which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Supporting the goals and ideals of American Diabetes Month.</official-title></form><preamble><whereas><text>Whereas according to the Centers for Disease Control and Prevention (referred to in this preamble as the <quote>CDC</quote>)—</text><paragraph id="H2821846EA70E446C9A80D309E578D2F8"><enum>(1)</enum><text>34,200,000 individuals in the United States have diabetes; and</text></paragraph><paragraph id="HFF5CA21C7E4F47CFB3857FA79A31896A"><enum>(2)</enum><text>an estimated 88,000,000 individuals in the United States who are 18 years of age or older have prediabetes;</text></paragraph></whereas><whereas><text>Whereas diabetes is a serious chronic condition that affects individuals of every age, race, ethnicity, and income level;</text></whereas><whereas><text>Whereas the CDC reports that—</text><paragraph id="HA6529FE0837046DC856D8F8D2FE1C61E"><enum>(1)</enum><text>Hispanic Americans, African Americans, Asian Americans, and Native Americans are disproportionately affected by diabetes and develop the disease at much higher rates than the general population of the United States; and</text></paragraph><paragraph id="H14D5DF70DC494A239366607B1F6757F3"><enum>(2)</enum><text>an estimated 21.4 percent of individuals with diabetes in the United States have not yet been diagnosed with the disease;</text></paragraph></whereas><whereas><text>Whereas in the United States, more than 10.5 percent of the population, including 26.8 percent of individuals who are 65 years of age or older, have diabetes;</text></whereas><whereas><text>Whereas of the 17,400,000 veterans in the United States, 1 in 4 are receiving care for diabetes from the Department of Veterans Affairs;</text></whereas><whereas><text>Whereas the risk of developing diabetes at some point in life is 40 percent for adults in the United States;</text></whereas><whereas><text>Whereas according to the American Diabetes Association, the United States spent an estimated $237,000,000,000 on direct medical costs for cases of diagnosed diabetes in 2017, and out-of-pocket costs for insulin have grown significantly in recent years for many patients;</text></whereas><whereas><text>Whereas the American Diabetes Association reports that care for people with diagnosed diabetes accounts for 1 in 4 health care dollars spent in the United States;</text></whereas><whereas><text>Whereas the cost of health care is estimated to be 2.3 times higher for individuals in the United States with diabetes than those without diabetes;</text></whereas><whereas><text>Whereas, as of November 2021, a cure for diabetes does not exist;</text></whereas><whereas><text>Whereas there are successful means to reduce the incidence, and delay the onset, of type 2 diabetes;</text></whereas><whereas><text>Whereas with proper management and treatment, individuals with diabetes live healthy and productive lives; and</text></whereas><whereas><text>Whereas individuals in the United States celebrate American Diabetes Month in November: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="H4A0D5B8EA67049BBB313F2C73FA14D16"><section id="H506EBF58A5A84592917E69303E60CB9D" section-type="undesignated-section" display-inline="yes-display-inline"><enum/><text display-inline="yes-display-inline">That the House of Representatives—</text><paragraph id="HE836AB0242A74DFB8588662E7AB255CF"><enum>(1)</enum><text>supports the goals and ideals of American Diabetes Month, including—</text><subparagraph id="H8F99663FF0C040C8A982333BD4B8AC43"><enum>(A)</enum><text>encouraging individuals in the United States to fight diabetes through public awareness of prevention and treatment options; and</text></subparagraph><subparagraph id="H4DD77E288A2E443E8298D4E44FBD051A"><enum>(B)</enum><text>enhancing diabetes education;</text></subparagraph></paragraph><paragraph id="HF5A56DD8C74044F6BDEE53EAABDA1570"><enum>(2)</enum><text>recognizes the importance of awareness and early detection, including awareness of symptoms and risk factors such as—</text><subparagraph id="HA9A847D88FAA45C0A0FA901F3F35A52A"><enum>(A)</enum><text>being—</text><clause id="HCCD2D00F3E2242CEABF5E669AC135474"><enum>(i)</enum><text>older than 45 years of age; or</text></clause><clause id="H81F24607D7C445F8AADE2EC4A06C911C"><enum>(ii)</enum><text>overweight; and</text></clause></subparagraph><subparagraph id="H53FD9806A6BE4678B47ED8C3119847E2"><enum>(B)</enum><text>having—</text><clause id="H3881F59518004221AE6CEFCB540BC983"><enum>(i)</enum><text>a particular racial and ethnic background;</text></clause><clause id="H51E9C830A2BD4406A841B25D6D6507B9"><enum>(ii)</enum><text>a low level of physical activity;</text></clause><clause id="H541E059D1692451EB5CBAA8311A8B3CD"><enum>(iii)</enum><text>high blood pressure;</text></clause><clause id="H80DFC9D32CD54837A743A68F5C0D48CA"><enum>(iv)</enum><text>a family history of diabetes; or</text></clause><clause id="HCBF4E24D817A4C8C9F666D734C8B204F"><enum>(v)</enum><text>a history of diabetes during pregnancy;</text></clause></subparagraph></paragraph><paragraph id="H9C9D1465F5EE42DE8663F97071CF059F"><enum>(3)</enum><text>supports decreasing the prevalence of type 1, type 2, and gestational diabetes in the United States through research, treatment, and prevention; and</text></paragraph><paragraph id="H800D85B0380645C18629A6BB9278E89C"><enum>(4)</enum><text>recognizes the importance of addressing systemic barriers to health care that—</text><subparagraph id="HAEAB66E7E08547BBB136FE8AE457CB5D"><enum>(A)</enum><text>leave many vulnerable communities at a heightened risk for diabetes; and</text></subparagraph><subparagraph id="H330F2B6D77FF4177BD6BD6FECE1C98F2"><enum>(B)</enum><text>limit access to health care resources that are needed to effectively prevent the onset, and to manage the condition, of diabetes.</text></subparagraph></paragraph></section></resolution-body></resolution>
