which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of Health and Human Services to award grants to States, political subdivisions of States, Indian Tribes and Tribal organizations, community-based entities, and primary care and behavioral health organizations to address behavioral health needs caused by the public health emergency declared with respect to COVID–19.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HCFDB58F2B0FF44EABDA67F09739C73FF"><section commented="no" section-type="section-one" id="HA0F8D8418D33466F890B9609D5A0E99F"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stopping the Mental Health Pandemic Act</short-title></quote>.</text></section><section commented="no" section-type="subsequent-section" id="id5A7559BB8CFC4F60A9A4CFB4F1FE1E80"><enum>2.</enum><header>Grants to support increased behavioral health needs due to COVID–19</header><subsection id="H029247B18AF64913939C615995B859A3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Assistant Secretary of Mental Health and Substance Use, shall award grants to States, political subdivisions of States, Indian Tribes and Tribal organizations, community-based entities, and primary care and behavioral health organizations to address behavioral health needs caused by the public health emergency declared pursuant to section 319 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d</external-xref>) with respect to COVID–19.</text></subsection><subsection id="HEE1681E707FA44BA8460DE2105EE8646"><enum>(b)</enum><header>Use of funds</header><text>An entity that receives a grant under subsection (a) may use funds received through such grant to—</text><paragraph id="H0578845BFCA54DB592042318EEAA2A1E"><enum>(1)</enum><text>increase behavioral health treatment and prevention capacity, including to—</text><subparagraph id="H8E607872D83E49CE9647259FD9BD14B9"><enum>(A)</enum><text>promote coordination among local entities;</text></subparagraph><subparagraph id="HF2648F9655F04D1EA3D66F30E408B408"><enum>(B)</enum><text>train the behavioral health workforce, relevant stakeholders, and community members;</text></subparagraph><subparagraph id="HA4D09BC22F294A4DA7E053EC3DB0C3DF"><enum>(C)</enum><text>upgrade technology to support effective delivery of health care services through telehealth modalities, including the purchase of telehealth equipment; </text></subparagraph><subparagraph id="H4AAA1E8399A341F6BABD195E44485497"><enum>(D)</enum><text>purchase medical supplies and equipment for behavioral health treatment entities, providers, and patients;</text></subparagraph><subparagraph id="id4be0261000e646438f76b1aa148a31e7"><enum>(E)</enum><text>address and support surge capacity for behavioral health needs (such as through mobile units), including the purchasing of supplies and equipment;</text></subparagraph><subparagraph id="H8D815860407E48E18EDEA04A1FF992AF"><enum>(F)</enum><text>promote collaboration between primary care and mental health providers; and</text></subparagraph><subparagraph id="id45d281e97dad46089325ace466c29f80"><enum>(G)</enum><text>cover overhead costs, including rent and utility costs; and </text></subparagraph></paragraph><paragraph id="HD955CEE0961B4798968336EFE0BE732E"><enum>(2)</enum><text>support or enhance behavioral health services, including—</text><subparagraph id="H65C34965E0AD47E58F5AD6E1204752C0"><enum>(A)</enum><text>emergency crisis intervention, including mobile crisis units, 24/7 crisis call centers, and medically staffed crisis stabilization programs;</text></subparagraph><subparagraph id="H86AFE0A0DDA74C4A823CBC60CE69A615"><enum>(B)</enum><text>screening, assessment, diagnosis, and treatment;</text></subparagraph><subparagraph id="H73434BAB48844541A2233538337F2033"><enum>(C)</enum><text>mental health awareness trainings;</text></subparagraph><subparagraph id="H428E968C5D1F4D0BB8FB902E9B4A8816"><enum>(D)</enum><text>evidence-based suicide prevention;</text></subparagraph><subparagraph id="H78D0AFC3447340BB8DAD281823003B00"><enum>(E)</enum><text>evidence-based integrated care models;</text></subparagraph><subparagraph id="H28E570BC917547A9ADA3C577FD72DEB6"><enum>(F)</enum><text>community recovery and peer supports; </text></subparagraph><subparagraph id="HE2DBC46C8652414684F8CDBEB43E136E"><enum>(G)</enum><text>outreach to underserved and minority communities; and</text></subparagraph><subparagraph id="HDDDC780434454CE6A2309A1AAF09368E"><enum>(H)</enum><text display-inline="yes-display-inline">support for front line health care workers.</text></subparagraph></paragraph></subsection><subsection id="H594D17F2FE2B46C69FDED74B94EA5D73"><enum>(c)</enum><header>Priority</header><text display-inline="yes-display-inline">The Secretary shall give priority to applicants that are—</text><paragraph id="idA701F3C9D33E48BCB0B32A1296970CDA"><enum>(1)</enum><text>culturally specific organizations, Tribal behavioral health and substance use disorder providers, or organizations that are intentional about serving populations where COVID–19 has had the most impact; or </text></paragraph><paragraph id="id70D197F986AB4A119FE6FF8DCCAEBDCF"><enum>(2)</enum><text display-inline="yes-display-inline">proposing to serve areas with a high number of COVID–19 cases.</text></paragraph></subsection><subsection id="H33CF2BBC06124C6B93C86AAC7BC0C74C"><enum>(d)</enum><header>Evaluation</header><text>An entity that receives a grant under this section shall prepare and submit an evaluation to the Secretary at such time, in such manner, and containing such information as the Secretary may reasonably require, including—</text><paragraph id="H82030DE642CE40D2A6B199D997E5B7C1"><enum>(1)</enum><text>an evaluation of activities carried out with funds received through the grant; and</text></paragraph><paragraph id="H2CFE9EF265F34211937302534BF67EFD"><enum>(2)</enum><text>a process and outcome evaluation.</text></paragraph></subsection><subsection id="H7A1ED548CD8E4DE3B904AFD7BFCE79EF"><enum>(e)</enum><header>Authorization of appropriations</header><text>To carry out this section, there is authorized to be appropriated $75,000,000 for each of fiscal years 2021 and 2022, to remain available until expended.</text></subsection></section></legis-body></bill>
