R. 901</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210205">February 5, 2021</action-date><action-desc><sponsor name-id="S001213">Mr. Steil</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the issuance of licenses or other waivers from sanctions imposed pursuant to certain authorities relating to the conduct of Iran, and for other purposes.</official-title></form><legis-body id="H2A56C06BD60F4A76903675E3FC624E95" style="OLC"><section id="HCE2A5C2C4EB04551AA4FDDDF98A62186" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Sanctions Relief for Terrorists Act</short-title></quote>.</text></section><section id="HE9DA8775DD49423192C0DBD4492B1FE1"><enum>2.</enum><header>Prohibition on licenses and waivers</header><subsection id="H273F9D7DC1274E8782551C5CBCAAA6B7"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">No license or waiver may be granted with respect to any transaction with any foreign person described in subsection (b) unless the President certifies to the following committees that the foreign persons have ceased their involvement in terrorism:</text><paragraph id="HE8846831C561495CAC31559ED88834B7"><enum>(1)</enum><text>The Committee on Foreign Affairs and the Committee on Financial Services of the House of Representatives.</text></paragraph><paragraph id="HC23D86E3FB3641A1BB747A9F9CC0ACEB"><enum>(2)</enum><text>The Committee on Foreign Relations and the Committee on Banking, Housing, and Urban Affairs of the Senate.</text></paragraph></subsection><subsection id="HDFB06C38E94941CAA6E040C74F3FC432"><enum>(b)</enum><header>Sanctioned persons</header><text display-inline="yes-display-inline">The foreign persons described in this subsection are all Iranian individuals and entities included, as of January 20, 2021, on the list of specially designated nationals and blocked persons maintained by the Office of Foreign Assets Control of the Department of the Treasury pursuant to Executive Order 13224 (66 Fed. Reg. 49079; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism).</text></subsection><subsection id="H66AEBF78D38E428E8A9E0084AB90B762"><enum>(c)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">The prohibition under subsection (a) may not be construed to restrict or modify any general license issued by the Office of Foreign Asset Control relating to transactions with persons described in subsection (b), as in effect on January 20, 2021.</text></subsection></section></legis-body></bill>
