<whereas><text>Whereas article IV, section 4 of the Constitution states that, <quote>the United States shall guarantee to every State in this Union a Republican Form of Government and shall protect each of them against Invasion</quote>;</text></whereas> <whereas><text>Whereas our Founders’ intent was to guarantee that each State of the Union was protected against invasion by foreign nations and revolutionary forces, including drug cartels and uncontrolled, unlawful immigration; and</text></whereas>
