which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize the Secretary of Health and Human Services to provide grants to medical and other health profession schools to expand or develop education and training programs for substance use prevention and treatment, and for other purposes.</official-title></form><legis-body id="HEB5B3A62E9E14EE989E846568A660804" style="OLC"><section id="HDC2B0D6966A5439AB5EA0C5625736CDD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Solutions Not Stigmas Act of 2022</short-title></quote>.</text></section><section id="HC6D6432FA8FB461BA21919DB4EEC201E"><enum>2.</enum><header>Grant program to develop or enhance substance use disorder treatment-related curricula in medical and other health profession schools</header><subsection id="H98C86B7101E64B1FAB3CB7308DF5E80B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary acting through the Administrator of the Health Resources and Services Administration (in this section referred to as the ‘Secretary’) may award grants to eligible entities to establish, expand, and implement substance use disorder treatment or chronic pain education curricula, including with respect to clinical training experiences in primary care, mental, and behavioral health settings.</text></subsection><subsection display-inline="no-display-inline" id="H6C997653CBCB4516ACBEAEE4D7063D71"><enum>(b)</enum><header>Curricula</header><text>Curricula funded under this section shall—</text><paragraph id="H88A99F02309E4717B964C3730E9E531E"><enum>(1)</enum><text>be designed based on the best possible evidence to improve communication and provider preparedness with respect to substance use disorder and chronic pain treatment;</text></paragraph><paragraph id="HF93FA22A915E4D3CAA7AEE9DEDF52F1E"><enum>(2)</enum><text display-inline="yes-display-inline">include curricula on—</text><subparagraph id="H11950C9BD2154E8D9BE85EB30C1BBA07"><enum>(A)</enum><text>prevention and early intervention for unhealthy substance use;</text></subparagraph><subparagraph id="H61CE20F3A9064BCFB9663937837D742B"><enum>(B)</enum><text>best practices, when applicable, for prescribing opioids and other addictive substances; and</text></subparagraph><subparagraph id="HB915C1F7DA3B43CD9FE72562922C759F"><enum>(C)</enum><text display-inline="yes-display-inline">clinical training experiences in primary care, mental, and behavioral health care settings to complement classroom-based instruction; and</text></subparagraph></paragraph><paragraph id="H05CCBF2BE1FE4ECD954B766109BB23EA"><enum>(3)</enum><text>highlight the importance of reducing stigma and bias associated with substance use disorders and chronic pain.</text></paragraph></subsection><subsection id="H238F2C3480534B72879596FE49D44E4A"><enum>(c)</enum><header>Eligibility</header><text>To be eligible to receive a grant under this section, an entity shall—</text><paragraph id="H352955B6594C4601955794B6AEBEA74A"><enum>(1)</enum><text>be—</text><subparagraph id="HBF0C8037ADDA4A6B8A0C2289257C6315"><enum>(A)</enum><text>a school of allopathic medicine, or a school of osteopathic medicine (as defined in section 799B of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/295p">42 U.S.C. 295p</external-xref>));</text></subparagraph><subparagraph id="H0BB6FE6BF90848A682BA059DBBEC960A"><enum>(B)</enum><text display-inline="yes-display-inline">a school of nursing (as defined in section 801 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/296">42 U.S.C. 296</external-xref>));</text></subparagraph><subparagraph id="H560F028B1425414DB1004FEB5E06ACFF"><enum>(C)</enum><text display-inline="yes-display-inline">a health profession school or program (other than a school of allopathic medicine or osteopathic medicine) that is accredited by an appropriate (as determined by the Secretary) accrediting body, including any such physician assistant educational program; or</text></subparagraph><subparagraph id="HF893C1272E374C55BD216C9C118E5EDD"><enum>(D)</enum><text>a residency or fellowship program accredited by the Accreditation Council for Graduate Medical Education (ACGME); and</text></subparagraph></paragraph><paragraph id="H23F5CCD075B84D36BC3505B47C75D8EC"><enum>(2)</enum><text>submit an application to the Secretary by such time, in such form and manner, and containing such information as specified by the Secretary, including—</text><subparagraph id="H654E709AE44244DC877D38D900C28D02"><enum>(A)</enum><text>a description of how the entity intends to implement the substance use disorder treatment or chronic pain training curricula funded under this section; and</text></subparagraph><subparagraph id="H4F5607BD2BFF4A1F8C5E1C67FCD3DF88"><enum>(B)</enum><text>a description of how the entity intends to evaluate the success of such curricula.</text></subparagraph></paragraph></subsection><subsection id="H3CAA3260AECE49C4BC2F6F3E78DBF745"><enum>(d)</enum><header>Administrative provisions</header><paragraph id="H115F8AF7DD874F24BBAE2BE40B464D48"><enum>(1)</enum><header>Duration of grant</header><text>Under this section, a grant awarded to an entity shall be for a three-year period.</text></paragraph><paragraph id="H67852E8780B2479A95C0F2D1F33BB467"><enum>(2)</enum><header>Limitations</header><subparagraph id="HD3106163AFAC444F9A8BF2A37A96A6AA"><enum>(A)</enum><header>Grant amounts</header><text>A grant awarded to an eligible entity under this section may not exceed $500,000.</text></subparagraph><subparagraph id="H3E7D3A4ABFCA46ADB031E8202F95F6BB"><enum>(B)</enum><header>One grant per school</header><text>An entity shall not be eligible for more than one grant, and the Secretary shall not renew a grant, under this section.</text></subparagraph></paragraph><paragraph id="HF10ED8969FC54912849A136AE2D057CE"><enum>(3)</enum><header>Priority</header><text>In awarding grants under this section, the Secretary shall give priority to medical schools and other health profession schools and programs—</text><subparagraph id="H601E2E2AA17F45838FD94B0933380EB3"><enum>(A)</enum><text>that submit applications under subsection (c)(2)—</text><clause id="H0B50907A6D4045738CD673144FE157F9"><enum>(i)</enum><text display-inline="yes-display-inline">in coordination with an addiction medicine fellowship training program;</text></clause><clause id="HBBA79F72057B457090C6839E8C004357"><enum>(ii)</enum><text>in coordination with a residency program; or</text></clause><clause id="H9B3A9CFB214F49F481E33F1126834EFB"><enum>(iii)</enum><text>demonstrating specific outcomes competencies in substance use disorders or chronic pain management; or</text></clause></subparagraph><subparagraph id="HAB7EA826B4B9430D8B83C1A63CBC0480"><enum>(B)</enum><text>that, for purposes of implementing curricula funded under this section through the use of such a grant, partner with education programs for both physicians and non-physician health professionals.</text></subparagraph></paragraph></subsection><subsection id="H6BAF1A6FD44940329EA645AA5ECCF7A5"><enum>(e)</enum><header>Funding</header><text>There is authorized to be appropriated to the Secretary to carry out this section $5,000,000 for each fiscal years 2022 through 2024.</text></subsection></section></legis-body></bill>
