R. 924</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210208">February 8, 2021</action-date><action-desc><sponsor name-id="C001063">Mr. Cuellar</sponsor> (for himself and <cosponsor name-id="M001157">Mr. McCaul</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide funding for humanitarian relief at the southern border of the United States.</official-title></form><legis-body id="H222374B191CB450498D7E7230C5A8952" style="OLC"><section id="HEF453AD9D58C4487B2C5966B53C9E125" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Southern Border Communities Reimbursement Act of 2021</short-title></quote>.</text></section><section section-type="subsequent-section" id="H14DC4F6946DD4A71BB3E8BB386D22519"><enum>2.</enum><header>Funding for humanitarian relief at the border</header><subsection id="H5B4B1A6D73984D98A44EBA9C60ECBAE3"><enum>(a)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated for the emergency food and shelter program under title III of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11331">42 U.S.C. 11331</external-xref> et seq.), for use only under subsection (b) of this section, $30,000,000 for each of fiscal years 2021, 2022, and 2023.</text></subsection><subsection id="H4208289DF66B4D26B4E2344CBEF0EA5F"><enum>(b)</enum><header>Use</header><paragraph id="H0775AE661B7A47AEB7EEAAF85F655913"><enum>(1)</enum><header>Eligible costs</header><text>Amounts made available under subsection (a) may be used only to reimburse costs related to providing humanitarian relief to aliens, including the cost of emergency preparedness activities.</text></paragraph><paragraph id="HC245D9B4EB624145AE9E08048944E319"><enum>(2)</enum><header>Disbursement deadline</header><text>Notwithstanding sections 315 and 316(b) of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11345">42 U.S.C. 11345</external-xref>, 11346(b)), the Emergency Food and Shelter Program National Board shall begin disbursing the amounts made available under subsection (a) of this section not later than 60 days after the date on which the amounts become available.</text></paragraph><paragraph id="H6F962A5718EB4796BC9F0D24D48335E5"><enum>(3)</enum><header>Distribution</header><text>Of the amounts made available for a fiscal year under subsection (a), the Emergency Food and Shelter Program National Board shall distribute—</text><subparagraph id="HBE39D00C70EC4DBDA50F5B608AF75BF1"><enum>(A)</enum><text>$25,000,000 to jurisdictions or local recipient organizations serving communities in the States of Arizona, California, New Mexico, and Texas; and</text></subparagraph><subparagraph id="HD93BEE2B9A2F40E4AC5D783FBB989EEE"><enum>(B)</enum><text>$5,000,000 to jurisdictions or local recipient organizations serving communities in States not located along the international border between the United States and Mexico.</text></subparagraph></paragraph><paragraph id="H473C84A0C1AF4E8E8597CDADF334D6DF"><enum>(4)</enum><header>Eligible period</header><text>Amounts made available under subsection (a) may be used to reimburse jurisdictions or local recipient organizations described in paragraph (3) of this subsection only for costs incurred on or after October 1, 2020.</text></paragraph></subsection></section></legis-body></bill>
