R. 9212</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20221021">October 21, 2022</action-date><action-desc><sponsor name-id="G000552">Mr. Gohmert</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 18, United States Code, with respect to murder perpetrated by a domestic terrorist, and for other purposes.</official-title></form><legis-body id="HF1355642326C4C3896761FC941B36A51" style="OLC"><section id="H4B9A0D75003C4498AC5299D1215AE8DB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Domestic Terrorist Murder Act (DTMA) of 2022</short-title></quote>. </text></section><section id="HAFA106DDC95844C5B5CD737CD0E94D62"><enum>2.</enum><header>Murder perpetrated by a domestic terrorist</header><subsection id="H87F8633E9F1E4707A5526934E0EB1BBC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/51">Chapter 51</external-xref> of title 18, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/18/1111">section 1111</external-xref> the following:</text><quoted-block style="OLC" id="H678668162CEA4DBE806E24F663CC322C" display-inline="no-display-inline"><section id="HE012105538414264B253FC9AC5F706CB"><enum>1111A.</enum><header>Domestic terrorist murder</header><subsection id="H865D4E595A6841859EE6038EE0195F92"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Whoever is a member of a criminal street gang (as defined by section 521) or a covered individual and is guilty of murder under section 1111 shall be guilty of domestic terrorist murder and shall be sentenced to death or a term of imprisonment for life without parole and may not be sentenced to a term of imprisonment less than 20 years. </text></subsection><subsection id="H4BA4D5CD47C4437EB711B64896E057A3"><enum>(b)</enum><header>Covered individual defined</header><text display-inline="yes-display-inline">In this section, the term <quote>covered individual</quote> means an individual who is or has been associated with an organization or group that has caused more than $500,000 in damages by virtue of protests, riots, or other destructive actions.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H88473FBE1ADD40A5A41B47851308CA9D"><enum>(b)</enum><header>Table of contents</header><text display-inline="yes-display-inline">The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/51">chapter 51</external-xref> of title 18, United States Code, is amended by inserting after the matter involving section 1111 the following:</text><quoted-block style="OLC" id="H6EC37E8668FF4993A3DE889A7FEBB062" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">1111A.
