which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Government Accountability Office to evaluate appropriate coverage of assistive technologies provided to patients who experience amputation or live with limb difference.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Access to Assistive Technology and Devices for Americans Study Act</short-title></quote> or the <quote><short-title>Triple A Study Act</short-title></quote>.</text></section><section id="id70FEC10B650F4538B2F462E33CC3BE88"><enum>2.</enum><header>Appropriate coverage of assistive technologies</header><subsection id="id3a6b1ec5e58d4b6f9b98a8f98f5a1df2"><enum>(a)</enum><header>In general</header><text>Not later than 18 months after the date of enactment of this Act, the Comptroller General of the United States shall evaluate, and submit to Congress a report on such evaluation, the appropriate coverage, through insurance or otherwise, of assistive technologies provided to patients who experience amputation or live with limb difference, particularly prosthetic devices and custom orthoses, including—</text><paragraph id="iddaaf09b83e014c0485115b1ef9a0770b"><enum>(1)</enum><text>timely access to care, including educating patients regarding options for assistive technologies;</text></paragraph><paragraph id="idbc95dd4228604a1c901be1145880b9d8"><enum>(2)</enum><text>assessments and guidelines for assistive device determinations;</text></paragraph><paragraph id="id91b4806c32bc45ddbd2c13bdb1d41603"><enum>(3)</enum><text>matching specific assistive devices with the needs of the individual beneficiary, such as women, children, and racial and ethnic minorities;</text></paragraph><paragraph id="ida0d5647445d14116a1b02f72cf14c42d"><enum>(4)</enum><text>the affordability of assistive devices;</text></paragraph><paragraph id="id567776f10c9d46bcafe9300312a71896"><enum>(5)</enum><text>the provision of rehabilitation services to support acclimation to assistive devices; and</text></paragraph><paragraph id="idfa47f95899d44a3cbb431b4d023bc9de"><enum>(6)</enum><text>appropriate timelines for assessments for surgery and assessments of assistive devices.</text></paragraph></subsection><subsection id="id412c84e0a6834c459ff63d2f58646c37"><enum>(b)</enum><header>Comparison of certain data</header><text>As part of the evaluation conducted under subsection (a), the Comptroller General shall compare data on practices and outcomes derived from the Medicare program under title XVIII of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395">42 U.S.C. 1395</external-xref> et seq.), the Department of Veterans Affairs, and the commercial health insurance market relating to the coverage of assistive technologies, including—</text><paragraph id="id152be9e3113c4c0393b391890572c985"><enum>(1)</enum><text>the percentage of patients who get access to assistive devices;</text></paragraph><paragraph id="id1612a9547017439294ab17e5ad254109"><enum>(2)</enum><text>performance measures that monitor the timeliness of processing prosthetic prescriptions;</text></paragraph><paragraph id="id6be208713b5c4ee4b16488991153ddde"><enum>(3)</enum><text>coverage denials and overturn rates;</text></paragraph><paragraph id="id8f1aefce00da4ed48fa80d5fb507c0ec"><enum>(4)</enum><text>coding for physician or physical therapy or occupational therapy assessments, including whether a prosthetist was engaged in the assessment;</text></paragraph><paragraph id="id2fb3662e59c2486e998a36d73aa2c63f"><enum>(5)</enum><text>the rate of patients returning to work in general, and after receiving a prosthetic device comparable to other assistive technologies;</text></paragraph><paragraph id="ida1758c39332d4c16b0f13c5497cc5d5a"><enum>(6)</enum><text>reductions in long-term assistive technology services and supports;</text></paragraph><paragraph id="id05ce3dd8fc7443829bfe5da12480d91d"><enum>(7)</enum><text>with respect to those using assistive technologies, policies to reduce falls and secondary complications, such as diabetes, heart disease, vascular disease, and others; and</text></paragraph><paragraph id="idf9d33555ef09497aa835a89581baf258"><enum>(8)</enum><text>the amount expended by individual entities on prosthetics relative to total amount expended by such entities. </text></paragraph></subsection></section></legis-body></bill>
