which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To promote scientific research and development opportunities for connected technologies that advance precision agriculture capabilities. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advancing IoT for Precision Agriculture Act of 2021</short-title></quote>.</text></section><section id="id95B62EF1BD2846E3BC6F3C23333C60C5"><enum>2.</enum><header>Purpose</header><text display-inline="no-display-inline">It is the purpose of this Act to promote scientific research and development opportunities for connected technologies that advance precision agriculture capabilities. </text></section><section id="id67745FEF1AC545278C42791FA6212B74"><enum>3.</enum><header>National Science Foundation Directive on Agricultural Sensor Research</header><text display-inline="no-display-inline">In awarding grants under its sensor systems and networked systems programs, the Director of the National Science Foundation shall include in consideration of portfolio balance research and development on sensor con­nec­tiv­i­ty in environments of intermittent connectivity and intermittent computation—</text><paragraph id="idC492AB2E997143E6B64434C4781659C9"><enum>(1)</enum><text display-inline="yes-display-inline">to improve the reliable use of advance sensing systems in rural and agricultural areas; and</text></paragraph><paragraph id="id4F8BC30728EE4413A94ECD433191AC5C"><enum>(2)</enum><text display-inline="yes-display-inline">that considers— </text><subparagraph id="idc44f69d8050b4415944ad612ff95e638"><enum>(A)</enum><text>direct gateway access for locally stored data;</text></subparagraph><subparagraph id="idd48c224c4f844575969dff5218248fbc"><enum>(B)</enum><text>attenuation of signal transmission; </text></subparagraph><subparagraph id="id3adf639ad3ff4c6ebbb388d2b9f86535"><enum>(C)</enum><text>loss of signal transmission; and</text></subparagraph><subparagraph id="id5B0A91BA4809404792F40619D8987BC1"><enum>(D)</enum><text>at-scale performance for wireless power.</text></subparagraph></paragraph></section><section id="id014EF6FCEB704FB4AE59A0483364257F"><enum>4.</enum><header>Updating Considerations for Precision Agriculture Technology within the NSF Advanced Technical Education Program</header><text display-inline="no-display-inline">Section 3 of the Scientific and Advanced-Technology Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862i">42 U.S.C. 1862i</external-xref>) is amended—</text><paragraph id="id521B0C57A6A14A9C8C945ACC1421B040"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (d)(2)—</text><subparagraph id="id1421BDF2697040D7A4FE35A747EBC354"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (D), by striking <quote>and</quote> after the semicolon;</text></subparagraph><subparagraph id="id1D8DEE9C65344E688FAC8386BE8FD752"><enum>(B)</enum><text>in subparagraph (E), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="idC38FFAEA8A654DE3B3FE0419C74FD839"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id9240C27148DF474BBE3C5511D6882CC4"><subparagraph id="idEB69481A54744ED09F76BE33C343C4DD"><enum>(F)</enum><text>applications that incorporate distance learning tools and approaches.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idAB2896C9F9E74EA5AE3557D1A1E6B27C"><enum>(2)</enum><text>in subsection (e)(3)—</text><subparagraph id="id8D43CF800FF34F03AFFB36C963EB33AD"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (C), by striking <quote>and</quote> after the semicolon;</text></subparagraph><subparagraph id="idD4B85D98EDDD4B83BC08D19CDAA6E6D5"><enum>(B)</enum><text>in subparagraph (D), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="id1D381B8C43CA483FB001160BD46A7FC2" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text>by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="idAD28F6A931C7440A81A6A9D544F897BF"><subparagraph display-inline="no-display-inline" commented="no" id="idDE8709D4D1E2424CBDD147160AEC7D93"><enum>(E)</enum><text>applications that incorporate distance learning tools and approaches.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id8C334DE5824F430D8A5BEBB34C395B1F"><enum>(3)</enum><text>in subsection (j)(1), by inserting <quote>agricultural,</quote> after <quote>commercial,</quote>.</text></paragraph></section><section id="idCC91314AC33B4AFAB832D5C9DBB252FB"><enum>5.</enum><header>GAO review</header><text display-inline="no-display-inline">Not later than 18 months after the date of enactment of this Act, the Comptroller General of the United States shall provide—</text><paragraph id="idC271BC5A2DAE47DCA9A6E5989B220B13"><enum>(1)</enum><text display-inline="yes-display-inline">a technology assessment of precision agriculture technologies, such as the existing use of—</text><subparagraph id="id392c4530dc8d4a9bac2e66cdcc2784ee"><enum>(A)</enum><text>sensors, scanners, radio-frequency iden­ti­fi­cation, and related technologies that can monitor soil properties, irrigation conditions, and plant physiology; </text></subparagraph><subparagraph id="id4c2965d778b844b09fd222fafe7356b2"><enum>(B)</enum><text>sensors, scanners, radio-frequency identification, and related technologies that can monitor livestock activity and health;</text></subparagraph><subparagraph id="id2bdb85f275394c74bd4ab985ed1897f0"><enum>(C)</enum><text>network connectivity and wireless communications that can securely support digital agriculture technologies in rural and remote areas;</text></subparagraph><subparagraph id="id7c00de69ab69499c80e7eb9127e00f1a"><enum>(D)</enum><text>aerial imagery generated by satellites or unmanned aerial vehicles;</text></subparagraph><subparagraph id="idd95c83642cb24c28a223cc709cf8cda4"><enum>(E)</enum><text>ground-based robotics;</text></subparagraph><subparagraph id="idfb6889a829d343ad9bd60a7c5e0d34b5"><enum>(F)</enum><text>control systems design and con­nec­tiv­ity, such as smart irrigation control systems; and</text></subparagraph><subparagraph id="ida39298c1363f45c5a7b2c71ece74d4c4"><enum>(G)</enum><text>data management software and advanced analytics that can assist decision making and improve agricultural outcomes; and</text></subparagraph></paragraph><paragraph id="idEC803B91356943BE9D1C08F10A1463A9"><enum>(2)</enum><text>a review of Federal programs that provide support for precision agriculture research, development, adoption, education, or training, in existence on the date of enactment of this Act. </text></paragraph></section></legis-body></bill>
