<official-title display="yes">Opposing engaging Russia for reviving any form of the Joint Comprehensive Plan of Action (JCPOA) with Iran, opposing removing terrorism sanctions on Iran while Iran’s support of terrorist activities remains unchanged, opposing restoring any form of the JCPOA while the issue of Iran’s undeclared nuclear activities remains unresolved.</official-title>

<whereas><text>Whereas Russian President Putin bombards Ukrainian cities, intentionally targeting civilians, and the Biden administration continues to partner with Russian diplomats to negotiate a return to a lesser and worse form of the failed JCPOA, giving billions of dollars in sanctions relief to the world’s worst state sponsor of terrorism;</text></whereas> <whereas><text>Whereas guidance sent out by the Department of State calling for isolating Russia makes an explicit exception for talks to revive the failed Iran nuclear deal;</text></whereas> 
<whereas><text>Whereas involving Russia in negotiating a new Iran deal only helps and strengthens Russia;</text></whereas> <whereas><text>Whereas Russia demands for a guarantee from the United States that sanctions imposed over the Ukraine crisis would not affect Russia’s trade with Iran;</text></whereas> 
<whereas><text>Whereas, under a Russia-facilitated new deal—</text> <paragraph id="HA339B3915BE24927B036865110F06F5E"><enum>(1)</enum><text display-inline="yes-display-inline">Russia may be in a position to strengthen its power base in the Middle East;</text></paragraph> 
<paragraph id="HB0CD98BD74CB4F8BB96EE1C89BF41664"><enum>(2)</enum><text>assist Iran in threatening the United States and our allies through nuclear extortion; </text></paragraph> <paragraph id="H9B5CEFC21AD74B1D97AB1E7ECC53FE55"><enum>(3)</enum><text>the financial gain funneled through Russia’s arms sales to Iran can be used to fund Russia’s ongoing and future aggression; and</text></paragraph> 
<paragraph id="HE47B6EA1BF1D4E5B8AD9693BA666D74D"><enum>(4)</enum><text display-inline="yes-display-inline">Russia is seeking to use Iran as a sanctions-busting loophole to offset the costs of sanctions due to its invasion of Ukraine;</text></paragraph></whereas> <whereas><text>Whereas the Islamic Republic of Iran has been designated a <quote>State Sponsor of Terrorism</quote> since 1984 by the Department of State, and remains the world’s leading state sponsor of terrorism to this day;</text></whereas> 
<whereas><text>Whereas there have been extremely concerning recent reports indicating that the Biden administration seeks to lift nonnuclear sanctions on Iran’s Supreme Leader’s Office, the Leader’s network of appointees, as well as on some of Iran’s worst human rights abusers, torturers, and terrorists;</text></whereas> <whereas><text>Whereas among the most notorious whose sanctions would be removed are—</text> 
<paragraph id="H00B7749165B942C781D00E46424BE0F7"><enum>(1)</enum><text display-inline="yes-display-inline">former Islamic Revolutionary Guard Corps General, Hossein Dehghan, who was involved in the 1983 Beirut barracks bombing that killed 241 United States Marines;</text></paragraph> <paragraph id="HFBF13BC368C94D5AB8EC5DF5C04B9ECE"><enum>(2)</enum><text>Iran’s President, Ebrahim Raisi, who is responsible for enforced disappearance and torture of thousands of Iranians; and</text></paragraph> 
<paragraph id="HF6B5236120F342449B84D5FAC30DA0E7"><enum>(3)</enum><text>Iran’s Vice President, Mohsen Rezaei, who is on INTERPOL Red Notice for his role in the AMIA bombing in Argentina in 1994 that killed 85 people;</text></paragraph></whereas> <whereas><text>Whereas lifting, waiving, or otherwise weakening sanctions on Iran related to terrorism while Iran continues to sponsor terrorism will only provide the Iranian regime and terrorists supported by it access to the United States financial system and endanger United States national security;</text></whereas> 
<whereas><text>Whereas the Biden administration claims that restoring the nuclear deal with Iran would prevent Iran from developing a nuclear-weapons capability;</text></whereas> <whereas><text>Whereas any nuclear agreement with Iran that is not premised on a complete and fully verified declaration of Iran’s past and present nuclear activities could never achieve that goal;</text></whereas> 
<whereas><text>Whereas such a deal would significantly weaken the Nuclear Non-Proliferation Treaty; and</text></whereas> <whereas><text>Whereas the Biden administration concludes a new nuclear agreement with Iran, it has shown a distaste for both diplomatic and economic pressure against the Iranian regime, allowing Tehran to accrue more revenue through illicit oil sales and have a freer hand with added resources to destabilize the region: Now, therefore, be it</text></whereas></preamble>

<section display-inline="yes-display-inline" section-type="undesignated-section" id="H1CD079FD45FA4187925E1DE0C618CFC5"><text display-inline="yes-display-inline">That the House of Representatives—</text> <paragraph id="HD2206B4D21A8404E9F01C4045963278F"><enum>(1)</enum><text display-inline="yes-display-inline">rejects and opposes engaging Russia as a main intermediary for reviving any nuclear agreement with Iran as defined by the Iran Nuclear Agreement Review Act (INARA);</text></paragraph> 
<paragraph id="H3285CFF130754372A6543DA3C70076F9"><enum>(2)</enum><text display-inline="yes-display-inline">rejects and opposes giving Russia any sanctions exemption or waiver as a condition to any nuclear agreement with Iran as defined by INARA;</text></paragraph> <paragraph id="H145B25ED85E14987BD22D10D0B30529C"><enum>(3)</enum><text>rejects and opposes any agreement that lifts sanctions on Iran and legitimizes the regime’s illicit nuclear program amidst an International Atomic Energy Agency investigation into undeclared sites, facilities, and material in Iran;</text></paragraph> 
<paragraph id="HEFEAFC55C55845A680996A49A048A3C6"><enum>(4)</enum><text>reaffirms that any nuclear deal with Iran reached by the Biden administration without congressional approval or Senate ratification as a treaty is illegitimate;</text></paragraph> <paragraph id="HD5778C979D3C455BB14F4AA52ECCF6F9"><enum>(5)</enum><text>reaffirms to take every legislative opportunity to overturn such an agreement;</text></paragraph> 
<paragraph id="H71211FC581454C708F4C559DC8A23A5E"><enum>(6)</enum><text display-inline="yes-display-inline">reaffirms to restore every single sanction, restrictive measure, designation, waiver, or general license the Biden administration removes;</text></paragraph> <paragraph id="HD3109FB7E66C4C69AD17FAABC9031DEE"><enum>(7)</enum><text display-inline="yes-display-inline">reaffirms to limit the Biden administration’s or any future administration’s ability to issue waivers and licenses for Iran sanctions, designations, or restrictive measures; and</text></paragraph> 
<paragraph id="HFE3FE8620AAA448E9134B71DF48F2C8B"><enum>(8)</enum><text display-inline="yes-display-inline"> reaffirms that any nuclear agreement with Iran will not prevent the Congress from standing with the Iranian people as well as countering Iran’s nonnuclear threats, which include terrorism, weapons proliferation, missile (ballistic and cruise), rocket, and drone attacks.</text></paragraph></section> </resolution-body> </resolution>
