<section id="HC1EE5182DCFC444BB878A2D78AD87632" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Taxpayer Dollars for Russian Oligarchs Act</short-title></quote>.</text> </section> <section id="H5AA12CEBA4224CCCA42C4635570896E5"><enum>2.</enum><header>Prohibition on maintenance of certain seized assets</header> <subsection id="HC65F4D80366F4B089354AA013A9D5D63"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law and except to protect public health and safety, no Federal funds may be made available to maintain civilian vehicular assets—</text> 
<paragraph id="H31AC4F5660AB40BA8E11E00ACA0E093C"><enum>(1)</enum><text display-inline="yes-display-inline">seized in response to Russia’s invasion of Ukraine;</text></paragraph> <paragraph id="HEDE85A931B2F4070937FA2C8E1C4997F"><enum>(2)</enum><text>seized by or in coordination with the Task Force KleptoCapture or its successors; or</text></paragraph> 
<paragraph id="HF2DC47824F4A4EEF8414BCD2169D9426"><enum>(3)</enum><text>that belong to or are directly linked to Russian oligarchs or government officials sanctioned by the United States Government.</text></paragraph></subsection> <subsection id="H38D731F7F435420A8BD29034128AB828"><enum>(b)</enum><header>No cause of action</header><text display-inline="yes-display-inline">A person who suffers damage by reason of a wrongful or excessive seizure of those assets described in subsection (a) does not have a cause of action against the applicant for the order under which such seizure was made.</text></subsection> 
<subsection id="H9AFCD0834FE64170A98A7DFE16A397A9"><enum>(c)</enum><header>Nonapplicability of certain seizure requirements</header><text display-inline="yes-display-inline">The provisions of subsections (f) through (h) of section 1963 of title 18, United States Code, shall not apply with respect to the maintenance or preservation in value of civilian vehicular assets—</text> <paragraph id="HB6E956D0BA7D47AA9180E65A46E0791B"><enum>(1)</enum><text>seized in response to Russia’s invasion of Ukraine;</text></paragraph> 
<paragraph id="HB01A580812704F4FBC88B1998CC7C771"><enum>(2)</enum><text>seized by, or in coordination with, the Task Force KleptoCapture or its successors; or</text></paragraph> <paragraph id="HC729E4908AF145EFACA1EE2FA510D25A"><enum>(3)</enum><text>that belong to or are directly linked to Russian oligarchs or government officials sanctioned by the United States Government.</text></paragraph></subsection> 
<subsection id="HBDEEE6ECB00540FAA711F3AB407683B9"><enum>(d)</enum><header>Nonapplicability of certain civil forfeiture provisions</header><text display-inline="yes-display-inline">Section 981(g) of title 18, United States Code, shall not apply with respect to the maintenance or preservation in value of civilian vehicular assets—</text> <paragraph id="H1B2E5A7CC458470EB8C18962A0C4419C"><enum>(1)</enum><text>seized in response to Russia’s invasion of Ukraine;</text></paragraph> 
<paragraph id="H5A72090FB9574C7184318D3F7FF58CEA"><enum>(2)</enum><text>seized by, or in coordination with, the Task Force KleptoCapture or its successors; or</text></paragraph> <paragraph id="H3B596A18648E4B91BAEB2453BAF9ECA7"><enum>(3)</enum><text>that belong to or are directly linked to Russian oligarchs or government officials sanctioned by the United States Government.</text></paragraph></subsection> 
<subsection id="HD003D92F2CFD468E9F5EAF5316713A98"><enum>(e)</enum><header>Nonapplicability of certain rules of Federal Criminal Procedure</header><text display-inline="yes-display-inline">Rule 32.2(b)(3) of the Federal Rules of Criminal procedure shall not apply with respect to the maintenance or preservation in value of civilian vehicular assets—</text> <paragraph id="HD920299A829C430381588F8B8777CF50"><enum>(1)</enum><text>seized in response to Russia’s invasion of Ukraine;</text></paragraph> 
<paragraph id="H7E53014B37A548C78F1ACA18DD060CE5"><enum>(2)</enum><text>seized by, or in coordination with, the Task Force KleptoCapture or its successors; or</text></paragraph> <paragraph id="H1B7D9408FE4240F2949BC65042F0917C"><enum>(3)</enum><text>that belong to or are directly linked to Russian oligarchs or government officials sanctioned by the United States Government.</text></paragraph></subsection> 
<subsection id="HAFBF77A47DEF4C28B0979EABEB7CDF0A"><enum>(f)</enum><header>Department of the Treasury Forfeiture Fund</header> 
<paragraph id="HC3FFB8555E4C4708A6B596668F9F33BB"><enum>(1)</enum><header>Limitation</header><text>Amounts appropriated from the Department of the Treasury Forfeiture Fund pursuant to section 9705(g)(1) of title 31, United States Code, may not be used for the maintenance or preservation in value of civilian vehicular assets—</text> <subparagraph id="H6213FD42C0B442749372C2EA533ABCBB"><enum>(A)</enum><text>seized in response to Russia’s invasion of Ukraine;</text></subparagraph> 
<subparagraph id="H5A5C8794E10B470BBE92348B824EB873"><enum>(B)</enum><text>seized by, or in coordination with, the Task Force KleptoCapture or its successors; or</text></subparagraph> <subparagraph id="HA74D231F3ED244DF87AE2FFB6F8394D5"><enum>(C)</enum><text>that belong to or are directly linked to Russian oligarchs or government officials sanctioned by the United States Government.</text></subparagraph></paragraph> 
<paragraph id="HAB80AFFA34B04E19818BF7F4538F33E7"><enum>(2)</enum><header>Authorized use</header><text display-inline="yes-display-inline">Amounts appropriated from the Department of the Treasury Forfeiture Fund pursuant to section 9705(g)(1) of title 31, United States Code, may be used for any other proper expense of seizure of civilian vehicular assets.</text></paragraph></subsection> <subsection id="H0A8FC5D0701045F2BDF7B55E00A9D69F"><enum>(g)</enum><header>Department of Justice Assets Forfeiture Fund</header> <paragraph id="H61A635EC34104767A0C20723AA38C8BF"><enum>(1)</enum><header>Limitation</header><text>Amounts made available for the Department of Justice Assets Forfeiture Fund pursuant to section 524(c)(1)(A) of title 28, United States Code, may not be used for the maintenance or preservation in value of civilian vehicular assets—</text> 
<subparagraph id="H8B6AE345655A4D13B04D306C42C09EBF"><enum>(A)</enum><text>seized in response to Russia’s invasion of Ukraine;</text></subparagraph> <subparagraph id="HC7E13E5DF96F455392DFED2603952983"><enum>(B)</enum><text>seized by, or in coordination with, the Task Force KleptoCapture or its successors; or</text></subparagraph> 
<subparagraph id="H3FAEDF4033C941F78D5865E4AB1AA1B8"><enum>(C)</enum><text>that belong to or are directly linked to Russian oligarchs or government officials sanctioned by the United States Government.</text></subparagraph></paragraph> <paragraph id="H4BE2A6511C1E4DB5827C0893B10B30A4"><enum>(2)</enum><header>Authorized use of Department of Justice Assets Forfeiture Fund</header><text display-inline="yes-display-inline">Amounts made available for the Department of Justice Assets Forfeiture Fund pursuant to section 524(c)(1)(A) of title 28, United States Code, may be used for any other proper expense of seizure of civilian vehicular assets.</text></paragraph></subsection></section>
