RES. 523</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210709">July 9, 2021</action-date><action-desc><sponsor name-id="E000294">Mr. Emmer</sponsor> submitted the following resolution; which was referred to the <committee-name committee-id="HRU00">Committee on Rules</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Amending the Rules of the House of Representatives to require the Committee on Appropriations to maintain proposed and historical budget authority and outlays for each category of spending.</official-title></form><resolution-body style="OLC" id="H57415AD2FAFA45D38EA082C1C48A3CB6"><section id="HE22EE35299E94FFD9DC4A497D53ABD29" section-type="section-one"><enum>1.</enum><header>Purpose</header><text display-inline="no-display-inline">The purpose of this resolution is to provide Government spending transparency to the American people. </text></section><section id="HC8E2DBF1508441A1B9F796455820E0EC"><enum>2.</enum><header>Rules Amendment</header><subsection display-inline="no-display-inline" id="HFDA1CC3A4CBF4164A42C01A295F1A0F7"><enum>(a)</enum><text>Clause 4(a) of rule X of the Rules of the House of Representatives is amended by adding at the end the following new subparagraph:</text><quoted-block style="OLC" id="H3E6B8DFB5D6F442B9244F0372E8F5431" display-inline="no-display-inline"><rules-paragraph id="H5507C4936965453C91B93B2C85262ACD" indent="up1"><enum>(5)</enum><subparagraph id="H22740E5A958B4CFFACA4C9AB6D772F43" display-inline="yes-display-inline"><enum>(A)</enum><text>The Committee on Appropriations shall maintain proposed and historical budget authority and outlays for each category of spending. Such data shall—</text></subparagraph><rules-subparagraph id="HCD4CE08D4ACD44E59C59820AC68537A1"><enum>(i)</enum><text>cover a period comprising the 10 fiscal years immediately preceding the budget year; and</text></rules-subparagraph><rules-subparagraph id="HBF8CAC2F5122406DB1809D244BDA5EDB"><enum>(ii)</enum><text>be kept up-to-date and provided on the public website of the committee in a downloadable, searchable, and sortable format.</text></rules-subparagraph></rules-paragraph><rules-paragraph id="HF13749BD132340218AE7111D31274322" indent="up1"><enum>(B)</enum><text>As used in this subparagraph, the term <quote>category of spending</quote> includes—</text><rules-subparagraph id="HBE544C90AE2B4B84B1E98FA16EAD9276"><enum>(i)</enum><text>section 302(a) allocations and section 302(b) suballocations and discretionary and direct spending authority for each department, agency, program, or other line item in any appropriation Act; and</text></rules-subparagraph><rules-subparagraph id="H8CBCE4458AED41C9B8B54FBA3CB71622"><enum>(ii)</enum><text display-inline="yes-display-inline">discretionary and direct spending authority for each department, agency, and program as set forth in budget proposals of the Presidents submitted under section 1105(a) of title 31, United States Code.</text></rules-subparagraph></rules-paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H412EEBC232F248F6B22E9D8228063F59"><enum>(b)</enum><text>The amendment made by subsection (a) shall take effect immediately before noon on January 3, 2022.</text></subsection></section></resolution-body></resolution>
