<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1468</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210429">April 29, 2021</action-date><action-desc><sponsor name-id="S314">Mr. Tester</sponsor> (for himself and <cosponsor name-id="S347">Mr. Moran</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of Veterans Affairs to expand the Rural Access Network for Growth Enhancement Program of the Department of Veterans Affairs and to direct the Comptroller General of the United States to conduct a study to assess certain mental health care resources of the Department of Veterans Affairs available to veterans who live in rural areas.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HDBF512994E0543CEBFB3D0AA63FCA871"><section section-type="section-one" id="HB3D319335BD3429DAE03DBAB389BB882"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Sgt. Ketchum Rural Veterans Mental Health Act of 2021</short-title></quote>.</text></section><section id="H28593ED556C74BE8A9037F03E6001735"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H75393937710248528CC7301285BF3650"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>covered mental health care</term> means mental health care that is more intensive than traditional outpatient therapy.</text></paragraph><paragraph id="HB363124767474412BD6BB375E71CA51F"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>PRR center</term> means a psychosocial rehabilitation and recovery center of the Department of Veterans Affairs.</text></paragraph><paragraph id="HCB1169AC2D13416F9B320A847A3F0FFC"><enum>(3)</enum><text display-inline="yes-display-inline">The term <term>RANGE Program</term> means the Rural Access Network for Growth Enhancement Program of the Department of Veterans Affairs.</text></paragraph><paragraph id="H5C244786ABA94F669F277E612A751C18" commented="no" display-inline="no-display-inline"><enum>(4)</enum><text>The term <term>rural veteran</term> means a veteran who lives in a rural or highly rural area (including such an area in a Tribal or insular area), as determined through the use of the Rural-Urban Commuting Areas coding system of the Department of Agriculture. </text></paragraph></section><section id="H3F04AE45568745848E5E7AACD2F672A9"><enum>3.</enum><header>Expansion of Rural Access Network for Growth Enhancement Program of the Department of Veterans Affairs</header><subsection commented="no" id="H387900CC77D24FF0B349575F2E8E4DB4"><enum>(a)</enum><header>Expansion</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall establish and maintain three new centers of the RANGE Program.</text></subsection><subsection id="H6227813591234E29AD2704366A818856"><enum>(b)</enum><header>Locations</header><text>The centers established under subsection (a) shall be located in areas determined by the Secretary based on—</text><paragraph display-inline="no-display-inline" id="H881EF9550BEC42FE817A4F2EB0565565"><enum>(1)</enum><text>the need for additional mental health care for rural veterans in such areas; and</text></paragraph><paragraph id="H316159CD0B094404AA591143E3D8C92F"><enum>(2)</enum><text>interest expressed by personnel at facilities of the Department of Veterans Affairs in such areas.</text></paragraph></subsection><subsection id="H7245F7EFF81040D2AF0A0ACBBD8EBA59"><enum>(c)</enum><header>Timeline</header><text>The Secretary shall establish the centers under subsection (a) during fiscal year 2022.</text></subsection><subsection id="H97640281E79340D79F619F6CE9ECECF5"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary $1,200,000 for each of fiscal years 2022 through 2024 to carry out this section.</text></subsection></section><section id="HD6DCF4694A3248138A376FAB2004280B"><enum>4.</enum><header>Comptroller General study on mental health care furnished by the Secretary of Veterans Affairs to rural veterans</header><subsection id="H6273BF74A5B04F56BA97AFCDAF122BBE"><enum>(a)</enum><header>Study required</header><paragraph id="id51CD273BC418432EA17706113DD68CF6"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a study to assess whether the Department of Veterans Affairs has sufficient resources to serve rural veterans who need covered mental health care.</text></paragraph><paragraph id="id65A100EC2DD34A2E9330E58495B337B6"><enum>(2)</enum><header>Elements</header><text display-inline="yes-display-inline">The study required under paragraph (1) shall include an assessment of—</text><subparagraph id="H064A58CBF51B4B4A91FAB37B277966CF"><enum>(A)</enum><text display-inline="yes-display-inline">whether the mental health care furnished by the Secretary through resources including the RANGE Program, Enhanced RANGE Program, mental health residential rehabilitation treatment programs, inpatient mental health services, and PRR centers is sufficient to meet the covered mental health care needs of rural veterans;</text></subparagraph><subparagraph id="HCAE2ABD09F0E4630A7327A8183DD5480"><enum>(B)</enum><text>how best to expand and to appropriately locate mental health resources described in subparagraph (A); </text></subparagraph><subparagraph id="H5D8543CA3F934D579A12994680D58595"><enum>(C)</enum><text>whether to require the establishment of a PRR center at a medical facility of the Department that serves 1,000 or more veterans who are on the National Psychosis Registry;</text></subparagraph><subparagraph commented="no" id="HCD55981040FF4ADC8E50CE87A1804568"><enum>(D)</enum><text display-inline="yes-display-inline">the demand by rural veterans for mental health resources specified in subparagraph (A);</text></subparagraph><subparagraph commented="no" id="H10481B5678A24969A3072B34C029A652"><enum>(E)</enum><text display-inline="yes-display-inline">the average wait time for a rural veteran for mental health resources specified in subparagraph (A); and</text></subparagraph><subparagraph commented="no" id="H2A269907A6CA43B788F3D4A45A5D9062"><enum>(F)</enum><text display-inline="yes-display-inline">during the term of the study, how many rural veterans died by suicide or overdose while on a wait list for mental health resources specified in subparagraph (A).</text></subparagraph></paragraph></subsection><subsection id="H3D6F84AD158C45909D1FE0D83AE289D2"><enum>(b)</enum><header>Report required</header><text display-inline="yes-display-inline">Not later than 18 months after the date of the enactment of this Act, the Comptroller General shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans ’Affairs of the House of Representatives a report containing the results of the study conducted under subsection (a).</text></subsection></section></legis-body></bill>
