RES. 301</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210412">April 12, 2021</action-date><action-desc><sponsor name-id="G000596">Mrs. Greene of Georgia</sponsor> (for herself and <cosponsor name-id="H001084">Ms. Herrell</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Honoring the life and legacy of Captain Michael D’Angelo Garigan for his service and devotion to his community.</official-title></form><preamble><whereas><text>Whereas Captain Michael D. Garigan was born on June 2, 1964, in Gordon County, Georgia, where he was a lifelong resident;</text></whereas><whereas><text>Whereas Captain Garigan was born to a well-known and highly respected Gordon County family;</text></whereas><whereas><text>Whereas Captain Garigan attended Calhoun public schools and went on to earn a bachelor of science degree in criminal justice from Jacksonville State University;</text></whereas><whereas><text>Whereas Captain Garigan was an accomplished athlete, being a standout football player in high school and continuing to play football in college;</text></whereas><whereas><text>Whereas Captain Garigan was an active member of his community, known for broadcasting high school football games on local radio and umpiring baseball and football games for local youth leagues;</text></whereas><whereas><text>Whereas Captain Garigan was dedicated to his church and served as a deacon;</text></whereas><whereas><text>Whereas Captain Garigan joined the Gordon County Sheriff’s Office in February 1989 and served uninterrupted for more than three decades;</text></whereas><whereas><text>Whereas Captain Garigan served as a patrol deputy, detective, and coordinator for the Gordon County Sheriff’s Office’s D.A.R.E. program;</text></whereas><whereas><text>Whereas during his time as coordinator for D.A.R.E., Captain Garigan mentored hundreds of young people;</text></whereas><whereas><text>Whereas Captain Garigan rose steadily through the ranks of the Gordon County Sheriff’s Office and was decorated over a dozen times for exemplary police work;</text></whereas><whereas><text>Whereas upon reaching the rank of captain, Captain Garigan was assigned commanding officer of the jail division;</text></whereas><whereas><text>Whereas Captain Garigan was undeterred in serving his community and fulfilling his duties as commanding officer despite the jail’s hazardous conditions brought on by the COVID–19 pandemic;</text></whereas><whereas><text>Whereas Captain Garigan was hospitalized on January 5, 2021, and diagnosed with COVID–19;</text></whereas><whereas><text>Whereas following a courageous fight, Captain Garigan passed away in the line-of-duty on January 24, 2021;</text></whereas><whereas><text>Whereas Captain Garigan is remembered as a devoted, brave, fair, and impartial man who served his community with kindness and humility for many years of his life; and</text></whereas><whereas><text>Whereas it is fitting that the United States House of Representatives recognize him for his career and contributions toward public service: Now, therefore, be it</text></whereas></preamble><resolution-body style="OLC" id="HCED1CC8E63474D27A102B71F5DC7A31B"><section id="H9646F7FDB2F74A369123C97B036D9722" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the House of Representatives—</text><paragraph id="H18AE3B5D4D474F7B8136C4E354372C42"><enum>(1)</enum><text>honors the life and legacy of Captain Michael D’Angelo Garigan for his—</text><subparagraph id="H5989D143B8904FB384C8B4C32B20B5E1"><enum>(A)</enum><text>lifelong commitment to his community;</text></subparagraph><subparagraph id="H65E14EEF124B409E8B45D854CBADA425"><enum>(B)</enum><text>over three decades of service in the Gordon County Sheriff’s Office; and</text></subparagraph><subparagraph id="HD0A3EAA038F44E7F905935CC25CD7CAC"><enum>(C)</enum><text>impact on the lives of thousands of young people;</text></subparagraph></paragraph><paragraph id="H844DFD2A6DAA4D5E9EF12D0402E49B69"><enum>(2)</enum><text>extends its condolences to his wife, Mrs. Leslie D. Garigan, and his family;</text></paragraph><paragraph id="H48020CD5C5F64B6091615FAE5388DE89"><enum>(3)</enum><text>respectfully requests that the Clerk of the House of Representatives transmit an enrolled copy of this resolution to the family of Captain Garigan and the Gordon County Sheriff’s Office; and</text></paragraph><paragraph id="H0E4582AC343B4A68B440BE62C91E9D74"><enum>(4)</enum><text>commends Captain Garigan for his devotion to his family, community, church, and the Nation and its ideals.</text></paragraph></section></resolution-body></resolution>
