which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Supporting the designation of the week beginning November 14, 2022, as <quote>National Apprenticeship Week</quote>.</official-title></form><preamble><whereas><text>Whereas a highly skilled workforce is necessary to facilitate upward mobility, increase standards of living, create high-wage and high-quality jobs, compete in the global economy, and support economic growth;</text></whereas><whereas><text>Whereas the national registered apprenticeship system established by the Act of August 16, 1937 (commonly known as the <quote>National Apprenticeship Act</quote>; 50 Stat. 664, chapter 663; <external-xref legal-doc="usc" parsable-cite="usc/29/50">29 U.S.C. 50 et seq.</external-xref>), which has existed for over 80 years—</text><paragraph id="H4DAD0E5F168F4F5F8813235ED2D81B8D"><enum>(1)</enum><text>creates career pathways to high-quality careers for working people in the United States;</text></paragraph><paragraph id="H4C673FB8FDFF4D10A01064E14D37E8BC"><enum>(2)</enum><text>offers a combination of academic and technical instruction and paid on-the-job experience;</text></paragraph><paragraph id="H6A4DFE2029A54E1493C4F86805B2E8EA"><enum>(3)</enum><text>provides working people with portable, nationally recognized, industry credentials that lead to higher earning careers; and</text></paragraph><paragraph id="H231523250D914B389E5D2071CE8D8099"><enum>(4)</enum><text>develops a highly skilled workforce;</text></paragraph></whereas><whereas commented="no"><text>Whereas registered apprenticeships—</text><paragraph id="HCED01B5EC76047D39285043C3686387A" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">are increasingly innovative and diverse in their design, their collaboration with local community partnerships, and their use of emerging educational and training concepts, including competency-based learning;</text></paragraph><paragraph id="HA4B04EBD819C4AD9BA520411A03B13FC" commented="no"><enum>(2)</enum><text>will continue to evolve to meet the emerging demands of a 21st century workforce;</text></paragraph><paragraph id="H70A66F78F4444397B1EC35674751F07B" commented="no"><enum>(3)</enum><text>are critical elements of an effective workforce development system and help individuals attain a recognized postsecondary credential, contributing to their personal economic mobility; and</text></paragraph><paragraph id="H1FB9FCDA9B0C4A8785726F614EFAB37F" commented="no"><enum>(4)</enum><text>maintain high-quality standards for apprentices;</text></paragraph></whereas><whereas><text>Whereas the national registered apprenticeship system can provide education and training for apprentices in—</text><paragraph id="H1BA85BC2275A4351A42889BCEF5DDB65"><enum>(1)</enum><text>high-wage and high-growth sectors, including information technology, financial services, advanced manufacturing, green energy, and health care; and</text></paragraph><paragraph id="H102B5C377B224E889A2BFD455D493C6B"><enum>(2)</enum><text>traditional industries including the building trades;</text></paragraph></whereas><whereas><text>Whereas, according to the North America’s Building Trades Unions, the national registered apprenticeship system leverages approximately $2,000,000,000 in private investment, largely in the construction industry, which reflects the strong commitment of the sponsors of the national registered apprenticeship system;</text></whereas><whereas><text>Whereas the national registered apprenticeship system provides employers—</text><paragraph id="H36CDA25140C04DDCBD1F4DE8D435CE05"><enum>(1)</enum><text>skilled workers trained to industry and employer specifications to produce quality results;</text></paragraph><paragraph id="H376B0FFE698740BDBC930FADED2CBE11"><enum>(2)</enum><text>reduced turnover;</text></paragraph><paragraph id="H0A6DF2486D0447478D150B58D34B29A8"><enum>(3)</enum><text>a diverse talent pipeline for new skilled workers and future managers;</text></paragraph><paragraph id="H5F50B6F8EB1D42CDB3714A3C3F3C8E9A"><enum>(4)</enum><text>reduced workers’ compensation costs due to an emphasis on safety training;</text></paragraph><paragraph id="HDB6F50276DAD43A1923FDF1AADA69D64"><enum>(5)</enum><text>key employability skills such as improved employee engagement, greater problem-solving ability, flexibility to perform a variety of tasks, and a reduced need for supervision;</text></paragraph><paragraph id="HA392FAFF87C1438C9AADFB29A9266085"><enum>(6)</enum><text display-inline="yes-display-inline">a return on investment of 41 cents, on average, for every dollar invested in apprentices; and</text></paragraph><paragraph id="H4E6C286DE1EA4B61A2785187616F46CA"><enum>(7)</enum><text>valuable contribution to output by apprentices;</text></paragraph></whereas><whereas><text>Whereas, according to the Department of Labor—</text><paragraph id="HF6E25F69B26B4C4FA82FB025CEEAB13E"><enum>(1)</enum><text display-inline="yes-display-inline">over 1,100,000 new apprentices have taken part in registered apprenticeships since January 1, 2017;</text></paragraph><paragraph id="H7816313CD0644BDAB031598AA17C032F"><enum>(2)</enum><text display-inline="yes-display-inline">registered apprenticeships have a 93-percent placement rate at program completion; </text></paragraph><paragraph id="H3A024EA3DB2F477C9B20C0E837EC0184"><enum>(3)</enum><text display-inline="yes-display-inline">after completion, registered apprenticeship participants have an average starting salary of $77,000; and</text></paragraph><paragraph id="HE12CB4F778134A5B9791853E547CC2F7"><enum>(4)</enum><text display-inline="yes-display-inline">there are over 27,000 registered apprenticeship programs across the Nation; and</text></paragraph></whereas><whereas><text>Whereas the celebration of National Apprenticeship Week—</text><paragraph id="HCB6DEA05E7904BCAB671A171A9DD86B1"><enum>(1)</enum><text>honors industries that have mastered the registered apprenticeship model;</text></paragraph><paragraph id="HB1DC38161F724DB5A16D69D82B97207D"><enum>(2)</enum><text>encourages expansion of the registered apprenticeship model into new industries and occupations;</text></paragraph><paragraph id="H72867358989A4BCA81B7A845D14CC592"><enum>(3)</enum><text display-inline="yes-display-inline">encourages the creation of new opportunities for nontraditional apprenticeship populations like women and minorities;</text></paragraph><paragraph id="H80C92DA5FAAE4A6392FD032B9096D0C0"><enum>(4)</enum><text>recognizes the role the national registered apprenticeship system has played in preparing workers for the jobs of today and tomorrow; and</text></paragraph><paragraph id="H6AB4C692C5FF4DB2A09C661302D18CF0"><enum>(5)</enum><text display-inline="yes-display-inline">promotes conversation about ways the national registered apprenticeship system can continue to respond to workforce challenges in the 21st century: Now, therefore, be it</text></paragraph></whereas></preamble><resolution-body style="traditional" id="HA96FC1948C8742ABA4BBD57E2C6E0039"><section display-inline="yes-display-inline" section-type="undesignated-section" id="H4F4FCE4CD7E64F93A922F10534CDAD53"><enum/><text>That the House of Representatives—</text><paragraph commented="no" id="H6E867687B810423B812C909A138C851A"><enum>(1)</enum><text>supports the designation of <quote>National Apprenticeship Week</quote>;</text></paragraph><paragraph id="HD492B2119FE94284A83FB0B6EAC76DD9"><enum>(2)</enum><text display-inline="yes-display-inline">supports the expansion of registered apprenticeships in high-skill, high-wage, and in-demand industry sectors and occupations;</text></paragraph><paragraph id="H77C1201908CB429DAF6FE9B412D89214"><enum>(3)</enum><text>increases awareness about the value of the registered apprenticeship program model as an effective earn-and-learn model for students, workers, and employers;</text></paragraph><paragraph id="H5C2D8CA6A86045288B70237E5624E3B6"><enum>(4)</enum><text>supports the development and expansion of effective preapprenticeship and youth apprenticeship programs that lead to success in a registered apprenticeship program;</text></paragraph><paragraph id="H0B9B48B25C574B80AEBDD2741CED014F"><enum>(5)</enum><text display-inline="yes-display-inline">supports increasing the diversity of participants in the national registered apprenticeship system, including through the support of intermediaries with recruitment and retention; </text></paragraph><paragraph id="HC1033ADC04484B79A40DD2D81863033B"><enum>(6)</enum><text>supports a closer alignment between registered apprenticeship programs, the workforce development system, career and technical education, and secondary, postsecondary, and adult education;</text></paragraph><paragraph id="H0FB53E5202454B10A129E918AA2B4E87"><enum>(7)</enum><text display-inline="yes-display-inline">recognizes the importance of registered apprenticeships in developing a well-trained, highly skilled, and more diverse workforce; and</text></paragraph><paragraph id="H7278F14FFB664734869CF1242355C88D"><enum>(8)</enum><text>commends unions, organizations, and employers that actively support registered apprenticeship programs.</text></paragraph></section></resolution-body></resolution>
