R. 9613</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20221216">December 16, 2022</action-date><action-desc><sponsor name-id="S001209">Ms. Spanberger</sponsor> (for herself and <cosponsor name-id="M001213">Mr. Moore of Utah</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To change the treatment of certain Federal programs with respect to susceptibility to significant improper payments, and for other purposes.</official-title></form><legis-body id="HAC4FF596B334471C94C823EA78D81257" style="OLC"><section id="HCA2E628A54A64F1383739671DCC53496" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Improper Payments Act</short-title></quote>. </text></section><section id="HCF0134B88E594D8FB79B810E485CB89E"><enum>2.</enum><header>Treatment of certain new programs and activities</header><text display-inline="no-display-inline">Section 3352(a) of title 31, United States Code, is amended by adding at the end the following: </text><quoted-block style="OLC" id="H631B64D429FE42188612D801E31DB1EB" display-inline="no-display-inline"><paragraph id="H65C9B581285F4971B9B2F2A9F8BC237C"><enum>(4)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Any program or activity established by a Federal agency on or after the date of the enactment of this paragraph making more than $100,000,000 in payments in a fiscal year shall be construed to be a program or activity with outlays exceeding the statutory threshold dollar amount described in paragraph (3)(A)(i) that may be susceptible to significant improper payment.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H843E5EB2F1EE4E41A49DA5FD0A2C6293"><enum>3.</enum><header>Report requirement</header><text display-inline="no-display-inline">Section 3357(d) of title 31, United States Code, is amended by striking <quote>For each of fiscal years 2019 and 2020, each</quote> and inserting the following: <quote>Each</quote>. </text></section></legis-body></bill>
