which was referred to the <committee-name committee-id="HBU00">Committee on the Budget</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To terminate the Congressional Budget Office, and for other purposes.</official-title></form><legis-body id="HBF982AC677C64D50A4F59DF859303CF0" style="OLC"><section id="HB6EC77BEFA734C69871675AFF9795E76" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Congressional Budget Office Termination Act</short-title></quote>. </text></section><section id="H560B1E622DB14B50A0718DA5D839364E"><enum>2.</enum><header>Abolishment of Congressional Budget Office</header><subsection id="H120DDD5F6F744D49B43BD8F5002B0A0F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">On the date that is one year after the date of enactment of this Act, the Congressional Budget Office is abolished.</text></subsection><subsection id="H49E689CEF0644EE9A0EE6B3FEBADB0B5"><enum>(b)</enum><header>Resolution and termination of CBO functions</header><paragraph id="HB6254DFEDD9443DBA152DDF299DE132B"><enum>(1)</enum><header>Resolution of Functions</header><text>During the period beginning on the date of enactment of this Act and ending on the termination date in subsection (a)—</text><subparagraph id="H73C05BDFFE504C038B36214E63E21A6A"><enum>(A)</enum><text>the disposition and resolution of functions of the CBO shall be completed in accordance with this Act; and</text></subparagraph><subparagraph id="H5B92E3EC6B6B41DBA79C0B8D88920211"><enum>(B)</enum><text>the Chief Administrator Officer, in consultation with the Secretary, shall resolve all functions that are transferred under this section and are not otherwise continued under this Act.</text></subparagraph></paragraph><paragraph id="HF459F405DD8143EC8E54766CE74F3CF7"><enum>(2)</enum><header>Termination of Functions</header><text>All functions that are transferred under this Act that are not otherwise continued by this Act shall terminate on the date set forth in subsection (a).</text></paragraph></subsection><subsection id="H49A8A335D29842A0B73699191D9DCFEC"><enum>(c)</enum><header>Responsibilities of the CAO</header><paragraph id="H8FBF24363BDF4F86AEE0789883B08EC7"><enum>(1)</enum><header>In General</header><text display-inline="yes-display-inline">The Chief Administrative Officer, in consultation with the Secretary, shall be responsible for the implementation of this Act, including—</text><subparagraph id="H7F204DF8073344D4AD49387C000095BC"><enum>(A)</enum><text>the administration and wind-up, during the wind-up period, of all functions of the CBO;</text></subparagraph><subparagraph id="HA00596EABB3C45B9B88B3B97818C1DE9"><enum>(B)</enum><text>the administration and wind-up, during the wind-up period, of any outstanding obligations of the CBO under any programs terminated by this Act; and</text></subparagraph><subparagraph id="HC527A19F8C9741D7AD1718BF91F72883"><enum>(C)</enum><text>taking such other actions as may be necessary to wind-up any outstanding affairs of the CBO before the termination date in subsection (a).</text></subparagraph></paragraph><paragraph id="HCD626B149FE2406FA30877296FF22CDC"><enum>(2)</enum><header>Transfer of Assets and Personnel</header><text display-inline="yes-display-inline">In connection with any delegation of functions, the Chief Administrative Officer, in consultation with the Secretary, may transfer such assets, funds, personnel, records, and other property relating to the delegated function as the Chief Administrative Officer, in consultation with the Secretary, determines to be appropriate.</text></paragraph></subsection><subsection id="H844BA85267F7450BAECB47193412DC0A"><enum>(d)</enum><header>Scoring</header><paragraph id="H42B8E7BE23AA4037965E478B442F4C44"><enum>(1)</enum><header>In general</header><text>On or after the termination date set forth in subsection (a), the Committees on the Budget of the House of Representatives and the Senate shall publish, on the public website of each such committee, a list of private, independent entities that are able to provide cost estimates for legislation that would otherwise be carried out by CBO pursuant to the Congressional Budget and Impoundment Control Act of 1974, or any other law, rule, or regulation, but for the requirements of this Act.</text></paragraph><paragraph id="HECCD0EB46E1F49CCAA482EA1DEA32E2D" commented="no"><enum>(2)</enum><header>Bonus</header><text>Subject to the availability of appropriations, the chair of the Committee on the Budget of the House of Representatives or the Senate may pay a bonus to any private entity that, during any calendar year, provides estimates for legislation pursuant to paragraph (1) that are each within five percent of the actual cost of carrying out the enacted legislation. In determining such actual cost, the chairs shall consult with the Office of Management and Budget.</text></paragraph></subsection><subsection id="HA03D165910024565BB2274FE139D108A"><enum>(e)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="H2DFB2DFB2A494D57848621061F7DABB3"><enum>(1)</enum><header>Chief Administrative Officer</header><text display-inline="yes-display-inline">The term <term>Chief Administrative Officer</term> refers to the Chief Administrative Officer of the House of Representatives.</text></paragraph><paragraph id="HEF542C52412D48669E2AA7047ECE1FE6"><enum>(2)</enum><header>CBO</header><text>The term <term>CBO</term> refers to the Congressional Budget Office.</text></paragraph><paragraph id="HD6B5D2A1B8EC4E5EB86140E8E22A9363"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> refers to the Secretary of the Senate.</text></paragraph></subsection></section></legis-body></bill>
