<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1647</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210513">May 13, 2021</action-date><action-desc><sponsor name-id="S346">Mr. Lee</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To authorize an exception to the restriction on construction of Coast Guard vessels in foreign shipyards for certain construction in shipyards in North Atlantic Treaty Organization countries. </official-title></form><legis-body><section id="id617CA4AB9B8C41EB99387ABFAFB275E5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Enhancing Coast Guard Readiness Act</short-title></quote>.</text></section><section id="id8FD5D8D03910446CB51D07EC28C9EB55"><enum>2.</enum><header>Exception to restriction on construction of Coast Guard vessels in foreign shipyards for certain construction in shipyards in North Atlantic Treaty Organization countries</header><subsection id="idFE0F4339B2B14020BA085D9156B49228"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1151 of title 14, United States Code, is amended—</text><paragraph id="id040DBAE2ADBC4AA2AA0303D04891B26F"><enum>(1)</enum><text>in subsection (a), by striking <quote>subsection (b)</quote> and inserting <quote>subsections (b) and (c)</quote>; and</text></paragraph><paragraph id="idCB1BA42681BF47A48D95D421A7D89713"><enum>(2)</enum><text>by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="idCFDB81EE472B4963A75CB75777C4073B" style="OLC"><subsection id="id682093A10506469681193AA623C016AF"><enum>(c)</enum><text>Subsection (a) shall not apply with respect to construction otherwise covered by that subsection if—</text><paragraph id="id4F3BDBE4AAB6472BB852D265C8179FD9"><enum>(1)</enum><text>the foreign shipyard concerned is located in a North Atlantic Treaty Organization country; and</text></paragraph><paragraph id="idB08006E75CF44B0BA38C69D7308AF68C"><enum>(2)</enum><text>the cost of the construction concerned is less than the cost would be if such construction occurred in a domestic shipyard.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id6A490FC9950B4DBCA41DB079C4C0D3CC"><enum>(b)</enum><header>Conforming amendment</header><text>Section 8679(a) of title 10, United States Code, is amended by inserting <quote>and section 1151(c) of title 14</quote> after <quote>in subsection (b)</quote>.</text></subsection></section></legis-body></bill>
