<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1326</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210422">April 22, 2021</action-date><action-desc><sponsor name-id="S236">Mr. Inhofe</sponsor> (for himself, <cosponsor name-id="S384">Mr. Tillis</cosponsor>, <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>, and <cosponsor name-id="S378">Mr. Lankford</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the Administrator of the Environmental Protection Agency from issuing greenhouse gas emissions rules or regulations until China, India, and Russia adhere to the same emissions reduction targets as the United States under the Paris Agreement, and for other purposes.</official-title></form><legis-body><section id="id01987C8C94E348BDB58BA9777B47FF42" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Domestic Manufacturing Protection Act of 2021</short-title></quote>.</text></section><section section-type="subsequent-section" id="id953C0AE5708F4AC1A3F056F60BFAA764"><enum>2.</enum><header>Prohibition on greenhouse gas emission rules</header><subsection id="idAE91613EBC094CFE8DB961515A87AF27"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id89359F6C82A84BD4897D5846F17C7C46"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the Environmental Protection Agency.</text></paragraph><paragraph id="id20DB2EC40A864648B9CD8DDF76FC1632"><enum>(2)</enum><header>Covered rule or regulation</header><text>The term <term>covered rule or regulation</term> means a rule or regulation of the Administrator that regulates greenhouse gas emissions.</text></paragraph><paragraph id="id7DA282D4BDF24317BA811FB49749F630"><enum>(3)</enum><header>Paris Agreement</header><text>The term <term>Paris Agreement</term> means the decision by the 21st Conference of Parties of the United Nations Framework Convention on Climate Change in Paris, France, adopted December 12, 2015 (or a successive, substantially similar agreement). </text></paragraph></subsection><subsection id="id3A2100354D8248C9BB9CFC35796F4499"><enum>(b)</enum><header>Prohibition</header><text>Notwithstanding any other provision of law, the Administrator shall not promulgate or issue a covered rule or regulation on or after the date of enactment of this Act until the Administrator determines that China, India, and Russia each adhere to the same greenhouse gas emissions reduction targets as the United States under the Paris Agreement.</text></subsection><subsection id="id6491FCA5CF904B299830617C3437309C"><enum>(c)</enum><header>Annual certification</header><text>After the date of the determination under subsection (b), the Administrator shall annually certify that China, India, and Russia are adhering to the greenhouse gas emissions reduction targets described in that subsection.</text></subsection></section></legis-body></bill>
