection><subsection id="idee5f8baacad24c17b1aa057700b2b0f1"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $8,000,000 for the first fiscal year commencing after the date of enactment of the <short-title>Allied Health Workforce Diversity Act of 2021</short-title> and each of the 4 succeeding fiscal years.</text></subsection></section></part><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
