<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1050</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210325">March 25, 2021</action-date><action-desc><sponsor name-id="S374">Mr. Cotton</sponsor> (for himself, <cosponsor name-id="S343">Mr. Boozman</cosponsor>, <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>, and <cosponsor name-id="S412">Mr. Tuberville</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To enact as law certain regulations relating to the taking of double-crested cormorants.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H51EA0988B8E74AC28B3266FEEAFA8E5B"><section section-type="section-one" id="H959753F2FF1A4A738DF73C3BAD357DDD"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cormorant Relief Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="H0ACF6FE5E55B4CEBA11BC909EEBD9248"><enum>2.</enum><header>Regulations relating to the taking of double-crested cormorants</header><subsection id="H02B8F410189B49A097B9814659843E67"><enum>(a)</enum><header>Force and effect</header><paragraph id="H9CF96698DB5C488DA66BFB51F7B76F75"><enum>(1)</enum><header>In general</header><text>Subject to subsection (b), sections 21.47 and 21.48 of title 50, Code of Federal Regulations (as in effect on January 1, 2016), shall have the force and effect of law.</text></paragraph><paragraph id="H604DB114F9964F4A99F68313A18197F9"><enum>(2)</enum><header>Public notice</header><text>The Secretary of the Interior, acting through the Director of the United States Fish and Wildlife Service (referred to in this section as the <term>Secretary</term>), shall notify the public of the authority provided by paragraph (1) in a manner determined to be appropriate by the Secretary.</text></paragraph></subsection><subsection id="H38F34C0E4F4E4B71A1E18F523513125F"><enum>(b)</enum><header>Sunset</header><text>The authority provided by subsection (a)(1) shall terminate on the effective date of a regulation promulgated by the Secretary after the date of enactment of this Act to control depredation of double-crested cormorant populations.</text></subsection><subsection id="H77BCF56797F449D99882E564FDC8CFFA"><enum>(c)</enum><header>Rule of construction</header><text>Nothing in this section limits the authority of the Secretary to promulgate regulations relating to the taking of double-crested cormorants under any other law.</text></subsection></section></legis-body></bill>
