R. 969</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210211">February 11, 2021</action-date><action-desc><sponsor name-id="B001305">Mr. Budd</sponsor> (for himself and <cosponsor name-id="R000614">Mr. Roy</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name>, and in addition to the Committees on <committee-name committee-id="HJU00">the Judiciary</committee-name>, and <committee-name committee-id="HSM00">Small Business</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require that independent agencies comply with all requirements of rulemaking, and for other purposes.</official-title></form><legis-body id="HCBC6045AB76A4BADA26EEB0F51EFE1B9" style="OLC"><section id="HF83FEBFC3D894733B0741B079F5B65C1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Freedom from Regulations Act of 2021</short-title></quote>.</text></section><section id="H4F76E79F58954A4BBC49BE17D1938BDB"><enum>2.</enum><header>Independent agencies to comply with government-wide rules on agency action</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, an independent agency (as such term is defined in section 3502(5) of title 44, United States Code, but in any event not including the Board of Governors of the Federal Reserve System) shall comply with any provision of law applicable to the agency action of any other agency, including the provisions of subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/5">chapter 5</external-xref> of title 5, United States Code, <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/6">chapter 6</external-xref> of title 5, United States Code, the Unfunded Mandates Reform Act of 1995, the Economic Growth and Regulatory Paperwork Reduction Act of 1996, and section 515 of the Consolidated Appropriations Act, 2001.</text></section><section id="HD7765A9AD28D4C9CB86700219DA68D90"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">Terms used in this Act have the meanings given such terms in section 551 of title 5, United States Code.</text></section></legis-body></bill>
