RES. 153</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210223">February 23, 2021</action-date><action-desc><sponsor name-id="S001135">Mrs. Steel</sponsor> (for herself, <cosponsor name-id="P000618">Ms. Porter</cosponsor>, <cosponsor name-id="K000397">Mrs. Kim of California</cosponsor>, <cosponsor name-id="C000059">Mr. Calvert</cosponsor>, <cosponsor name-id="H001091">Mrs. Hinson</cosponsor>, <cosponsor name-id="C001110">Mr. Correa</cosponsor>, and <cosponsor name-id="L000579">Mr. Lowenthal</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Condemning recent hate crimes committed against Asian-American and Pacific Islanders.</official-title></form><preamble><whereas><text>Whereas following the spread of COVID–19 in 2020, there has been a dramatic increase in hate crimes and violence against Asian-American and Pacific Islanders;</text></whereas><whereas><text>Whereas between March 19, 2020, and December 31, 2020, there have been 2,808 firsthand accounts of anti-Asian and Pacific Islander hate crimes from 47 States and the District of Columbia;</text></whereas><whereas><text>Whereas during this timeframe, race has been cited as the primary reason for discrimination, making up over 90 percent of incidents;</text></whereas><whereas><text>Whereas roughly 38 percent of Asian-American and Pacific Islander businesses have been the top targets of discrimination incidents during this time period;</text></whereas><whereas><text>Whereas during this time, Asian-American and Pacific Islander youth under 20 years old make up roughly 14 percent of hate crime victims;</text></whereas><whereas><text>Whereas during this time, Asian-American and Pacific Islander elderly over 60 years old make up around 8 percent of hate crime victims;</text></whereas><whereas><text>Whereas, on January 28, 2021, Vicha Ratanapakdee died from injuries after being horrifically attacked in front of his home;</text></whereas><whereas><text>Whereas the Royal Thai Consulate-General in Los Angeles has warned Thai people in California to be on their guard following the killing of Vicha Ratanapakdee; and</text></whereas><whereas><text>Whereas Asian-American and Pacific Islanders have made significant contributions to American culture, own over 2,000,000 businesses in the United States, and are an essential thread in the diverse fabric of American life: Now, therefore, be it</text></whereas></preamble><resolution-body style="OLC" id="HF5F024D82D6149B6ABB5DAE76CDBEAB4"><section id="H62A46244579B432195DF83D2ABB6DECE" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the House of Representatives—</text><paragraph id="HBC38FB292E004E3AB1A15067F47309D2"><enum>(1)</enum><text>affirms that the United States stands united in condemning and denouncing any and all anti-Asian and Pacific Islander sentiment in any form;</text></paragraph><paragraph id="HF8A29441090E420CA5501255E57B2605"><enum>(2)</enum><text>condemns all manifestations of expressions of racism, and anti-Asian and Pacific Islander or ethnic intolerance; and</text></paragraph><paragraph id="HCCD8643689DC463FAECE7EE2B2EFF221"><enum>(3)</enum><text>calls on Federal law enforcement officials, working with State and local officials—</text><subparagraph id="H475D8BADA657408FB4BA6C4A251DD191"><enum>(A)</enum><text>to expeditiously and vigorously investigate all reports of Asian-American and Pacific Islander hate crimes and threats in the United States;</text></subparagraph><subparagraph id="H265B8F9C64C3421B9A4B0EFE6282CBDB"><enum>(B)</enum><text>to work to improve the reporting of Asian-American and Pacific Islander hate crimes; and</text></subparagraph><subparagraph id="H501513DC0E8B42C1BCBF6660DF3D0929"><enum>(C)</enum><text>to hold the perpetrators of those crimes, incidents, or threats accountable and bring the perpetrators to justice.</text></subparagraph></paragraph></section></resolution-body></resolution>
