<official-title>To require the Secretary of State to submit a report to Congress describing certain violations by Mexican authorities of the U.S.-Mexico Mutual Legal Assistance Treaty, and for other purposes.</official-title>

<section id="idE4BFA76458714459992305CB1D1C64D9" section-type="section-one"><enum>1.</enum><header>Short titles</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Transparency to Rehabilitate United States Treaties with Mexico Act of 2021</short-title></quote> or the <quote><short-title>TRUST with Mexico Act of 2021</short-title></quote>.</text></section> <section section-type="subsequent-section" id="id9AD9C0D69653475F9772F2CA382D00DE"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="idd0ca645c5cdf4f15b999e2efb218a615"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text> <subparagraph id="idC4F698D912B74749A5E6A39AA1DAEB4F"><enum>(A)</enum><text>the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>; and</text></subparagraph> 
<subparagraph id="id41E64AB0AC8B4AD19487878AECA03F08"><enum>(B)</enum><text>the <committee-name committee-id="">Committee on Foreign Affairs of the House of Representatives</committee-name>.</text></subparagraph></paragraph> <paragraph id="id9051ca195cb2459f8af7b2a33a1b50c4" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>U.S.-Mexico mutual legal assistance treaty</header><text>The term <term>U.S.-Mexico Mutual Legal Assistance Treaty</term> means the Treaty on Cooperation for Mutual Legal Assistance, done at Mexico City December 9, 1987, and entered into force May 3, 1991 (TIAS 91–503).</text></paragraph></section> 
<section commented="no" display-inline="no-display-inline" id="id000D49EE9DB544739BFBC4E2628ED0F0"><enum>3.</enum><header>Report on actions by the Government of Mexico in violation of the U.S.-Mexico Mutual Legal Assistance Treaty</header> 
<subsection id="id2618dfdc64bf4b70a26b2d5d9f35f32f"><enum>(a)</enum><header>In general</header><text>Not later than 120 days after the date of the enactment of this Act, the Secretary of State shall submit a report to the appropriate congressional committees that describes any actions taken by the Government of Mexico, on or after January 1, 2020, that contravene paragraph (1) of Article 6 of the U.S.-Mexico Mutual Legal Assistance Treaty.</text></subsection> <subsection id="idee04d83f79de43db855c42000312e5b2"><enum>(b)</enum><header>Contents</header><text>The report required under subsection (a) shall include—</text> 
<paragraph id="id5942d3edfd804d199e8ad0f805aa3638"><enum>(1)</enum><text>for every action identified in such report, a description of—</text> <subparagraph id="ida2962d2facd1495a980b98cc06c5cd7b"><enum>(A)</enum><text>the action taken;</text></subparagraph> 
<subparagraph id="id3872280333034e41985c4781be425425"><enum>(B)</enum><text>the government agency or agencies responsible for such action;</text></subparagraph> <subparagraph id="idf13a17f0f0404921b5e93c26d1ff83d2"><enum>(C)</enum><text>a description of the action’s effect on the joint counternarcotics efforts of the United States and Mexico; and</text></subparagraph> 
<subparagraph id="idbe14fbd887fc43ad8c4fca626adefaaa"><enum>(D)</enum><text>a description of the action’s effect on the national security of the United States; and</text></subparagraph></paragraph> <paragraph id="id03f0842a36f74882b0bb1abf32a772f2"><enum>(2)</enum><text>a description of the assets of Division General Salvador Cienfuegos Zepeda, including a description of—</text> 
<subparagraph id="id053df953ae3f45c880fb225ef02a1bd6"><enum>(A)</enum><text>his estimated net worth;</text></subparagraph> <subparagraph id="idee7e2b74178241ba90701a34c3fc7c63"><enum>(B)</enum><text>the estimated net worth of his immediate family members; and</text></subparagraph> 
<subparagraph id="id223a8141852a4dee911e9ce39fef3164"><enum>(C)</enum><text>all of his real, personal, and intellectual property, bank or investment or similar accounts, and any other financial or business interests or holdings, including those outside of Mexico, whether obtained legitimately or illegitimately.</text></subparagraph></paragraph></subsection></section> </legis-body> </bill>
