Maloney of New York</cosponsor>, <cosponsor name-id="P000614">Mr. Pappas</cosponsor>, <cosponsor name-id="D000619">Mr. Rodney Davis of Illinois</cosponsor>, <cosponsor name-id="R000577">Mr. Ryan</cosponsor>, <cosponsor name-id="A000378">Mrs. Axne</cosponsor>, <cosponsor name-id="F000466">Mr. Fitzpatrick</cosponsor>, <cosponsor name-id="S001211">Mr. Stanton</cosponsor>, <cosponsor name-id="N000189">Mr. Newhouse</cosponsor>, <cosponsor name-id="D000623">Mr. DeSaulnier</cosponsor>, <cosponsor name-id="D000610">Mr. Deutch</cosponsor>, <cosponsor name-id="C001097">Mr. Cárdenas</cosponsor>, <cosponsor name-id="G000597">Mr. Garbarino</cosponsor>, and <cosponsor name-id="K000386">Mr. Katko</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Recognizing the importance of ending the stigmatization of substance use disorder.</official-title></form><preamble><whereas><text>Whereas nearly 841,000 people have died since 1999 from a drug overdose;</text></whereas><whereas><text>Whereas fatal overdoses in the United States increased from 2018 to 2019, and overdoses have increased since the onset of the COVID–19 pandemic;</text></whereas><whereas><text>Whereas overdose killed a record 93,000 people in the United States in 2020, which was roughly a 27-percent increase from 2019;</text></whereas><whereas><text>Whereas nearly 20,400,000 people have battled a substance use disorder in the past year;</text></whereas><whereas><text>Whereas 5,200,000 young adults aged 18 to 25 needed substance use treatment in 2018;</text></whereas><whereas><text>Whereas only 1.6 percent, or 547,000 young adults aged 18 to 25 received treatment in 2018;</text></whereas><whereas><text>Whereas 15,100,000 adults aged 26 or older needed substance use treatment in 2018;</text></whereas><whereas><text>Whereas only 1.4 percent or 3,000,000 adults aged 26 or older received treatment in 2018;</text></whereas><whereas><text>Whereas stigma is defined as a set of negative beliefs that a group or society holds about a topic or group of people;</text></whereas><whereas><text>Whereas stigma surrounding substance use disorder negatively affects access to care and has a detrimental effect on treatment outcomes;</text></whereas><whereas><text>Whereas negative language and stigma regarding substance use disorder and addiction have shown to be a key barrier for people to seek and receive treatment while on the road to recovery; and</text></whereas><whereas><text>Whereas talking about substance use disorder in a factual and humanizing way can reduce stigma and help people receive appropriate treatment and support.</text></whereas></preamble><resolution-body style="traditional" id="H4BBFD0F9E89A4D71AAC87766D7E7BB2C"><section id="H2CF95FF38D2E4BCA841697BF8130ADCC" section-type="undesignated-section" display-inline="yes-display-inline"><enum/><text display-inline="yes-display-inline">That the House of Representatives expresses the importance of ending the stigmatization of substance use disorder.</text></section></resolution-body></resolution>
