RES. 663</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210920">September 20, 2021</action-date><action-desc><sponsor name-id="S001135">Mrs. Steel</sponsor> (for herself, <cosponsor name-id="J000292">Mr. Johnson of Ohio</cosponsor>, <cosponsor name-id="T000478">Ms. Tenney</cosponsor>, and <cosponsor name-id="B001305">Mr. Budd</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HRU00">Committee on Rules</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Amending the Rules of the House of Representatives to require that a Member, Delegate, Resident Commissioner, officer, or employee of the House who accepts an offer of free attendance with respect to a charity event to notify the Committee on Ethics if the value of such free attendance exceeds $1,000, and for other purposes.</official-title></form><resolution-body style="OLC" id="H3C936394192B4D1AA270D8478477685C"><section id="H36133B9224E64AF18971647E9CA21C2B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This resolution may be cited as the <quote><short-title>Greater Accountability from Lawmakers for Americans Resolution</short-title></quote> or the <quote><short-title>GALA Resolution</short-title></quote>.</text></section><section id="HC54B0569B28A4255B0C12BF3F79828D1"><enum>2.</enum><header>Requirement for the acceptance of certain offers of free attendance to charity events</header><text display-inline="no-display-inline">Clause 5(a)(4) of rule XXV of the Rules of the House of Representatives is amended—</text><paragraph id="HF5D55DB944B34F3383D4825083EBA0D5"><enum>(1)</enum><text>in subdivision (C), by inserting <quote>for which the value of the free attendance for the event is less than or equal to $1,000</quote> after <quote>charity event</quote>; </text></paragraph><paragraph id="HA44F1E57166848EBA25E1A87A83B68FC"><enum>(2)</enum><text>by redesignating subdivision (D) as subdivision (E); and</text></paragraph><paragraph id="HED5D430E49654462BE5E108AF44AEC56"><enum>(3)</enum><text>by inserting after subdivision (C) the following new subdivision: </text><quoted-block style="OLC" id="HE2344FDC42454E828BD89D531C066BFC" display-inline="no-display-inline"><rules-subparagraph id="H621C6241B36641FC81214C7384EC6A39"><enum>(D)</enum><text display-inline="yes-display-inline">A Member, Delegate, Resident Commissioner, officer, or employee of the House may not accept an offer of free attendance for an event described in subdivision (C) in any case in which the value of the free attendance for the event exceeds $1,000 unless—</text><rules-subdivision id="HE0A8930C25A04435B804CB601E99895A"><enum>(i)</enum><text>attendance at the event is appropriate to the performance of the official duties or representative function of the Member, Delegate, Resident Commissioner, officer, or employee of the House; and</text></rules-subdivision><rules-subdivision id="HA8DA819C63AB490BB85F08921032FD06"><enum>(ii)</enum><text display-inline="yes-display-inline">the Member, Delegate, Resident Commissioner, officer, or employee of the House submits a statement to the Committee on Ethics prior to attending any such event that explains why attendance at the event meets the requirement described in item (i).</text></rules-subdivision></rules-subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></resolution-body></resolution>
