<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1037</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210325">March 25, 2021</action-date><action-desc><sponsor name-id="S380">Mr. Peters</sponsor> (for himself, <cosponsor name-id="S391">Mr. Young</cosponsor>, and <cosponsor name-id="S350">Mr. Rubio</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for the establishment of a section of the website of the Department of Commerce that shall serve as the primary hub for information relating to Federal manufacturing programs, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Manufacturing.gov Act</short-title></quote>.</text></section><section id="id19EB49791954493BB37A57E6F7D6D278"><enum>2.</enum><header>Manufacturing.gov hub</header><subsection id="id9D103218F8414A628C696C576CBA3F14"><enum>(a)</enum><header>Definition</header><text>In this section, the term <term>Secretary</term> means the Secretary of Commerce.</text></subsection><subsection id="id9300d3ad4c734e8e859beb0451bc397e"><enum>(b)</enum><header>Establishment</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary, in coordination with the Chief Information Officer of the Department of Commerce, shall modify the manufacturing.gov website by establishing a section of the website to be known as the <quote>manufacturing.gov hub</quote>.</text></subsection><subsection id="idea60683e07d74c0e88b9437f8166288f"><enum>(c)</enum><header>Functions</header><text>The manufacturing.gov hub established under subsection (b) shall—</text><paragraph id="ide5f5591f218348138334a845a979adc6"><enum>(1)</enum><text>serve as the primary hub for information relating to every Federal manufacturing program, including the programs identified in the report of the Government Accountability Office entitled <quote>U.S. Manufacturing</quote> (GAO 17–240), published on March 28, 2017;</text></paragraph><paragraph id="idded46695d0c64a32a1d652f58cfd1034"><enum>(2)</enum><text>provide the contact information of relevant employees of the agencies carrying out the Federal manufacturing programs described in paragraph (1);</text></paragraph><paragraph id="id4f88f3a631cb486ca4105d78d466f802"><enum>(3)</enum><text>provide an avenue for public input and feedback relating to— </text><subparagraph id="id50F6698918CD479A90EE04061F7B7697"><enum>(A)</enum><text>the functionality of the website of the Department of Commerce; </text></subparagraph><subparagraph id="id5CF9F829C3324FD588C7B6763F926613"><enum>(B)</enum><text>the Federal manufacturing programs described in paragraph (1); and</text></subparagraph><subparagraph id="id0A944524E2A5436395852D2E2ADEE19B"><enum>(C)</enum><text>any other manufacturing-related challenges experienced by manufacturers in the United States;</text></subparagraph></paragraph><paragraph id="id70ced462c1bc4531bf586768371c70c0"><enum>(4)</enum><text>establish web pages within the hub that shall focus on—</text><subparagraph id="id73a666e3a16447d29f881de594e12107"><enum>(A)</enum><text>technology and research and development;</text></subparagraph><subparagraph id="ida55678ccaca24ae09128d759f70ac23d"><enum>(B)</enum><text>trade;</text></subparagraph><subparagraph id="id200d1ed590e64df3acfd32e39ee87270"><enum>(C)</enum><text>workforce development and training;</text></subparagraph><subparagraph id="id6215936fec194bdb96b5b3b3c32c97eb"><enum>(D)</enum><text>industrial commons and supply chains; and</text></subparagraph><subparagraph id="id673ee7a875de4552b7ce979ff46126f7"><enum>(E)</enum><text>small and medium manufacturers; and</text></subparagraph></paragraph><paragraph id="id13d99d180e844f0983f5305ddbbe750a"><enum>(5)</enum><text>use machine learning to— </text><subparagraph id="idB0726F8AAD8E4676A74F4328C24850F0"><enum>(A)</enum><text>identify frequently asked questions; and </text></subparagraph><subparagraph id="id22276F8D89A44003B90134376BFCFCA2"><enum>(B)</enum><text>disseminate to the public answers to the questions identified under subparagraph (A).</text></subparagraph></paragraph></subsection><subsection id="idFBC6B32377554E2C9EA4E0FA49BF1625"><enum>(d)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary such sums as may be necessary to carry out this section.</text></subsection></section></legis-body></bill>
