which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Works and Economic Development Act of 1965 to make projects that directly or indirectly increase the accessibility of child care eligible for certain grants, and for other purposes. </official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H71CAA2CEB09D4AC59873BB1A2490A344"><section section-type="section-one" id="idFF04470D58734DC0B85E45F01DC65684"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Affordable Child Care for Economic Strategies and Success Act</short-title></quote> or the <quote><short-title>ACCESS Act</short-title></quote>.</text></section><section id="H3DA131AA52F140CBBF1D5BFE4EF83243"><enum>2.</enum><header>Grants for public works and economic development</header><subsection id="H421F69D6620247358573A346D1AF117F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 201 of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3141">42 U.S.C. 3141</external-xref>) is amended—</text><paragraph id="H85DBE954B6974534949B69DDD89D2FFB"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="H168BF831708B4232816C1ABFFE268EE9"><enum>(A)</enum><text>in paragraph (1), by striking <quote>and</quote> after the semicolon at the end;</text></subparagraph><subparagraph id="H58A2B156949D4965BE4E042A9AC6D6A5"><enum>(B)</enum><text>in paragraph (2), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="H1A0D6B2F72404FF9AA13BE999D8B7889"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H52B436640C4640BB9C618A2375394547"><paragraph id="H84FED4E801C5422CAB9B328D89AE0C5D"><enum>(3)</enum><text display-inline="yes-display-inline">planning, developing, or creating a project or facility that will directly or indirectly increase the accessibility of child care. </text></paragraph><after-quoted-block>; and </after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HF98E6EFF4A114BF18537F7CD76450578"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)(1)—</text><subparagraph id="HE8708CD8AD50425F8A199190B9C4D678"><enum>(A)</enum><text display-inline="yes-display-inline">in subparagraph (B), by striking <quote>or</quote> at the end;</text></subparagraph><subparagraph id="H062EBECC873A49A2B2D5941AC4E81AE7"><enum>(B)</enum><text>in subparagraph (C), by adding <quote>or</quote> after the semicolon at the end; and</text></subparagraph><subparagraph id="H32076E7F80FB4ADBBC1D029C404D2336"><enum>(C)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H09D1BF91A98F41549F1D7EE6274608C0"><subparagraph id="H0266A1CA977948A3A6872CD2940D1682"><enum>(D)</enum><text display-inline="yes-display-inline">increase the accessibility of child care;</text></subparagraph><after-quoted-block>. </after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="H7CA996664FC44323B19A2C2E67644958"><enum>(b)</enum><header>Regulations</header><paragraph id="id6BB5A530AA5B41A99C392DC75DD8AF82"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 120 days after the date of enactment of this Act, the Secretary of Commerce, in consultation with the Secretary of Health and Human Services, shall issue such regulations as are necessary to establish criteria for whether, for purposes of section 201 of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3141">42 U.S.C. 3141</external-xref>), a project directly or indirectly increases the accessibility of child care. </text></paragraph><paragraph id="id081C14EFA93C4343880C6C0547BAFF07"><enum>(2)</enum><header>Considerations</header><text display-inline="yes-display-inline">The criteria referred to in paragraph (1) shall take into consideration the following:</text><subparagraph id="HCC78A5BA21B343FEA35B508D8718F9A6"><enum>(A)</enum><text>The availability, validity, and accessibility of timely data.</text></subparagraph><subparagraph id="H19B4A13742834B0683280B0E18E20C47"><enum>(B)</enum><text>The extent to which a project contributes to the financial security of a family.</text></subparagraph><subparagraph id="H10DA4B65157048F88D18E0B0446361A0"><enum>(C)</enum><text>The extent to which a project addresses child care needs in areas recognized as experiencing a child care shortage.</text></subparagraph></paragraph></subsection></section><section id="HDBFF2F5AB4C0439E8457932384B7337F"><enum>3.</enum><header>Grants for planning and grants for administrative expenses</header><text display-inline="no-display-inline">Section 203(b) of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3143">42 U.S.C. 3143(b)</external-xref>) is amended by striking paragraph (4) and inserting the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H0936ADAB8D6248BD81C5F7B88964F2D3"><paragraph id="H18F137EF24EF4BA18AF6E55940D168E6"><enum>(4)</enum><text display-inline="yes-display-inline">formulating and implementing an economic development program that includes systematic efforts—</text><subparagraph id="H6A9F692432864783B4291FB80AEE4AD0"><enum>(A)</enum><text>to reduce unemployment and increase incomes; or</text></subparagraph><subparagraph id="H9F2D5045A99C40D695E84376C5558AF1"><enum>(B)</enum><text display-inline="yes-display-inline">to increase the accessibility of child care.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="HD62570568B174BE3AC63ABBE3736A983"><enum>4.</enum><header>Grants for training, research, and technical assistance</header><text display-inline="no-display-inline">Section 207(a)(2) of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3147">42 U.S.C. 3147(a)(2)</external-xref>) is amended—</text><paragraph id="HFBFFF721A0E94BAFA3AF0EE20B5DCCE5"><enum>(1)</enum><text>in subparagraph (H), by striking <quote>and</quote> after the semicolon at the end;</text></paragraph><paragraph id="HA25C98AD7E514EB2AC0AE8DC608ED5F7"><enum>(2)</enum><text>by redesignating subparagraph (I) as subparagraph (J); and</text></paragraph><paragraph id="H13E7D6D0B3E749EDAFE436DC27A6376A"><enum>(3)</enum><text>by inserting after subparagraph (H) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H13A1A0774B5B4261968E7F61948E72A0"><subparagraph id="HC27FFEA8FB8C4E3799615FF37FC897BE"><enum>(I)</enum><text display-inline="yes-display-inline">the planning, development, or creation of a project or facility that will directly or indirectly increase the accessibility of child care; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H793ADBA74E8E4BCA9F5A6FD7693FC163"><enum>5.</enum><header>Comprehensive economic development strategies</header><subsection id="HCFCFA6868A6F4C77A36FD61CA88A03BA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 302(a)(3)(A) of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3162">42 U.S.C. 3162(a)(3)(A)</external-xref>) is amended by inserting <quote>(including by directly or indirectly increasing the accessibility of child care)</quote> after <quote>promotes economic development and opportunity</quote>.</text></subsection><subsection id="H597CA20AEBC248A9915649B634B376A2"><enum>(b)</enum><header>Guidance</header><text display-inline="yes-display-inline">In carrying out the amendment made by subsection (a), the Secretary of Commerce, in consultation with the Secretary of Health and Human Services, shall issue guidance on how to include the accessibility of child care in a comprehensive economic development strategy developed under section 302 of the Public Works and Economic Development Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/42/3162">42 U.S.C. 3162</external-xref>).</text></subsection></section></legis-body></bill>
