which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish a program to award grants to entities that provide transportation connectors from critically underserved urban communities and rural communities to green spaces.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id06BA53489DCA47CAA77D0D9289DDFCC0"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Transit to Trails Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="idE356F1A37E0D4E68B532D7503080B210"><enum>2.</enum><header>Transit to trails grant program</header><subsection id="HBEC340A45BAD4DE5B282FAE989F7D160"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="id87292e2613e243dca1a97a1161fea136"><enum>(1)</enum><header>Community of color</header><text>The term <term>community of color</term> means a geographically distinct area in which the population of any of the following categories of individuals is higher than the average population of that category for the State in which the community is located:</text><subparagraph id="ida6464c3444d44f9f958671159c63ee47"><enum>(A)</enum><text>Black.</text></subparagraph><subparagraph id="id09871cab3b6b46febba58a0d4146dcab"><enum>(B)</enum><text>African American.</text></subparagraph><subparagraph id="id6d5356fd49db430192546b2e9c009c48"><enum>(C)</enum><text>Asian.</text></subparagraph><subparagraph id="id72e8270a15714d9ba70013e78bb6be72"><enum>(D)</enum><text>Pacific Islander.</text></subparagraph><subparagraph id="id7837fb3fa5264fd18ef93fee66e60260"><enum>(E)</enum><text>Other non-White race.</text></subparagraph><subparagraph id="idca2ed3530f174891819370725971f142"><enum>(F)</enum><text>Hispanic.</text></subparagraph><subparagraph id="id28ddb30a746a4f659dc89697d5ff8357"><enum>(G)</enum><text>Latino. </text></subparagraph></paragraph><paragraph id="HFC7ABD4726474A36B516E371B1D66915"><enum>(2)</enum><header>Critically underserved community</header><text>The term <term>critically underserved community</term> means—</text><subparagraph id="id4f7bcec30b08470fbd3b0304ce7965fa"><enum>(A)</enum><text>a community that can demonstrate to the Secretary that the community has inadequate, insufficient, or no park space or recreation facilities, including by demonstrating—</text><clause id="idBC3325D2615440DFA605FA3608A4D4AF"><enum>(i)</enum><text>quality concerns relating to the available park space or recreation facilities;</text></clause><clause id="idCBBC7925A3B448BDA9638F301CDC4295"><enum>(ii)</enum><text>the presence of recreational facilities that do not serve the needs of the community; or</text></clause><clause id="idE9327FA427EF48ACBBCB79EE177A9B4D"><enum>(iii)</enum><text>the inequitable distribution of park space for high-need populations, based on income, age, or other measures of vulnerability and need;</text></clause></subparagraph><subparagraph id="id3956f69d2e9c46e390fae3a4b1bf299b"><enum>(B)</enum><text>a community in which at least 50 percent of the population is not located within <fraction>1/2</fraction> mile of park space;</text></subparagraph><subparagraph id="id4748D69739DC48B79B4EE9F0A68D1D7F"><enum>(C)</enum><text>an environmental justice community; and</text></subparagraph><subparagraph id="id7B1D76F213104E23ACA869FA116F9BFB"><enum>(D)</enum><text>any other community that the Secretary determines to be appropriate.</text></subparagraph></paragraph><paragraph id="id79826ee8e9b3447bb3d012aab85194fc"><enum>(3)</enum><header>Disproportionate burden of adverse human health or environmental effects</header><text>The term <term>disproportionate burden of adverse human health or environmental effects</term> means a situation where there exists higher or more adverse human health or environmental effects on communities of color, low-income communities, and Tribal and Indigenous communities. </text></paragraph><paragraph display-inline="no-display-inline" id="H828AAB85929643A6A25A75F3CA76AB05"><enum>(4)</enum><header>Eligible entity</header><text display-inline="yes-display-inline">The term <term>eligible entity</term> means—</text><subparagraph display-inline="no-display-inline" id="HC879931D301B42EEAF150802194D45B2"><enum>(A)</enum><text>a State;</text></subparagraph><subparagraph id="H74F593EB3043474EA871160A3F6488A2"><enum>(B)</enum><text display-inline="yes-display-inline">a political subdivision of a State (including a city or a county) that represents or otherwise serves an urban area or a rural area;</text></subparagraph><subparagraph id="H061340E6B9AC47FC9D6F020CDB618B9D"><enum>(C)</enum><text>a special purpose district (including a park district);</text></subparagraph><subparagraph id="H83D1A986A7FC4397A63DFF8213873A18"><enum>(D)</enum><text display-inline="yes-display-inline">an Indian Tribe (as defined in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>)) that represents or otherwise serves an urban area or a rural area; or</text></subparagraph><subparagraph id="id1B26B38120664E5092D902B0BAD43D0D"><enum>(E)</enum><text>a metropolitan planning organization (as defined in section 134(b) of title 23, United States Code).</text></subparagraph></paragraph><paragraph id="idd99050dadcd54e77805399027f8f2955"><enum>(5)</enum><header>Environmental justice community</header><text>The term <term>environmental justice community</term> means a community with significant representation of communities of color, low-income communities, or Tribal and Indigenous communities that experience, or is at risk of experiencing, a disproportionate burden of adverse human health or environmental effects. </text></paragraph><paragraph id="ide654ee09f40f47d4bb7e66c7a7355419"><enum>(6)</enum><header>Low-income community</header><text>The term <term>low-income community</term> means any census block group in which 30 percent or more of the population are individuals with an annual household income equal to, or less than, the greater of—</text><subparagraph id="id55af1d6ae4da424b9d237e7f3fb15ec0"><enum>(A)</enum><text>an amount equal to 80 percent of the median income of the area in which the household is located, as reported by the Department of Housing and Urban Development; and</text></subparagraph><subparagraph id="id536cac5a0b8645acb89cc1f2f6e25ec3"><enum>(B)</enum><text>200 percent of the Federal poverty line. </text></subparagraph></paragraph><paragraph id="id48304CE62FB44EC6A2487BD753BBB2F9"><enum>(7)</enum><header>Program</header><text>The term <term>program</term> means the Transit to Trails Grant Program established under subsection (b)(1).</text></paragraph><paragraph id="idACA1C33B67EE4106BE2CBDAD0D7EA348"><enum>(8)</enum><header>Rural area</header><text>The term <term>rural area</term> means a community that is not an urban area.</text></paragraph><paragraph id="id4860AD25E5E74848A7FBE9EFF5290E72"><enum>(9)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Transportation.</text></paragraph><paragraph id="id0297cc6741b54625a2876a275741766e"><enum>(10)</enum><header>Transportation connector</header><subparagraph id="id390227718B864A748FDFB77AF7DACDBF"><enum>(A)</enum><header>In general</header><text>The term <term>transportation connector</term> means a system that—</text><clause id="id0B8E95F41DD64005B0DE1C59B078F66F"><enum>(i)</enum><text>connects 2 zip codes or communities within a 175-mile radius of a designated service area; and</text></clause><clause id="idE0315604C53747F38E3D0123D29C7F5F"><enum>(ii)</enum><text>offers rides available to the public.</text></clause></subparagraph><subparagraph id="id4f3e2c1897bd4c618a70339c55ae2404"><enum>(B)</enum><header>Inclusions</header><text>The term <term>transportation connector</term> includes microtransits, bus lines, bus rails, light rail, rapid transits, or personal rapid transits.</text></subparagraph></paragraph><paragraph id="H9E76EE99629E460386729B480CE189EE"><enum>(11)</enum><header>Urban area</header><text display-inline="yes-display-inline">The term <term>urban area</term> means a community that—</text><subparagraph id="id91FDBB07619B48E4843B69C1E970B312"><enum>(A)</enum><text display-inline="yes-display-inline">is densely developed;</text></subparagraph><subparagraph id="idE8DA14442BA742CF99DF6B5D7EF16C4F"><enum>(B)</enum><text display-inline="yes-display-inline">has residential, commercial, and other nonresidential areas; and</text></subparagraph><subparagraph id="H1AC1664498BF4464A0C61B2191941913"><enum>(C)</enum><clause commented="no" display-inline="yes-display-inline" id="id25BCAB07482B48A388A8C596A21851CC"><enum>(i)</enum><text>is an urbanized area with a population of 50,000 or more; or</text></clause><clause id="id5BFF2A22F19E4553B8B7F7E59829042A" indent="up1"><enum>(ii)</enum><text>is an urban cluster with a population of—</text><subclause id="id853529C13CDD4B649E5D82BD8B34583B"><enum>(I)</enum><text>not less than 2,500; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id9DE9415C19C9492A824E2EDA9A19ED90"><enum>(II)</enum><text>not more than 50,000.</text></subclause></clause></subparagraph></paragraph></subsection><subsection id="H2E21B67B7BCE4025BC66474DE84AB939"><enum>(b)</enum><header>Grant program</header><paragraph id="HDDBE500E7A1D41E5873C2E2A73ECDD01"><enum>(1)</enum><header>Establishment</header><text>The Secretary shall establish a grant program, to be known as the <quote>Transit to Trails Grant Program</quote>, under which the Secretary shall award grants to eligible entities for—</text><subparagraph id="idF79015F69BE64020BF3CAA485C7F6CB6"><enum>(A)</enum><text>projects that develop transportation connectors or routes in or serving, and related culturally and linguistically appropriate education materials for, critically underserved communities to increase access and mobility to Federal or non-Federal public land, inland and coastal waters, parkland, or monuments; or</text></subparagraph><subparagraph id="HADC3A914A77A4EA88818BD6003932FAD"><enum>(B)</enum><text>projects that facilitate transportation improvements to enhance access to Federal or non-Federal public land and recreational opportunities in critically underserved communities.</text></subparagraph></paragraph><paragraph id="HE351369365DB47D9B5349DA4115674A1"><enum>(2)</enum><header>Administration</header><subparagraph id="H8E446D1B215F42A58812D09F55CF88FD"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall administer the program to assist eligible entities in the development of transportation connectors or routes in or serving, and related culturally and linguistically appropriate education materials for, critically underserved communities and Federal or non-Federal public land, inland and coastal waters, parkland, and monuments.</text></subparagraph><subparagraph id="H8294476871C4489FAB5771BED196F526"><enum>(B)</enum><header>Joint partnerships</header><text display-inline="yes-display-inline">The Secretary shall encourage joint partnership projects under the program, if available, among multiple agencies, including school districts, nonprofit organizations, metropolitan planning organizations, regional transportation authorities, transit agencies, and State and local governmental agencies (including park and recreation agencies and authorities) to enhance investment of public sources.</text></subparagraph><subparagraph id="idb4f75fc93b8c4ae2a7a942116e28a3d1"><enum>(C)</enum><header>Annual grant project proposal solicitation, review, and approval</header><clause id="id9314795ed213472fb0a1fe2f902e68cd"><enum>(i)</enum><header>In general</header><text>The Secretary shall—</text><subclause id="id0aaf124cf6674c4e931bec39bab55bdd"><enum>(I)</enum><text>annually solicit the submission of project proposals for grants from eligible entities under the program; and</text></subclause><subclause id="idef3957bb8b79433493408351d12ec4ea"><enum>(II)</enum><text>review each project proposal submitted under subclause (I) on a timeline established by the Secretary.</text></subclause></clause><clause id="id31CCE02F75384CD780389C5FDEBF00F2"><enum>(ii)</enum><header> Required elements for project proposal</header><text>A project proposal submitted under clause (i)(I) shall include—</text><subclause id="id84265f84c4f8431faaeb37bdf8347c76"><enum>(I)</enum><text>a statement of the purposes of the project;</text></subclause><subclause id="id449b936666874089b05ebd2f73752775"><enum>(II)</enum><text>the name of the entity or individual with overall responsibility for the project;</text></subclause><subclause id="idee84618b9a5849e9bed6f7b12ea5c979"><enum>(III)</enum><text>a description of the qualifications of the entity or individuals identified under subclause (II);</text></subclause><subclause id="idf7c2108871c843a494ed65ae65a1acb1"><enum>(IV)</enum><text>a description of—</text><item id="idaa0509980d1a4f488f83873e83aa0178"><enum>(aa)</enum><text>staffing and stakeholder engagement for the project;</text></item><item id="id60f303a3170446e1b524a970572498c2"><enum>(bb)</enum><text>the logistics of the project; and</text></item><item id="id7e65559fe27e4a4eb144985597e4fb9c"><enum>(cc)</enum><text>anticipated outcomes of the project;</text></item></subclause><subclause id="ide9c789ae1f1f46d9a292033affc66747"><enum>(V)</enum><text>a proposed budget for the funds and time required to complete the project;</text></subclause><subclause id="id03c11987f4924b028448fcbdbc6c2c4b"><enum>(VI)</enum><text>information regarding the source and amount of matching funding available for the project;</text></subclause><subclause id="idb8d4f1aa6ee64bc0821bac5d9e384295"><enum>(VII)</enum><text>information that demonstrates the clear potential of the project to contribute to increased access to parkland for critically underserved communities; and</text></subclause><subclause id="id340cf86027004305b00ca1ade916f5b9"><enum>(VIII)</enum><text>any other information that the Secretary considers to be necessary for evaluating the eligibility of the project for funding under the program.</text></subclause></clause><clause id="id42a34d78a29a4ee7ad419f6415ef05b9"><enum>(iii)</enum><header>Consultation; approval or disapproval</header><text>The Secretary shall, with respect to each project proposal submitted under this subparagraph, as appropriate—</text><subclause id="id1d507ad30fa945ebb17b7767537fb3ae"><enum>(I)</enum><text>consult with the government of each State in which the proposed project is to be conducted;</text></subclause><subclause id="id8e7816603c4a45ad8f5d19131c91d13e"><enum>(II)</enum><text>after taking into consideration any comments resulting from the consultation under subclause (I), approve or disapprove the proposal; and</text></subclause><subclause id="idd7421be6957341e18b2ad39905ee422c"><enum>(III)</enum><text>provide written notification of the approval or disapproval to—</text><item id="id84871985FD9D4B19A9BF1839E7217EF9"><enum>(aa)</enum><text>the individual or entity that submitted the proposal; and</text></item><item id="id4ADC6124F3C54D8BB79FF383E7057ECA"><enum>(bb)</enum><text>each State consulted under subclause (I).</text></item></subclause></clause></subparagraph><subparagraph id="id9acfb2831eeb4eb9a49f44df87eefee9"><enum>(D)</enum><header>Priority</header><text>To the extent practicable, in determining whether to approve project proposals under the program, the Secretary shall prioritize projects that—</text><clause id="id32FB3D96E5FE41F3B202373A5B62055E"><enum>(i)</enum><text>are designed to increase access and mobility to local or neighborhood Federal or non-Federal public land, inland and coastal waters, parkland, monuments, or recreational opportunities;</text></clause><clause id="id211fc350c2fb4e67a9f03365807274e6"><enum>(ii)</enum><text>use low- or zero-emission vehicles;</text></clause><clause id="id24b9cd7cd50244eeb374976036d9f680"><enum>(iii)</enum><text>provide free or discounted rates for low-income riders of transportation connectors;</text></clause><clause id="iddcb30c19debc4e4789adf858b73d735a"><enum>(iv)</enum><text>provide opportunities for youth engagement;</text></clause><clause id="id296c9884692848709e6ef42057360df1"><enum>(v)</enum><text>give employment preference to individuals living in the community in which the project is carried out;</text></clause><clause id="id64edf49cd01d424c9c4c1cdd2747469e"><enum>(vi)</enum><text>are carried out in—</text><subclause id="id7CD0892817BC438382CCA369EF6EDB82"><enum>(I)</enum><text>a community of color;</text></subclause><subclause id="idC05F5CF8D29245FDAE6C615321B89237"><enum>(II)</enum><text>a low-income community;</text></subclause><subclause id="id6FAABBD423AD4960937766E1AD92855A"><enum>(III)</enum><text>a Tribal or Indigenous community; or </text></subclause><subclause id="id90D0C9D320B3483495F1075B05AB6905"><enum>(IV)</enum><text>a rural community;</text></subclause></clause><clause id="idd1602679604245f2ad569bdf94797eac"><enum>(vii)</enum><text>would capitalize on existing established public-private partnerships; and</text></clause><clause id="id88605bdbc70c41d084a9e2539015b400"><enum>(viii)</enum><text>comply with applicable provisions of the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12101">42 U.S.C. 12101</external-xref> et seq.). </text></clause></subparagraph></paragraph><paragraph id="H3089A680B0584DD8A9E05C756AAF581C"><enum>(3)</enum><header>Transportation planning procedures</header><subparagraph id="HB66CE248CE37488694F6B867B459C5D7"><enum>(A)</enum><header>Procedures</header><text>In consultation with the head of each appropriate Federal land management agency, the Secretary shall develop, by rule, transportation planning procedures for projects conducted under the program that are consistent with metropolitan and statewide planning processes.</text></subparagraph><subparagraph id="H70425E97132E4A70B5876E7B53534EC3"><enum>(B)</enum><header>Requirements</header><text>All projects carried out under the program shall be developed in cooperation with States and metropolitan planning organizations.</text></subparagraph></paragraph><paragraph id="ida2f6cb002d224bc3bfdb38ffd2e2c6f7"><enum>(4)</enum><header>ADA compliance</header><text>The Secretary shall ensure that all new transportation connectors and routes developed under the program are accessible to people with disabilities in accordance with accessibility specifications for transportation vehicles under the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12101">42 U.S.C. 12101</external-xref> et seq.).</text></paragraph><paragraph id="id098E9146C82D41B5B8C76C6A2DC588BE"><enum>(5)</enum><header>Stakeholder engagement</header><text>In carrying out the program, the Secretary shall—</text><subparagraph id="id5251F6FAE38742F992B56FA406CBC35C"><enum>(A)</enum><text>meaningfully engage with relevant stakeholders, particularly—</text><clause id="id34977b35ac164b7ea8eaaca05b0ab395"><enum>(i)</enum><text>impacted community members;</text></clause><clause id="idc2e137d6305243db8a9684dd777f37a4"><enum>(ii)</enum><text>transportation partners;</text></clause><clause id="idd6182e6a68c8413a8c957fee4b00e1c1"><enum>(iii)</enum><text>existing potential passengers of the transportation connectors;</text></clause><clause id="id98623d94974341f39e238ca731568026"><enum>(iv)</enum><text>Indian Tribes and Tribal representatives; and</text></clause><clause id="id1ba1d5db8def4fce96675debdc90e718"><enum>(v)</enum><text>faith-based and community-based organizations; and</text></clause></subparagraph><subparagraph id="id4ab67173b8c247b9bb54b2d337992204"><enum>(B)</enum><text>ensure that the input of the stakeholders described in subparagraph (A) is central to the determination of new transportation connectors and routes. </text></subparagraph></paragraph><paragraph id="H84386ED8F005404B9296A7226FD679D6"><enum>(6)</enum><header>Non-Federal contributions</header><subparagraph id="id94da20d5153043f391a27df6d18183c7"><enum>(A)</enum><header>In general</header><text>The Federal share of the cost of an eligible project provided a grant under the program shall not exceed 80 percent.</text></subparagraph><subparagraph id="idf24542ff23e64fbab7e17580ac0294bb"><enum>(B)</enum><header>Non-Federal share</header><text>The non-Federal share of the cost of an eligible project provided a grant under the program may be in the form of in-kind contributions.</text></subparagraph></paragraph><paragraph id="H27D9520F6F8047BA8F354E7A4D4A3B8A"><enum>(7)</enum><header>Eligible uses</header><text>Grant funds provided under the program may be used—</text><subparagraph id="HA38E57E21C9348B39650AD07F7374604"><enum>(A)</enum><text display-inline="yes-display-inline">to develop transportation connectors or routes in or serving, and related culturally and linguistically appropriate education materials for, critically underserved communities to increase access and mobility to Federal and non-Federal public land, inland and coastal waters, parkland, and monuments; and</text></subparagraph><subparagraph id="H863039AFBD8549438DBFF968474ABAB6"><enum>(B)</enum><text>to create or significantly enhance access to Federal or non-Federal public land and recreational opportunities in an urban area or a rural area.</text></subparagraph></paragraph><paragraph id="HBEA4B558AB5444F9B56D1CA8FB81D942"><enum>(8)</enum><header>Grant amount</header><text>A grant provided under the program shall be—</text><subparagraph id="id2FE957DD1B474C5B81FD65A4C3F0F751"><enum>(A)</enum><text>not less than $25,000; and</text></subparagraph><subparagraph id="id3E9500270D624179A4C38F8EBC36613D"><enum>(B)</enum><text>not more than $500,000.</text></subparagraph></paragraph><paragraph id="HF1570F438F0145F9BE212A4378E5C66F"><enum>(9)</enum><header>Technical assistance</header><text>It is the intent of Congress that grants provided under the program deliver project funds to areas of greatest need while offering technical assistance to all applicants and potential applicants for grant preparation to encourage full participation in the program.</text></paragraph><paragraph id="H3174A3EEFD7B48EC99AA45CB2315B21D"><enum>(10)</enum><header>Public information</header><text display-inline="yes-display-inline">The Secretary shall ensure that current schedules and routes for transportation systems developed after the receipt of a grant under the program are available to the public, including on a website maintained by the recipient of a grant.</text></paragraph></subsection><subsection id="HAEE3A2CEF3DF46138768B12446C4B20A"><enum>(c)</enum><header>Reporting requirement</header><paragraph id="idDDEB51CEA0A54056AE9A23AE8BC1EDF8"><enum>(1)</enum><header>Reports by grant recipients</header><text display-inline="yes-display-inline">The Secretary shall require a recipient of a grant under the program to submit to the Secretary at least 1 performance and financial report that—</text><subparagraph id="id5B7D166ECA9343C0A94D2F4CA9DE5EB7"><enum>(A)</enum><text display-inline="yes-display-inline">includes—</text><clause id="idCE1AE18320D94902A2B9A09ECCA20CD3"><enum>(i)</enum><text display-inline="yes-display-inline">demographic data on communities served by the project; and</text></clause><clause id="id2BA29CB8493D41FA924F1544B6DA2F68"><enum>(ii)</enum><text display-inline="yes-display-inline">a summary of project activities conducted after receiving the grant; and</text></clause></subparagraph><subparagraph id="id1759C998F6C34A52A6A85C1EACB675FA"><enum>(B)</enum><text display-inline="yes-display-inline">describes the status of each project funded by the grant as of the date of the report.</text></subparagraph></paragraph><paragraph id="idB888D4097F404C0E897640D61536BA5E"><enum>(2)</enum><header>Additional reports</header><text display-inline="yes-display-inline">In addition to the report required under paragraph (1), the Secretary may require additional reports from a recipient, as the Secretary determines to be appropriate, including a final report.</text></paragraph><paragraph id="H7C004388EB7343E5A5788231FC5FBB2F"><enum>(3)</enum><header>Deadlines</header><text>The Secretary shall establish deadlines for the submission of each report required under paragraph (1) or (2).</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HDAE2D1B7C8454A69990771FD4B4C0430"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out this section—</text><paragraph commented="no" display-inline="no-display-inline" id="idC3FFB7A64D4B427EADECD72E56F9F923"><enum>(1)</enum><text display-inline="yes-display-inline">$10,000,000 for each of fiscal years 2022 and 2023;</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="id66DB4B40576B4A7D933BE8846B2A241B"><enum>(2)</enum><text>$20,000,000 for each of fiscal years 2024 and 2025; and</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="idF337BF2838454DF68099D42A9882E4AC"><enum>(3)</enum><text>$40,000,000 for fiscal year 2026.</text></paragraph></subsection></section></legis-body></bill>
