<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1630</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210513">May 13, 2021</action-date><action-desc><sponsor name-id="S404">Mr. Scott of Florida</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Federal Trade Commission to conduct a study regarding social media use by teenagers.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe Social Media Act</short-title></quote>.</text></section><section id="id55B5A7FB045949C6816619BFC53F3189"><enum>2.</enum><header>Report by the FTC on social media use by teenagers</header><text display-inline="no-display-inline"> The Federal Trade Commission, in coordination with the Director of the Centers for Disease Control and Prevention, shall—</text><paragraph id="id5DF6E5730B8D47E38BF9B22D8F076BCD"><enum>(1)</enum><text>conduct a study on social media platform use among individuals younger than age 18, including—</text><subparagraph id="idF6A68F3447B4471F9F907FA2B17A4F8A"><enum>(A)</enum><text>what personal information is collected by social media platforms regarding such individuals;</text></subparagraph><subparagraph id="id15F006BBB55043B28CAA1152DAF86108"><enum>(B)</enum><text>how such personal information is used by the algorithms of the social media platforms;</text></subparagraph><subparagraph id="idCE0240D7C554406B82BC999B8CEC0EF6"><enum>(C)</enum><text>how often such individuals use social media platforms daily;</text></subparagraph><subparagraph id="id5660CD4C6519415883B22B4BC186BE80"><enum>(D)</enum><text>differences in use of social media platforms related to the age ranges of such individuals;</text></subparagraph><subparagraph id="idB7D45D6F3E9642D0A25C96C48343C010"><enum>(E)</enum><text>mental health effects on such individuals linked to the use of social media platforms; and</text></subparagraph><subparagraph id="id6798661A15884B85AFE5AF1A36D4DEE5"><enum>(F)</enum><text>potential harmful effects on such individuals from extended social media platform use; and</text></subparagraph></paragraph><paragraph id="idF039F21212FB400C9CC87D8F9FC97B32"><enum>(2)</enum><text>not later than 1 year after the date of enactment of this Act, submit to Congress a report on the findings of the study under paragraph (1), including any recommended policy changes based on such findings.</text></paragraph></section><section id="id506920C8E0664F5283B3D60E4F25A937"><enum>3.</enum><header>Definition of social media platform</header><text display-inline="no-display-inline">In this Act, the term <term>social media platform</term> means a public-facing website, internet application, or mobile internet application, including a social network, video sharing service, ad network, mobile operating system, search engine, email service, or internet access service, that has not less than 30,000,000 active monthly users in the United States. </text></section></legis-body></bill>
