R. 8987</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20221011">October 11, 2022</action-date><action-desc>Received</action-desc></action><action><action-date date="20221114">November 14, 2022</action-date><action-desc> Read the first time</action-desc></action><action><action-date date="20221115">November 15, 2022</action-date><action-desc>Read the second time and placed on the calendar</action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To amend the Justice for United States Victims of State Sponsored Terrorism Act to authorize appropriations for catch-up payments from the United States Victims of State Sponsored Terrorism Fund.</official-title></form><legis-body id="H93811B361B3049B7B6AEA6C97AB9CDC3" style="OLC"><section id="HD0A1DA4129C441FC820554FD85B59D50" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fairness for 9/11 Families Act</short-title></quote>. </text></section><section id="HE2371197981F4B2385B6D6E2F0CC39FA"><enum>2.</enum><header>Appropriations</header><subsection id="H200710529810443BBCADCA0481B05386" display-inline="no-display-inline"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 404(d)(4)(C) of the Justice for United States Victims of State Sponsored Terrorism Act (<external-xref legal-doc="usc" parsable-cite="usc/34/20144">34 U.S.C. 20144(d)(4)(C)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H4AE369E757B846C1AAFC6E5F0D19EF8C"><clause id="H572BAC0B705E491E8ED41810C1BEA25A"><enum>(iv)</enum><header>Authorization</header><subclause id="H97244EEB15314838A1E0A3AC89CFF82A"><enum>(I)</enum><header>In general</header><text display-inline="yes-display-inline">The Special Master shall authorize lump sum catch-up payments in amounts equal to the amounts described in subclauses (I), (II), and (III) of clause (iii).</text></subclause><subclause id="H3194F56D097C4F85A082570EB0B9BFF2"><enum>(II)</enum><header>Appropriations</header><item id="H485DF7B690824545B5F32B5E0993263C"><enum>(aa)</enum><header>In general</header><text>There are authorized to be appropriated and there are appropriated to the Fund such sums as are necessary to carry out this clause, to remain available until expended.</text></item><item id="H0F27B6382F4547ABAE9A0ACAA4490846"><enum>(bb)</enum><header>Limitation</header><text>Amounts appropriated pursuant to item (aa) may not be used for a purpose other than to make lump sum catch-up payments under this clause.</text></item></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H618A3206DF4F407587BAE1648F5E0870"><enum>(b)</enum><header>Rescission</header><text>Of the unobligated balances of amounts made available under the heading <quote>Small Business Administration—Business Loans Program Account, CARES Act</quote>, for carrying out paragraphs (36) and (37) of section 7(a) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)</external-xref>), $2,982,000,000 are hereby rescinded.</text></subsection></section></legis-body><attestation><attestation-group><attestation-date date="20220930" chamber="House">Passed the House of Representatives September 30, 2022.</attestation-date><attestor display="yes">Cheryl L.
