<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1454</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210429">April 29, 2021</action-date><action-desc><sponsor name-id="S153">Mr. Grassley</sponsor> (for himself, <cosponsor name-id="S350">Mr. Rubio</cosponsor>, <cosponsor name-id="S374">Mr. Cotton</cosponsor>, <cosponsor name-id="S355">Mr. Cruz</cosponsor>, and <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the United States Executive Director of the International Bank for Reconstruction and Development to oppose assistance by the Bank for any country that exceeds the graduation threshold of the Bank and is of concern with respect to religious freedom.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id202974AB22ED47C09D9C8D11F3D91FC5"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>World Bank Integrity Preservation Act of 2021</short-title></quote>.</text></section><section section-type="subsequent-section" id="id2206CE61E80144448F425521B388637B"><enum>2.</enum><header>Opposition to assistance by the International Bank for Reconstruction and Development for countries that exceed the graduation threshold and are of concern for religious freedom</header><text display-inline="no-display-inline">The United States Governor of the International Bank for Reconstruction and Development shall instruct the United States Executive Director of the Bank to vote against, and to use the Executive Director’s best efforts to deny, any loan or the extension of any financial or technical assistance by the Bank to a country if—</text><paragraph id="id32FC5BBF2E6B49E5BCE2BCF2EEED11C0"><enum>(1)</enum><text>the gross national income per capita of the country exceeds, by more than 35 percent, the threshold for graduation from eligibility for assistance from the Bank;</text></paragraph><paragraph id="id616055894CA24A4880E8BBFB29288523"><enum>(2)</enum><text>the reserves of the country exceed an amount equivalent to the value of goods and services imported into the country during the most recent 12-month period for which data are available; and</text></paragraph><paragraph id="idE5DE0BAA8BF443AD85F7D508AE166952"><enum>(3)</enum><text>the country is designated—</text><subparagraph id="id00401C3887D942DDA324BFCAB87BBACA"><enum>(A)</enum><text>as a country of particular concern for religious freedom under clause (ii) of section 402(b)(1)(A) of the International Religious Freedom Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/22/6442">22 U.S.C. 6442(b)(1)(A)</external-xref>); or</text></subparagraph><subparagraph id="id111478754BE34CC9AD4ADF9BF91F24FD"><enum>(B)</enum><text>for placement on the special watch list under clause (iii) of that section.</text></subparagraph></paragraph></section></legis-body></bill>
