<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1527</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210429">April 29, 2021</action-date><action-desc><sponsor name-id="S346">Mr. Lee</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 54, United States Code, to provide that State law shall apply to the use of motor vehicles on roads within a System unit.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id460D7EF5419F43E0BA0623D08A70A00D"><enum>1.</enum><header>Application of State law applicable to the use of motor vehicles on roads within a System unit</header><subsection id="id2F09F9F233174C70A3A42EA1AC8D2877"><enum>(a)</enum><header>In general</header><text>Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/1015">chapter 1015</external-xref> of title 54, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="idA3430581100C48DB87F8D9EE2D2C9989"><section id="idE85705A0CF754B1FADA63B6B09852E1D"><enum>101513.</enum><header>State law</header><subsection id="id79895e8fd2f442fdaeee20cbe62e0350"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="idA22C6D54D36348D28EAC69BD71D1C811"><enum>(1)</enum><header>Off-highway vehicle</header><text>The term <quote>off-highway vehicle</quote> shall be defined by the State in which the applicable System unit is located, in accordance with the law of the State.</text></paragraph><paragraph id="id2CB66B9A8A144921AF82CB8D097BB89E"><enum>(2)</enum><header>Road</header><text>The term <quote>road</quote> means the main-traveled surface of a roadway open to motor vehicles that is owned, controlled, or otherwise administered by the Service. </text></paragraph></subsection><subsection id="idFC766EA97A0844BA994FA2BF46B6FE05"><enum>(b)</enum><header>Applicable law</header><text>The law of the State in which a System unit is located shall apply to the use of motor vehicles (including off-highway vehicles) on roads within a System unit.</text></subsection><subsection id="id94a82e707e704b35b40719a5359d24c0"><enum>(c)</enum><header>Violations</header><text>Violating a provision of State law applicable to a System unit under subsection (b) shall be prohibited in the applicable System unit.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id1B7E451D996C49308B0FED56076A39A6"><enum>(b)</enum><header>Clerical amendment</header><text>The analysis for subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/1015">chapter 1015</external-xref> of title 54, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id742F95789AAA4057BA5CD5FC5E1A7EC2"><toc><toc-entry bold="off" level="section">101513.
