which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Administrator of the Small Business Administration to create a grant program to fund existing consumer voucher matching programs.</official-title></form><legis-body id="H0E2F26AF31E149E38AA81CB34ED684A2" style="OLC"><section id="H299BAEB826B24705B97939B0AC61C423" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Bring our Small Businesses Back Act</short-title></quote>. </text></section><section id="H925FB9EACAB3430695A6D2DA528FA88D"><enum>2.</enum><header>Consumer voucher matching program</header><subsection id="H2F5EF53670FF4E238A0C8906566BAF37"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the Administrator of the Small Business Administration shall create a grant program (in this section referred to as the <quote>Program</quote>) under which the Administrator shall, subject to appropriations, make grants to eligible entities described in subsection (b)(1) for the uses specified under subsection (c).</text></subsection><subsection id="H9230663ECB4347EBA9CB0E10F1AC1F7D"><enum>(b)</enum><header>Eligible entities</header><paragraph id="H6B1F0EC5C3CA4DD49D23FB6D6CA4F629"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">For purposes of this Program, an eligible entity is a unit of local government that—</text><subparagraph id="HCE4B4B830FE04EEC97E482740A5A79CD"><enum>(A)</enum><text>has a consumer voucher matching program for small business concerns that have experienced a loss in revenue as a result of the COVID–19 pandemic;</text></subparagraph><subparagraph id="H6BD4D1A3492447A98029A7DE8F56138F"><enum>(B)</enum><text>has within the jurisdiction of such unit of local government, as determined by the Director of the Bureau of the Census in the 2017 Economic Census—</text><clause id="H79DA5C4A0AA74B92B4C3B2AB21ADC1B0"><enum>(i)</enum><text>total retail sales less than or equal to $13,000,000; or</text></clause><clause id="H6F16BD8A454F4E91B06296B5B61F7932"><enum>(ii)</enum><text display-inline="yes-display-inline">total accommodation and food service sales less than or equal to $2,500,000; and</text></clause></subparagraph><subparagraph id="H93BE9470B4A04B34BE052612A21C0B02"><enum>(C)</enum><text>submits an application in accordance with paragraph (2) of this subsection.</text></subparagraph></paragraph><paragraph id="HC743DF71DDC3438E83FAF3F7CC8B95AC"><enum>(2)</enum><header>Application</header><text>To be eligible for a grant under the Program, a unit of local government shall submit to the Administrator an application, in such form, at such time, and containing such information as the Administrator determines appropriate, including—</text><subparagraph id="H658683A2D282439BA53785DE68AA8CE0"><enum>(A)</enum><text>a plan that includes information on how such unit of local government will use funds in accordance with subsection (c);</text></subparagraph><subparagraph id="HB55BE327DCF342C18C67335638FA810C"><enum>(B)</enum><text>information proving that small business concerns within such unit of local government lost revenue as a result of the COVID–19 pandemic;</text></subparagraph><subparagraph id="HAF99D499E8324935B64BECC38C947C9E"><enum>(C)</enum><text>the number of individuals such unit of local government expects to serve under the Program; and</text></subparagraph><subparagraph id="HEBBE2D92AA9B4B649E1804C35926FDF8"><enum>(D)</enum><text>how the grant will be used to affect the development of small business concerns that were negatively affected by the COVID–19 pandemic.</text></subparagraph></paragraph></subsection><subsection id="H3ACE6EFE8FB5483FB3CAF8D752BF1AB9"><enum>(c)</enum><header>Eligible uses</header><paragraph id="HCC77B4977C554331BC4DFFAC7722E4D5"><enum>(1)</enum><header>In general</header><text>A unit of local government that receives a grant under this Program shall use grant amounts to fund a consumer voucher matching program. </text></paragraph><paragraph id="H108E58ED192A47738F382D21985705D2"><enum>(2)</enum><header>Limitation</header><text>Not more than 10 percent of the grant funds received under the Program may be used for the administration of a consumer voucher matching program.</text></paragraph></subsection><subsection id="H6272F2C2480D44CCB3363CFDD6E443DE"><enum>(d)</enum><header>Reporting requirements</header><text display-inline="yes-display-inline">Each unit of local government receiving a grant under the Program shall, on an annual basis, submit to the Administrator of the Small Business Administration a report on—</text><paragraph id="HF82EA4F15BE54070A87AE6A1A595EF61"><enum>(1)</enum><text>which small business concerns participated in a consumer voucher matching program funded by the Program;</text></paragraph><paragraph id="HA23C772C01C74D09B371DB9107309B11"><enum>(2)</enum><text>the number of individuals served by a consumer voucher matching program;</text></paragraph><paragraph id="HF4286B5F36B143F5B834A23BCD48F632"><enum>(3)</enum><text>any changes to economic development indicators as a result of the activities supported by the use of grant funds under the Program, including—</text><subparagraph id="HB22B084F7FBA4516959D801A70AEC3AC"><enum>(A)</enum><text>any increase in the total revenue of small business concerns within such unit of local government; and</text></subparagraph><subparagraph id="HDD4A3EB6731B435BBB790A0B5898FFCC"><enum>(B)</enum><text>any increase in the number of small business concerns participating in a consumer voucher matching program; and </text></subparagraph></paragraph><paragraph id="HB2E6D729B06E426198702AD68B556833"><enum>(4)</enum><text>the amount of funds received under the Program used for the administration of a consumer voucher matching program.</text></paragraph></subsection><subsection id="H55102BF6954F4508B696D1E0DF5E4DAE"><enum>(e)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Administrator of the Small Business Administration $100,000,000 for each of the fiscal years 2023 and 2024 to carry out this section.</text></subsection><subsection id="H71241FF93EF04D2D925C72FE636B29B9"><enum>(f)</enum><header>Definitions</header><paragraph id="H293CC72514C14890972347C090078D84"><enum>(1)</enum><header>Consumer voucher matching program</header><text display-inline="yes-display-inline">The term <term>consumer voucher matching program</term> means a program that was established prior to the date of the enactment of this Act under which funds contributed by an individual are matched by a unit of local government for the purpose of expenditure at small business concerns within the jurisdiction of such unit of local government. </text></paragraph><paragraph id="HE8E057484D1D47638CFD5F995E368F11"><enum>(2)</enum><header>Small business concern</header><text display-inline="yes-display-inline">The term <term>small business concern</term> has the meaning given such term under section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>).</text></paragraph></subsection></section></legis-body></bill>
