<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1668</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210518">May 18, 2021</action-date><action-desc><sponsor name-id="S363">Mr. King</sponsor> (for himself and <cosponsor name-id="S341">Mr. Blumenthal</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish a competitive grant program to support the development, implementation, and evaluation of successful educator and school leader professional development programs on family engagement that will increase the capacity of educators and school leaders to work with families to develop and support the social-emotional learning of children.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HE0A9302FF1C94E7DAD5B6A8B2BF6F737"><section section-type="section-one" id="H8AFEBDE1338F4CC79608A7878DACFC6B"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Social-Emotional Learning for Families Act of 2021</short-title></quote> or the <quote><short-title>SELF Act of 2021</short-title></quote>.</text></section><section section-type="subsequent-section" id="HE0F8DEF03CA2448FBEC3AB8DE949995A"><enum>2.</enum><header>Grant program</header><subsection id="HA82636B4CFAD47A2A6A38256BEF45D4F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">From amounts appropriated to carry out this section, the Secretary shall award grants, on a competitive basis, to local educational agencies to develop, implement, and evaluate educator and school leader professional development programs on social-emotional learning and family engagement. Local educational agencies may work in partnership with the entities described in <internal-xref idref="HEBA54BA8AC8F473F91E8ECABDD557236" legis-path="2.(e)(3)">subsection (e)(3)</internal-xref> to carry out such programs. The objective of such programs will be to increase the capacity of educators and school leaders to work with families to develop and support the social-emotional learning of children.</text></subsection><subsection id="H7F1C27A1EB7C4E47BAE3028ACFC89730"><enum>(b)</enum><header>Grant awards</header><paragraph id="HBD31C58BA8904A63B62352CC15540747"><enum>(1)</enum><header>Maximum grant amount</header><text display-inline="yes-display-inline">The total amount of each grant awarded under this section may not exceed $1,200,000.</text></paragraph><paragraph id="H73186E639DB04298A21562AC23AD826D"><enum>(2)</enum><header>Grant period</header><text>A grant awarded under this section shall be for a period of 5 years, and may be renewed.</text></paragraph><paragraph id="H96088F7E993441E1A77DCB0C4CE6ABA5"><enum>(3)</enum><header>Number of grants</header><text>The Secretary shall award not more than 100 grants under this section.</text></paragraph><paragraph id="id9679E5F6CA654AB888C8BB58353619A0"><enum>(4)</enum><header>Rural set aside</header><text>The Secretary shall reserve 10 percent of the funds appropriated to carry out this section to award grants to rural local educational agencies that are eligible local educational agencies under section 5211(b) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7345">20 U.S.C. 7345(b)</external-xref>).</text></paragraph></subsection><subsection id="H654D6208F71143B994F825ED08D94799"><enum>(c)</enum><header>Applications</header><text>An application submitted by a local educational agency for a grant under this section shall demonstrate through descriptions in the grant application— </text><paragraph id="H64B2477F5E5E4B10B9C397C8ED8D3964"><enum>(1)</enum><text>the ability to provide instructional space for proposed programming;</text></paragraph><paragraph id="H71EA88C24E984547B080C067935DC44E"><enum>(2)</enum><text display-inline="yes-display-inline">a commitment to the development, implementation, and evaluation of successful educator and school leader professional development programs on family engagement that will increase the capacity of educators and school leaders to work with families to develop and support the social-emotional learning of children;</text></paragraph><paragraph id="H7181D8DFC51749F89A765E6178F49B8F"><enum>(3)</enum><text>a plan to ensure that the proposed programs will serve diverse groups, such as Native Americans and underrepresented or economically disadvantaged families; </text></paragraph><paragraph id="H48262C33C4334D1BB670408B88C4A490"><enum>(4)</enum><text display-inline="yes-display-inline">a long-term commitment to the proposed programs to be carried out with the grant, including a plan to continue the actions described in paragraphs (1) through (3) for a period of not less than 5 years; </text></paragraph><paragraph id="id2432DDE76072483DA8E98C09149A5A50"><enum>(5)</enum><text display-inline="yes-display-inline">how the local educational agency intends to measure outcomes related to the grant; and</text></paragraph><paragraph id="id65CE5622499D4F59B24EAF09D595577D"><enum>(6)</enum><text>how the population to be served with grant funds is experiencing youth trauma resulting from recent natural disasters (such as hurricanes, wildfires, or tornados), the opioid epidemic, or a qualifying emergency. </text></paragraph></subsection><subsection id="HFED5985A933D4370BC179AF6D2423E10"><enum>(d)</enum><header>Selection</header><text display-inline="yes-display-inline">In awarding grants under this section, the Secretary shall—</text><paragraph id="HFA147FD30E8C41B89A5DBEA1EFB8D274"><enum>(1)</enum><text>give priority to—</text><subparagraph id="idAB83E27B32AE4134B1EA3E68AD031386"><enum>(A)</enum><text>high-need local educational agencies, as defined in section 200 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1021">20 U.S.C. 1021</external-xref>); and</text></subparagraph><subparagraph id="idB0CA5016A13D420AA245C89A774C6BBE"><enum>(B)</enum><text>local educational agencies that serve populations that are likely to have an increased likelihood of youth trauma resulting from recent natural disasters (such as hurricanes, wildfires, or tornados), the opioid epidemic, or a qualifying emergency; and</text></subparagraph></paragraph><paragraph id="HB36122ECA7F64440ACC97F3B55B3F24D"><enum>(2)</enum><text display-inline="yes-display-inline">ensure that, to the maximum extent practicable, the projects funded under this section are located in diverse geographic regions of the United States.</text></paragraph></subsection><subsection id="HC0A95E41E3124A3DAA9898356227D944"><enum>(e)</enum><header>Uses of funds</header><paragraph id="H996AB64085C4408FB5A747720D9CF430"><enum>(1)</enum><header>In general</header><text>A local educational agency receiving a grant under this section shall use such funds to carry out programs at elementary schools and secondary schools served by the local educational agency that—</text><subparagraph id="HAB1C651BDD3A4D278C079FC110BFF529"><enum>(A)</enum><text display-inline="yes-display-inline">involves instruction of evidence-based social-emotional learning through locally relevant materials for educators and school leaders and families;</text></subparagraph><subparagraph id="H08BEEA8E3632410E9DC944CE86481083"><enum>(B)</enum><text display-inline="yes-display-inline">provides professional development for educators and school leaders to engage families and support the development of the social-emotional learning of families;</text></subparagraph><subparagraph id="H665BA4560D6C482BAD0BE9E91B87FF47"><enum>(C)</enum><text>provides direct instruction on social-emotional learning to families during times when families are available and in places that are safe, convenient, and easily accessible;</text></subparagraph><subparagraph id="HE6EA37738F984538AD0355F14EC8ECCF"><enum>(D)</enum><text display-inline="yes-display-inline">encourages participation of families in the programs offered by the local educational agency under this section, including programs supported by partner entities as described under <internal-xref idref="HEBA54BA8AC8F473F91E8ECABDD557236" legis-path="2.(e)(3)">paragraph (3)</internal-xref>; and</text></subparagraph><subparagraph id="H9FE5924F6FAF40619D3274B4A5C28B8A"><enum>(E)</enum><text>is designed to result in improved measurable outcomes related to children, including positive social behavior and academic outcomes.</text></subparagraph></paragraph><paragraph id="HFC1D4B7098204676B83A466660CD5A90"><enum>(2)</enum><header>State educational agencies</header><text>In the case of a local educational agency that is a State educational agency, such entity shall award subgrants, on a competitive basis, to local educational agencies to carry out the program described in <internal-xref idref="H996AB64085C4408FB5A747720D9CF430" legis-path="2.(e)(1)">paragraph (1)</internal-xref>.</text></paragraph><paragraph id="HEBA54BA8AC8F473F91E8ECABDD557236"><enum>(3)</enum><header>Public-private partnerships</header><text>Each local educational agency awarded a grant under this section may carry out the program funded under the grant in partnership with one or more of the following:</text><subparagraph id="HB5610528D1AF402CB7579E26F9A9A9D3"><enum>(A)</enum><text>Institutions of higher education, including Tribal Colleges and Universities.</text></subparagraph><subparagraph id="H9EFA2A297F36455B9868C34A91E52DF8"><enum>(B)</enum><text>Nonprofit organizations.</text></subparagraph><subparagraph id="H6E9733415B4141A898DFC82816F74F38"><enum>(C)</enum><text>Community-based organizations.</text></subparagraph></paragraph></subsection><subsection id="id57ACBAE727CC47B98614B664A6A63F6B"><enum>(f)</enum><header>Reports</header><paragraph id="id3638FDF5DBF74A8CB9666BCEE21E7D7F"><enum>(1)</enum><header>Reports from grant recipients</header><text>A local educational agency that receives a grant under this section shall submit to the Secretary, not later than 1 year after the date of receipt of grant funds, a report containing any relevant information, as requested by the Secretary, in accordance with the information required of the Secretary under paragraph (2). </text></paragraph><paragraph id="H98C2A07583CD4119A09081063AE8ED01"><enum>(2)</enum><header>Annual report to Congress</header><text display-inline="yes-display-inline">Not later than 2 years after the first grant is awarded under this section, and annually thereafter, the Secretary shall submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Education and Labor of the House of Representatives and make publicly available, a report on activities and results under this section. Such report shall describe—</text><subparagraph id="H27A733C93F834213BD9D09514DAB0DAE"><enum>(A)</enum><text>the total number of grant applications received during the year preceding the report;</text></subparagraph><subparagraph id="H84BC3866CFA0400FAF26D1CB42DEF900"><enum>(B)</enum><text>the number and geographic distribution of the grants for such year and for all grants awarded under this section;</text></subparagraph><subparagraph commented="no" id="HF0FD770067204FA89B01CF70BCE017A6"><enum>(C)</enum><text>participation of minority-serving institutions, including Tribal Colleges and Universities;</text></subparagraph><subparagraph id="H39A1B456072B47A2877CB10EF0F64D36"><enum>(D)</enum><text>participation of underrepresented and economically disadvantaged families;</text></subparagraph><subparagraph id="H815B6574580B4C15B2ABA0AC6356260C"><enum>(E)</enum><text>overall program outcomes and issues of concern; and</text></subparagraph><subparagraph id="H6DB6F575773D45CA9A8774EF483DB979"><enum>(F)</enum><text>recommendations for program revisions to achieve the desired program outcome.</text></subparagraph></paragraph></subsection><subsection id="H082FC8A1D2AD4852A756C04B358D4289"><enum>(g)</enum><header>Definitions</header><paragraph id="H967D31587DAF437EBD15DF87DE8CB7AA"><enum>(1)</enum><header>ESEA terms</header><text display-inline="yes-display-inline">The terms <term>elementary school</term>, <term>local educational agency</term>, <term>professional development</term>, <term>secondary school</term>, <term>specialized instructional support personnel</term>, and <term>State educational agency</term> have the meanings given the terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="H484007748F8E47A1A5EBBF35FA4135E2"><enum>(2)</enum><header>Educator and school leader professional development programs</header><text display-inline="yes-display-inline">The term <term>educator and school leader professional development programs</term> includes professional development programs for educators, principals, school leaders, specialized instructional support personnel, and other school-based personnel.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF0AB9CA0411D4A4A85E6F8042D9EDB15"><enum>(3)</enum><header>Educators and school leaders</header><text>The term <term>educators and school leaders</term> means educators, principals, school leaders, specialized instructional support personnel, and other school-based personnel. </text></paragraph><paragraph id="H6A0D24DAB4934F0B9E6573F1A173EC9B"><enum>(4)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given the term in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>).</text></paragraph><paragraph id="H869DF65B82D34BC78DEC8E3AD280FC2D"><enum>(5)</enum><header>Instruction</header><text>The term <term>instruction</term> means activities that—</text><subparagraph id="H7FB9541BCE0E47C396DC7E76BDF95501"><enum>(A)</enum><text>emphasize communication of knowledge concerning social-emotional learning in adults and children;</text></subparagraph><subparagraph id="H3695C648AE394D0490A651FA0ECF59C2"><enum>(B)</enum><text>provide opportunities to practice social-emotional learning through interactive activities between families and their children; and</text></subparagraph><subparagraph id="H463A9471ADB5473EBC649A1C9DA92295"><enum>(C)</enum><text>are aligned with and integrated into family involvement and engagement standards that may exist in the applicable State or that may be developed.</text></subparagraph></paragraph><paragraph id="HA19A532CE831498C889CF69504B9FD1E"><enum>(6)</enum><header>Minority-serving institution</header><text>The term <term>minority-serving institution</term> means an institution of higher education described in section 371(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067q">20 U.S.C. 1067q(a)</external-xref>).</text></paragraph><paragraph id="idBFC80B5F6B1F43F18AF1B9433D1E81F7"><enum>(7)</enum><header>Qualifying emergency</header><text>The term <term>qualifying emergency</term> means—</text><subparagraph id="id411b769c97a14ead927382c15de7035b"><enum>(A)</enum><text>a public health emergency related to the coronavirus declared by the Secretary of Health and Human Services pursuant to section 319 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d</external-xref>);</text></subparagraph><subparagraph id="idb84d9361754b4afd98d34918468e7f8e"><enum>(B)</enum><text>an event related to the coronavirus for which the President declared a major disaster or an emergency under section 401 or 501, respectively, of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5170">42 U.S.C. 5170</external-xref> and 5191); or</text></subparagraph><subparagraph id="id56e393db550147748e9428f78596edd4"><enum>(C)</enum><text>a national emergency related to the coronavirus declared by the President under section 201 of the National Emergencies Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1601">50 U.S.C. 1601</external-xref> et seq.). </text></subparagraph></paragraph><paragraph id="HC2981E55387943A3A637C3105216948B"><enum>(8)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Education.</text></paragraph><paragraph id="HFBDEA6E1B66146F6BBAE791E1D6E7766"><enum>(9)</enum><header>Social-emotional learning</header><text>The term <term>social-emotional learning</term> includes—</text><subparagraph id="HA8CC1C1839AB41138644B69C1F44760F"><enum>(A)</enum><text>self-awareness, or having a realistic perception of one’s own values, interests, and strengths, and being able to recognize one’s own emotions;</text></subparagraph><subparagraph id="H7E17A0C6BCBD47D2A24E16984F7E0AC0"><enum>(B)</enum><text>self-management, or how well one manages emotions, impulses, and stress, and is able to establish and achieve goals and exercise self-discipline;</text></subparagraph><subparagraph id="HD304AEF1A3734D59ABC5FA514C6EAD79"><enum>(C)</enum><text>social awareness, or the ability to take the perspective of and empathize with someone else and to appreciate and respect diversity;</text></subparagraph><subparagraph id="HD5ECD7B702A449EBAD0E47A52E4FDD60"><enum>(D)</enum><text>relationship skills, or the ability to participate in healthy, cooperative, and caring relationships, and effectively resolve conflicts; and</text></subparagraph><subparagraph id="H5ACBAC39403D4B2E91777A6635F53BB1"><enum>(E)</enum><text>responsible decision making, or the ability to recognize and generate good choices, evaluate the likely consequences of actions, and take responsibility for one’s decisions.</text></subparagraph></paragraph></subsection><subsection id="H9A1669139FA4464A907544A1DF307409"><enum>(h)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $130,000,000, of which not more than $10,000,000 may be used by the Secretary for reports and technical assistance.</text></subsection></section></legis-body></bill>
