RES. 84</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210202">February 2, 2021</action-date><action-desc><sponsor name-id="C001053">Mr. Cole</sponsor> submitted the following resolution; which was referred to the <committee-name committee-id="HRU00">Committee on Rules</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Authorizing and directing Committee on House Administration to report recommendations to the House to enhance House Chamber security, and for other purposes.</official-title></form><preamble><whereas><text>Whereas it is incumbent upon the Speaker to provide for the physical security of the House, its Members, and its employees;</text></whereas><whereas><text>Whereas, on January 12, 2021, the Speaker directed the Acting Sergeant-at-Arms of the House of Representatives to require all persons entering the House Chamber to undergo enhanced security screening;</text></whereas><whereas><text>Whereas in the midst of a pandemic, the implementation of enhanced security screenings creates an unsafe situation where Members and staff are unable to adequately follow Office of the Attending Physician social distancing guidelines;</text></whereas><whereas><text>Whereas the current locations of the magnetometers surrounding the House Chamber have caused significant delays for Members and staff attempting to access the House floor;</text></whereas><whereas><text>Whereas the implementation of enhanced security screenings directly outside the House Chamber could impede Members of Congress from undertaking their constitutional duty to vote;</text></whereas><whereas><text>Whereas the implementation of enhanced screenings diverts key United States Capitol Police resources from security concerns in the broader Capitol complex;</text></whereas><whereas><text>Whereas the Committee on House Administration is charged with oversight of the day-to-day operations of the House of Representatives; and</text></whereas><whereas><text>Whereas alternatives to these locations exist which would maintain the same level of Chamber security but significantly reduce the delay of Members seeking access to the House Chamber: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="H1497C5F5F02246D78BA1D5EB0B875FC5"><section id="H58C2E1EC0BBE418B93C714B7439D7AB6" section-type="undesignated-section" display-inline="yes-display-inline"><enum/><text display-inline="yes-display-inline">That, no later than February 28, 2021, the Committee on House Administration is authorized and directed to report recommendations to the House that would—</text><paragraph id="HC005FF93F2A84678958084BB779BCCDB"><enum>(1)</enum><text>enhance House Chamber security;</text></paragraph><paragraph id="H1A69904F6E3A401B80D3581E8C68CB3F"><enum>(2)</enum><text>allow members efficient access to the House Chamber;</text></paragraph><paragraph id="HF0261EDC9CD14BAAB17F88AA8C2D4C34"><enum>(3)</enum><text>eliminate lines for entry into the House Chamber;</text></paragraph><paragraph id="HDD82004FDB1947988121B428CFEA7293"><enum>(4)</enum><text>ensure the ability to maintain appropriate social distancing guidelines; and</text></paragraph><paragraph id="H15D8F384CDD44D5CA96244A54BF16C7E"><enum>(5)</enum><text>any other recommendations for changes to House operations they deem fit.</text></paragraph></section></resolution-body></resolution>
