which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish the National Manufacturing Advisory Council within the Department of Commerce, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Manufacturing Advisory Council for the 21st Century Act</short-title></quote>.</text></section><section id="id57ABE79C581A4F328AE48AD159AD2A8F"><enum>2.</enum><header>National Manufacturing Advisory Council</header><subsection id="idE2194C492E3545CA9E14188F78B5D7C5"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="id8DD4AA7705D74E038387CDB6E25F0F84"><enum>(1)</enum><header>Advisory Council</header><text>The term <term>Advisory Council</term> means the National Manufacturing Advisory Council established under subsection (b).</text></paragraph><paragraph id="id32E2E78182B04E4596448B65AB8BC61F"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Commerce.</text></paragraph></subsection><subsection id="ide10188a50f7e4494bb78d922b26178e8"><enum>(b)</enum><header>Establishment</header><text>There is established in the Department of Commerce the National Manufacturing Advisory Council.</text></subsection><subsection id="id47528f933f6a493c9ffde569e56dfc78"><enum>(c)</enum><header>Mission</header><text>The mission of the Advisory Council shall be to—</text><paragraph id="idd9b00deff5f04946827650b318119eaf"><enum>(1)</enum><text>ensure regular communication between the Federal Government and the manufacturing sector in the United States;</text></paragraph><paragraph id="id91980a96b44045119cefff869536537b"><enum>(2)</enum><text>advise the Secretary regarding policies and programs of the Federal Government that affect United States manufacturing; </text></paragraph><paragraph id="idBD134E98050E49DFB2C76919F7745C93"><enum>(3)</enum><text>provide a forum for discussing and proposing solutions to problems relating to the manufacturing industry in the United States; and</text></paragraph><paragraph id="id69e8fb7a46a94524b046e5dd102cb7a2"><enum>(4)</enum><text>ensure that the United States remains the preeminent destination throughout the world for investment in manufacturing.</text></paragraph></subsection><subsection id="ide72945325801492d9746344483e9911b"><enum>(d)</enum><header>Duties</header><text>The duties of the Advisory Council shall include—</text><paragraph id="id0d528c914d5348f08d00edf7df318496"><enum>(1)</enum><text>meeting from time to time to provide independent advice and recommendations to the Secretary regarding issues involving United States manufacturing;</text></paragraph><paragraph id="id53bb42708afc45b99272b6c24ceed682"><enum>(2)</enum><text>completing specific tasks requested by the Secretary;</text></paragraph><paragraph id="id4a87cbb59f55447d8cd6cc637d13a7fb"><enum>(3)</enum><text>conveying input from key industry, labor, academic, defense, governmental, and other stakeholders to aid in the development of a national strategic plan for manufacturing in the United States;</text></paragraph><paragraph id="idae80ae4e22d04b9294c4d16c97d9c3c8"><enum>(4)</enum><text>monitoring the status of technological developments, critical production capacity, skill availability, investment patterns, emerging defense needs, and other key indicators of manufacturing competitiveness to provide foresight for periodic updates to the national strategic plan for manufacturing developed under paragraph (3);</text></paragraph><paragraph id="idc1cd208421d94055b010e22e09190e85"><enum>(5)</enum><text>soliciting input from the public and private sectors and academia regarding emerging trends in manufacturing, the responsiveness of Federal programming with respect to manufacturing, and suggestions for areas of increased Federal attention with respect to manufacturing;</text></paragraph><paragraph id="id198d2b32629646ffbb82fb119bc53ac5"><enum>(6)</enum><text>monitoring global manufacturing trends and global threats to manufacturing sectors in the United States; and</text></paragraph><paragraph id="id42acd724e02b46168f81440f1ae68f49"><enum>(7)</enum><text>with respect to the manufacturing.gov website, providing input and improvements in order to— </text><subparagraph id="idE2CE96D9BEB44F90A27343FE0F751221"><enum>(A)</enum><text>make that website more user-friendly so as to enhance the ability of that website to—</text><clause id="idE2BCADE30BB2401BB9D7F140E86C043C"><enum>(i)</enum><text>provide information to manufacturers; and</text></clause><clause id="id43C204F7FED14DCBA2682790CA71FE3E"><enum>(ii)</enum><text>receive feedback from manufacturers;</text></clause></subparagraph><subparagraph id="id4BB3D58FF12A4F708EE0896C2D734EB8"><enum>(B)</enum><text>assist that website in becoming the principal place of interaction between manufacturers in the United States and Federal programs relating to manufacturing; and</text></subparagraph><subparagraph id="id17C8861273D94DCC8D79B904FAF5CA46"><enum>(C)</enum><text>permit that website to provide assistance to manufacturers relating to—</text><clause id="idFFF1EB12D6D5436B85974F0D3B0525F6"><enum>(i)</enum><text>international trade and investment matters;</text></clause><clause id="id1E14F69394D546439130262635CBE282"><enum>(ii)</enum><text>research and technology development opportunities;</text></clause><clause id="id25BC1E761F7F4A35B2404966AC52CF4A"><enum>(iii)</enum><text>workforce development and training programs and opportunities;</text></clause><clause id="idC5E16180920C4D24B2019F81B3EA5A56"><enum>(iv)</enum><text>small and medium manufacturer needs; and</text></clause><clause id="id0C1FFF19F7CC4296999D0F5DEC369C7B"><enum>(v)</enum><text>industrial commons and supply chain needs.</text></clause></subparagraph></paragraph></subsection><subsection id="idb39a0582ef4a4f94918ce766320f9918"><enum>(e)</enum><header>Membership</header><paragraph id="id1249a82e66c54365b4763ea4b0f72a50"><enum>(1)</enum><header>In general</header><text>The Advisory Council shall— </text><subparagraph id="idEB9E7233D32B4F43A50D7DAEFB7A27AE"><enum>(A)</enum><text>consist of individuals, appointed by the Secretary, with a balance of backgrounds, experiences, and viewpoints; and </text></subparagraph><subparagraph id="id7C143446075E42768680431250FEC4FE"><enum>(B)</enum><text>include individuals with manufacturing experience who directly represent private industry, academia, and labor.</text></subparagraph></paragraph><paragraph id="id82470703a6dc4025a1ea4056a3650cd3"><enum>(2)</enum><header>Public participation</header><text>The Secretary shall, to the maximum extent practicable, accept recommendations from the public regarding the appointment of individuals under paragraph (1).</text></paragraph></subsection><subsection id="idc09c41c6b2094423a2bfbec0ace43f24"><enum>(f)</enum><header>Inapplicability of Federal Advisory Committee Act</header><text>The Federal Advisory Committee Act (5 U.S.C. App.) shall not apply with respect to the Advisory Council or the activities of the Advisory Council. </text></subsection><subsection id="ide81c87f595c3478ab41b4fe9e1e6e38b"><enum>(g)</enum><header>Transfer of functions</header><paragraph id="id20D7076BE013441596B17EEB0DFF3E00"><enum>(1)</enum><header>In general</header><text>All functions of the United States Manufacturing Council of the International Trade Administration of the Department of Commerce, including the personnel, assets, and obligations of the United States Manufacturing Council of the International Trade Administration of the Department of Commerce, as in existence on the day before the date of enactment of this Act, shall be transferred to the Office of the Secretary.</text></paragraph><paragraph id="id901ea95414e240bfb34bbf476e4fe7fa"><enum>(2)</enum><header>Deeming of name</header><text>Any reference in law, regulation, document, paper, or other record of the United States to the United States Manufacturing Council of the International Trade Administration of the Department of Commerce shall be deemed a reference to the Advisory Council.</text></paragraph><paragraph id="id336dece89fb04699bf7ef89404ddd96c"><enum>(3)</enum><header>Unexpended balances</header><text>Unexpended balances of appropriations, authorization, allocations, or other funds related to the United States Manufacturing Council of the International Trade Administration of the Department of Commerce shall be available for use by the Secretary for which the appropriations, authorizations, allocations, or other funds were originally made available.</text></paragraph></subsection><subsection id="id4E2450E45C264DA58248DD971EEAF239"><enum>(h)</enum><header>Sunset</header><text>The Advisory Council shall terminate on September 30, 2025.</text></subsection></section></legis-body></bill>
