which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Federal Energy Regulatory Commission to initiate a rulemaking to reform the interregional transmission planning process, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Interregional Transmission Planning Improvement Act of 2021</short-title></quote>.</text></section><section id="id235f020f347b445d85c596dd09bcd3cd"><enum>2.</enum><header>Rulemaking to increase the effectiveness of interregional transmission planning</header><subsection id="idEA8AA11C5AA344FEB82CE71613D4300B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Federal Energy Regulatory Commission shall initiate a rulemaking addressing—</text><paragraph id="id60543d1202784193b847429b6ae9377b"><enum>(1)</enum><text>the effectiveness of existing planning processes for identifying interregional transmission projects that provide economic, reliability, operational, public policy, and environmental benefits (including reductions in carbon emissions), taking into consideration the public interest, the integrity of markets, and the protection of consumers;</text></paragraph><paragraph id="idee279156bfed41beaef433338d8d06ab"><enum>(2)</enum><text>changes to the processes described in paragraph (1) to ensure that efficient, cost-effective, and broadly beneficial interregional transmission solutions are selected for cost allocation, taking into consideration—</text><subparagraph id="id0EFC9F49FA484124B6DB9C35B894F8B9"><enum>(A)</enum><text>the public interest;</text></subparagraph><subparagraph id="id68082B1153004860B2762F39B7E4DE0A"><enum>(B)</enum><text>the integrity of markets;</text></subparagraph><subparagraph id="idA2F7820074E641BAB08D64AE5B0949F6"><enum>(C)</enum><text>the protection of consumers;</text></subparagraph><subparagraph id="idf20aa00755a045f4997318a7bbcc57d6"><enum>(D)</enum><text>the broad range of economic, reliability, operational, public policy, and environmental benefits that interregional transmission provides, including reductions in carbon emissions;</text></subparagraph><subparagraph id="ide65dd130e4b34f84a981d95b76d38bdf"><enum>(E)</enum><text>the need for single projects to secure approvals based on a comprehensive assessment of the multiple benefits provided;</text></subparagraph><subparagraph id="id8d6f265384104f94bd4b899be0965604"><enum>(F)</enum><text>that projects that meet interregional benefit criteria should not be subject to subsequent reassessment by transmission planning authorities;</text></subparagraph><subparagraph id="idbbe6c813596d45e6a4ad9bb95043f04a"><enum>(G)</enum><text>the importance of synchronization of planning processes in neighboring regions, such as using a joint model on a consistent timeline with a single set of needs, input assumptions, and benefit metrics;</text></subparagraph><subparagraph id="id3796ccf259c649e79b4549f7ca5a669a"><enum>(H)</enum><text>that evaluation of long-term scenarios should align with the expected life of a transmission asset;</text></subparagraph><subparagraph id="id5b8cac81bf5541b1b3c02bba2e85dcd1"><enum>(I)</enum><text>that transmission planning authorities should allow for the identification and joint evaluation of alternatives proposed by stakeholders;</text></subparagraph><subparagraph id="idc57d02f1b58749b78d17547e62875bbc"><enum>(J)</enum><text>that interregional planning should be done regularly and not less frequently than once every 3 years; and</text></subparagraph><subparagraph id="iddc90239fb8204467ae748e4c62aff803"><enum>(K)</enum><text>the elimination of arbitrary project voltage, size, or cost requirements for interregional solutions; and</text></subparagraph></paragraph><paragraph id="id84617b5bd32b44cba428d2b92645391a"><enum>(3)</enum><text>cost allocation methodologies that reflect the multiple benefits provided by interregional transmission solutions, including economic, reliability, operational, public policy, and environmental benefits (including reductions in carbon emissions).</text></paragraph></subsection><subsection id="id73365b8b72bc48ce8b37f72e68ad6ce3"><enum>(b)</enum><header>Timing</header><text>Not later than 18 months after the date of enactment of this Act, the Federal Energy Regulatory Commission shall promulgate a final rule to complete the rulemaking initiated under subsection (a).</text></subsection></section></legis-body></bill>
