RES. 309</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210413">April 13, 2021</action-date><action-desc><sponsor name-id="T000463">Mr. Turner</sponsor> submitted the following resolution; which was referred to the <committee-name committee-id="HRU00">Committee on Rules</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">To amend the Rules of the House of Representatives to prohibit bills and joint resolutions that contain an appropriation or authorization of more than $100,000,000,000 relating to infrastructure that does not provide at least 50 percent of such funds to programs, initiatives, or projects that directly impact construction or maintenance of highways, roads, bridges, dams, passenger and freight railways, airports, waterways and ports, public schools, or the safety of such facilities.</official-title></form><resolution-body style="OLC" id="HCBD2E65582CC43228218378FA15FA212"><section id="H39FE7E6624EC44E89FFFD4E18B7CD455" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Resolution may be cited as the <quote><short-title>No Irresponsible Recovery or Reinvestment Expenditures Supporting Priorities Outside Necessary Surface Infrastructure Built Legitimately and Expediently Spending Act</short-title></quote> or the <quote><short-title>No IRRESPONSIBLE Spending Act</short-title></quote>.</text></section><section id="HBE5BED0D21D246B1A1677C91E949EF46"><enum>2.</enum><header>Prohibition of consideration of certain bills</header><text display-inline="no-display-inline">That rule XXI of the Rules of the House of Representatives is amended by adding at the end the following new clause—</text><quoted-block style="OLC" id="H42259325A9D843999C8D74A45DA8E960" display-inline="no-display-inline"><rules-clause id="HFA2E2FF5CE82438E9788BB2FD51231BC"><enum>13.</enum><text display-inline="yes-display-inline">It shall not be in order to consider a bill that contains an appropriation or authorization of more than $100,000,000,000 relating to infrastructure that does not provide at least 50 percent of such funds to programs, initiatives, or projects that directly impact construction or maintenance of highways, roads, bridges, dams, passenger and freight railways, airports, waterways and ports, public schools, or the safety of such facilities. A question of order on the percentage of funds provided to such programs, initiatives, or projects in such bill may be raised at any time. </text></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></section></resolution-body></resolution>
