<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1028</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210325">March 25, 2021</action-date><action-desc><sponsor name-id="S341">Mr. Blumenthal</sponsor> (for himself, <cosponsor name-id="S364">Mr. Murphy</cosponsor>, <cosponsor name-id="S369">Mr. Markey</cosponsor>, and <cosponsor name-id="S366">Ms. Warren</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish a grant program to provide assistance to prevent and repair damage to structures due to pyrrhotite.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Crumbling Foundations Small Business and Homeowners Assistance Act of 2021</short-title></quote>.</text></section><section id="id2EA2E42B4EB14CB3995F0C75C7BF48D9"><enum>2.</enum><header>Grant program</header><subsection id="idF62270EC743D49D8AE7B414D39194B81"><enum>(a)</enum><header>Definition</header><text>In this section, the term <term>Administrator</term> means the Administrator of the Federal Emergency Management Agency.</text></subsection><subsection id="idCB3AF43992324F78989C49E6A8A2336A"><enum>(b)</enum><header>Authorization</header><text>The Administrator shall award grants to States to provide assistance to owners of small businesses, condominium associations, and homeowners located within the State to prevent, mitigate, and repair damage to structures that have sustained or may sustain damage due to concrete foundations that contain pyrrhotite.</text></subsection><subsection id="id6DE13554C5F04532A5CF43C16CD470C9"><enum>(c)</enum><header>Application</header><text>A covered State desiring a grant under this section shall submit an application to the Administrator at such time, in such manner, and accompanied by such information as the Administrator may require.</text></subsection><subsection id="id047ADC15F04941F1A5EA1733B18A45B5"><enum>(d)</enum><header>Use of funds</header><text>A State receiving a grant under this section shall use grant funds to provide full or partial reimbursement to affected owners of small businesses, condominium associations, and homeowners for the costs of prevention, mitigation and repair of damage described in subsection (b).</text></subsection><subsection id="id23BEE1E5849940438E4F0AD424144AA0"><enum>(e)</enum><header>Grant amount and duration</header><paragraph id="id1EC7D2C4D3104F4C98853E602D8336DA"><enum>(1)</enum><header>Amount</header><text>Each grant awarded to a State under this section in a fiscal year shall be in an amount of not more than $30,000,000.</text></paragraph><paragraph id="idD3388C3A14144A9A9EAD6E3F36B35F65"><enum>(2)</enum><header>Duration</header><text>A grant awarded under this section—</text><subparagraph id="id6333C398B8164A93884BF5A371A2DF85"><enum>(A)</enum><text>shall be for a period of 5 years; and</text></subparagraph><subparagraph id="idF578762842C14D03A8298EEC6E31793F"><enum>(B)</enum><text>may be renewed for not more than 3 additional periods.</text></subparagraph></paragraph></subsection><subsection id="id8EA8A8E0757B49A593C4585FEF1EED92"><enum>(f)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $30,000,000 for each of fiscal years 2022 through 2026.</text></subsection></section></legis-body></bill>
