<section id="HCCC81C7B4B3D493EBA1EA806B5576D35"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="H4304AE95596D48C3953B5E2AD96C0849"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means—</text> 
<subparagraph id="HF026F49727194757A8C8324E9002D158"><enum>(A)</enum><text>with respect to land under the jurisdiction of the Secretary of Agriculture, the Secretary of Agriculture; and</text></subparagraph> <subparagraph id="H5E25AE056EAE46D6BAFBD9114279D4DD"><enum>(B)</enum><text>with respect to land under the jurisdiction of the Secretary of the Interior, the Secretary of the Interior.</text></subparagraph></paragraph> 
<paragraph id="H99B8AB8DCB0241BBA2CC9C85D14EF5CE"><enum>(2)</enum><header>State</header><text>The term <term>State</term> means the State of California.</text></paragraph></section> <title id="H93648052E45F427E9800124CCA4E47A3"><enum>I</enum><header>Restoration and economic development</header> <section id="H16E7C60EEDA34D36A9CD929A6664F26B"><enum>101.</enum><header>South Fork Trinity-Mad River Restoration Area</header> <subsection id="HC1A0AAF02734451A8B714443AFC8F306"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H16C8B2557CDD4032B386A7BC558FB025"><enum>(1)</enum><header>Collaboratively developed</header><text>The term <term>collaboratively developed</term> means projects that are developed and implemented through a collaborative process that—</text> <subparagraph id="H81C34B199FBD41A39AAD81B50B596D99"><enum>(A)</enum><text>includes—</text> 
<clause id="H921709CF90FF494795AA619F03045FC4"><enum>(i)</enum><text>appropriate Federal, State, and local agencies; and</text></clause> <clause id="H454A9A6FBBAA4909BC29F575F3A97905"><enum>(ii)</enum><text>multiple interested persons representing diverse interests; and</text></clause></subparagraph> 
<subparagraph id="H3A274AF4418643D299CDCBF2F55D27B9"><enum>(B)</enum><text>is transparent and nonexclusive.</text></subparagraph></paragraph> <paragraph id="H295FCB8AD7184AB49E6F1897EC880D78"><enum>(2)</enum><header>Plantation</header><text>The term <term>plantation</term> means a forested area that has been artificially established by planting or seeding.</text></paragraph> 
<paragraph id="H2F46E19B209544E7BF3CABF6B68D1C1F"><enum>(3)</enum><header>Restoration</header><text>The term <term>restoration</term> means the process of assisting the recovery of an ecosystem that has been degraded, damaged, or destroyed by establishing the composition, structure, pattern, and ecological processes necessary to facilitate terrestrial and aquatic ecosystem sustainability, resilience, and health under current and future conditions.</text></paragraph> <paragraph id="H837CB14BCB264A868A20A8E1624C2C57"><enum>(4)</enum><header>Restoration area</header><text>The term <term>restoration area</term> means the South Fork Trinity-Mad River Restoration Area, established by subsection (b).</text></paragraph> 
<paragraph id="H319F1DF1D7C940AC91353C6490C13F9D"><enum>(5)</enum><header>Shaded fuel break</header><text>The term <term>shaded fuel break</term> means a vegetation treatment that effectively addresses all project-generated slash and that retains: adequate canopy cover to suppress plant regrowth in the forest understory following treatment; the longest lived trees that provide the most shade over the longest period of time; the healthiest and most vigorous trees with the greatest potential for crown-growth in plantations and in natural stands adjacent to plantations; and all mature hardwoods, when practicable.</text></paragraph> <paragraph id="H10863C6AEB4447369748D64B41E140AF"><enum>(6)</enum><header>Stewardship contract</header><text>The term <term>stewardship contract</term> means an agreement or contract entered into under section 604 of the Healthy Forests Restoration Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/16/6591c">16 U.S.C. 6591c</external-xref>).</text></paragraph> 
<paragraph id="HA16E4A2520ED4E44B59A5B299592340B"><enum>(7)</enum><header>Wildland-urban interface</header><text>The term <term>wildland-urban interface</term> has the meaning given the term by section 101 of the Healthy Forests Restoration Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/16/6511">16 U.S.C. 6511</external-xref>).</text></paragraph></subsection> <subsection id="HA60F053F055445FDB712FAB4977E524E" display-inline="no-display-inline"><enum>(b)</enum><header>Establishment</header><text display-inline="yes-display-inline">Subject to valid existing rights, there is established the South Fork Trinity-Mad River Restoration Area, comprising approximately 871,414 acres of Federal land administered by the Forest Service and Bureau of Land Management, as generally depicted on the map entitled <quote>South Fork Trinity-Mad River Restoration Area</quote> and dated May 15, 2020, to be known as the South Fork Trinity-Mad River Restoration Area.</text></subsection> 
<subsection id="H6E6E09A946D0499D83B2197679C8D018"><enum>(c)</enum><header>Purposes</header><text>The purposes of the restoration area are to—</text> <paragraph id="H8E1A10FBF51F42C081A6093AFFC5EE54"><enum>(1)</enum><text>establish, restore, and maintain fire-resilient forest structures containing late successional forest structure characterized by large trees and multistoried canopies, as ecologically appropriate;</text></paragraph> 
<paragraph id="H35BBF1F0291741A39729794686FEABD2"><enum>(2)</enum><text>protect late successional reserves;</text></paragraph> <paragraph id="HF9FB9FE0A0F84E2BBD1B15199615F8B9"><enum>(3)</enum><text>enhance the restoration of Federal lands within the restoration area;</text></paragraph> 
<paragraph id="H56AC94F2091F4F5D9D79564F465DD51E"><enum>(4)</enum><text>reduce the threat posed by wildfires to communities within the restoration area;</text></paragraph> <paragraph id="H974212C92F7B4452B0F117D482ACB775"><enum>(5)</enum><text>protect and restore aquatic habitat and anadromous fisheries;</text></paragraph> 
<paragraph id="HCEF578A9CB974D4B93C7065457473E19"><enum>(6)</enum><text>protect the quality of water within the restoration area; and</text></paragraph> <paragraph id="H0D597870998A48199050439E94A1B7D6"><enum>(7)</enum><text>allow visitors to enjoy the scenic, recreational, natural, cultural, and wildlife values of the restoration area.</text></paragraph></subsection> 
<subsection id="H96B923E4C3904908B20939B1A4E515A1"><enum>(d)</enum><header>Management</header> 
<paragraph id="H919E80BE583443C0A861F782DE09AAF7"><enum>(1)</enum><header>In general</header><text>The Secretary shall manage the restoration area—</text> <subparagraph id="HB084C631571C4CEFA44E8FE143EAB347"><enum>(A)</enum><text>in a manner consistent with the purposes described in subsection (c);</text></subparagraph> 
<subparagraph id="HEF764FCBE52C450AAA403465EA0507F1"><enum>(B)</enum><text>in a manner that—</text> <clause id="HB7D22C8294234D46A15992E4F3D0A17F"><enum>(i)</enum><text>in the case of the Forest Service, prioritizes restoration of the restoration area over other nonemergency vegetation management projects on the portions of the Six Rivers and Shasta-Trinity National Forests in Humboldt and Trinity Counties; and</text></clause> 
<clause id="H8ABEDCB7E51A4A95B32F884D9975F1EC"><enum>(ii)</enum><text>in the case of the United States Fish and Wildlife Service, establishes with the Forest Service an agreement for cooperation to ensure timely completion of consultation required by section 7 of the Endangered Species Act (<external-xref legal-doc="usc" parsable-cite="usc/15/1536">15 U.S.C. 1536</external-xref>) on restoration projects within the restoration area and agreement to maintain and exchange information on planning schedules and priorities on a regular basis;</text></clause></subparagraph> <subparagraph id="H9CAC08B5C18F4903B490997821BDE0A7"><enum>(C)</enum><text>in accordance with—</text> 
<clause id="HE01E5B56E2A04C6C824C9F3D642CEC8C"><enum>(i)</enum><text>the laws (including regulations) and rules applicable to the National Forest System for land managed by the Forest Service;</text></clause> <clause id="HB8E80AE040DE49CAB17B71F204F8852B"><enum>(ii)</enum><text>the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701</external-xref> et seq.) for land managed by the Bureau of Land Management;</text></clause> 
<clause id="HF8C20822C90943C9B3E1E18070CB28C1"><enum>(iii)</enum><text>this Act; and</text></clause> <clause id="H13576CE6E41640DF8C5A9980ACACC2FB"><enum>(iv)</enum><text>any other applicable law (including regulations); and</text></clause></subparagraph> 
<subparagraph id="H8C4FEE7D429A4B03B1784C2809EC3118"><enum>(D)</enum><text>in a manner consistent with congressional intent that consultation for restoration projects within the restoration area is completed in a timely and efficient manner.</text></subparagraph></paragraph> <paragraph id="H026CB466C1034F4EB474AD8E3270662E"><enum>(2)</enum><header>Conflict of laws</header> <subparagraph id="HF44FBE7D21BA4BCCAE1910EE95D78C98"><enum>(A)</enum><header>In general</header><text>The establishment of the restoration area shall not change the management status of any land or water that is designated wilderness or as a wild and scenic river, including lands and waters designated by this Act.</text></subparagraph> 
<subparagraph id="H353EC7C1FDF64C0AAC0F41AD2139C945"><enum>(B)</enum><header>Resolution of conflict</header><text>If there is a conflict between the laws applicable to the areas described in subparagraph (A) and this section, the more restrictive provision shall control.</text></subparagraph></paragraph> <paragraph id="HED8771E99D554596B756F206EB08B3FC"><enum>(3)</enum><header>Uses</header> <subparagraph id="HB7FBB68AA3AC4555A12F1AA503A5CACC"><enum>(A)</enum><header>In general</header><text>The Secretary shall only allow uses of the restoration area that the Secretary determines would further the purposes described in subsection (c).</text></subparagraph> 
<subparagraph id="H159DF11A3DA24AFDBD414D74C03C8BFF"><enum>(B)</enum><header>Priority</header><text>The Secretary shall prioritize restoration activities within the restoration area.</text></subparagraph> <subparagraph id="H062525CCBC0B4152B9D422037399F4C2"><enum>(C)</enum><header>Limitation</header><text>Nothing in this section shall limit the Secretary’s ability to plan, approve, or prioritize activities outside of the restoration area.</text></subparagraph></paragraph> 
<paragraph id="HC742D60E63CF40D58013F514BE58328C"><enum>(4)</enum><header>Wildland fire</header> 
<subparagraph id="H101FB5C2D7F94420B6481790C2E5D700"><enum>(A)</enum><header>In general</header><text>Nothing in this section prohibits the Secretary, in cooperation with other Federal, State, and local agencies, as appropriate, from conducting wildland fire operations in the restoration area, consistent with the purposes of this section.</text></subparagraph> <subparagraph id="H1405D31C84984A35981BA3BF9F88ECB8"><enum>(B)</enum><header>Priority</header><text>The Secretary may use prescribed burning and managed wildland fire to the fullest extent practicable to achieve the purposes of this section.</text></subparagraph></paragraph> 
<paragraph id="H0431F4FCC3194B1B892A4F12A3EFB195"><enum>(5)</enum><header>Road decommissioning</header> 
<subparagraph id="HA58FA138BF1C4F5799D7C40DFCFE06C8"><enum>(A)</enum><header>In general</header><text>To the extent practicable, the Secretary shall decommission unneeded National Forest System roads identified for decommissioning and unauthorized roads identified for decommissioning within the restoration area—</text> <clause id="H2B60FBC85A464F7798287F7E7F0CA53F"><enum>(i)</enum><text>subject to appropriations;</text></clause> 
<clause id="H1265DC243B334886B958CED9AFE0302A"><enum>(ii)</enum><text>consistent with the analysis required by subparts A and B of part 212 of title 36, Code of Federal Regulations; and</text></clause> <clause id="HFE0BB158F6E9499B9F30FC0F914F3917"><enum>(iii)</enum><text>in accordance with existing law.</text></clause></subparagraph> 
<subparagraph id="HD2C46720F3634BADBB806AF19E4D5142"><enum>(B)</enum><header>Additional requirement</header><text>In making determinations regarding road decommissioning under subparagraph (A), the Secretary shall consult with—</text> <clause id="H713E0B9CB6384C7F8E5AE8DDFDB15592"><enum>(i)</enum><text>appropriate State, Tribal, and local governmental entities; and</text></clause> 
<clause id="HD091982A26DB4BEAA4F6869FFA42C8D0"><enum>(ii)</enum><text>members of the public.</text></clause></subparagraph> <subparagraph id="H8B5FEB1FAD1741B495189515FA7C4C4E"><enum>(C)</enum><header>Definition</header><text>As used in subparagraph (A), the term <term>decommission</term> means—</text> 
<clause id="HFFB2975C23F8474CB493D00DF6BE9D94"><enum>(i)</enum><text>to reestablish vegetation on a road; and</text></clause> <clause id="HE216305811F7400890C4783EFC5A82C0"><enum>(ii)</enum><text>to restore any natural drainage, watershed function, or other ecological processes that are disrupted or adversely impacted by the road by removing or hydrologically disconnecting the road prism.</text></clause></subparagraph></paragraph> 
<paragraph id="H55D9E1830E364F058220E1DEEC424666"><enum>(6)</enum><header>Vegetation management</header> 
<subparagraph id="HFF8F8E9D7B17432F85D4F79B047EFB8C"><enum>(A)</enum><header>In general</header><text>Subject to subparagraphs (B), (C), and (D), the Secretary may conduct vegetation management projects in the restoration area only where necessary to—</text> <clause id="H9E6EFE98168A4D6CAADD4D1E6F039ECE"><enum>(i)</enum><text>maintain or restore the characteristics of ecosystem composition and structure;</text></clause> 
<clause id="HCF05E62893094DFCB5D7C113880D8FAB"><enum>(ii)</enum><text>reduce wildfire risk to communities by promoting forests that are fire resilient;</text></clause> <clause id="HADB050E7159E4C229266AB132F032A0A"><enum>(iii)</enum><text>improve the habitat of threatened, endangered, or sensitive species;</text></clause> 
<clause id="H771A1FAFE0FD4E70A1B74E8D170CC013"><enum>(iv)</enum><text>protect or improve water quality; or</text></clause> <clause id="HD750817AE15441A1B4B1F347449C875F"><enum>(v)</enum><text>enhance the restoration of lands within the restoration area.</text></clause></subparagraph> 
<subparagraph id="H2612608B2C374D21B927B704951DFEFF"><enum>(B)</enum><header>Additional requirements</header> 
<clause id="H61997F87CBE1479BB25F4D27A3FC6112"><enum>(i)</enum><header>Shaded fuel breaks</header><text>In carrying out subparagraph (A), the Secretary shall prioritize, as practicable, the establishment of a network of shaded fuel breaks within—</text> <subclause id="H2649700420F045748C4F8A32D0CC6485"><enum>(I)</enum><text>the portions of the wildland-urban interface that are within 150 feet from private property contiguous to Federal land;</text></subclause> 
<subclause id="HEB286EB4EA574432BF067CE971143402"><enum>(II)</enum><text>150 feet from any road that is open to motorized vehicles as of the date of enactment of this Act—</text> <item id="HE30BA5E1FDC6485FB8B1E39990359F2B"><enum>(aa)</enum><text>except that, where topography or other conditions require, the Secretary may establish shaded fuel breaks up to 275 feet from a road so long as the combined total width of the shaded fuel breaks for both sides of the road does not exceed 300 feet; and</text></item> 
<item id="H288FDE7BBA0343DC8D0504E15590CF63"><enum>(bb)</enum><text>provided that the Secretary shall include vegetation treatments within a minimum of 25 feet of the road where practicable, feasible, and appropriate as part of any shaded fuel break; or</text></item></subclause> <subclause id="H091E3EFE76584CB08B963E0D700E6789"><enum>(III)</enum><text display-inline="yes-display-inline">150 feet of any plantation.</text></subclause></clause> 
<clause id="H44AE1D5C870343BC80A0D0C4F5535762"><enum>(ii)</enum><header>Plantations; riparian reserves</header><text>The Secretary may undertake vegetation management projects—</text> <subclause id="H15E400322FF240E6B6EEB5EE81609E75"><enum>(I)</enum><text>in areas within the restoration area in which fish and wildlife habitat is significantly compromised as a result of past management practices (including plantations); and</text></subclause> 
<subclause id="HB0A2397D79BF4AD392CA59426EFDAFF0"><enum>(II)</enum><text>within designated riparian reserves only where necessary to maintain the integrity of fuel breaks and to enhance fire resilience.</text></subclause></clause></subparagraph> <subparagraph id="H6911C1624A0145F4AFDB0249A9B7FDCA"><enum>(C)</enum><header>Compliance</header><text>The Secretary shall carry out vegetation management projects within the restoration area—</text> 
<clause id="H860C2E56FCEF4EB790C0ED7C58F47E27"><enum>(i)</enum><text>in accordance with—</text> <subclause id="H748D3CB8A865471DAFB6A717EC3FCA71"><enum>(I)</enum><text>this section; and</text></subclause> 
<subclause id="H897751C71AAE4707844DBE9031556031"><enum>(II)</enum><text>existing law (including regulations);</text></subclause></clause> <clause id="H301A19431ADD4D14BD32A04C555FB0E5"><enum>(ii)</enum><text>after providing an opportunity for public comment; and</text></clause> 
<clause id="H5D3AAFB3E24049BF8B7049B56E60CC3A"><enum>(iii)</enum><text>subject to appropriations.</text></clause></subparagraph> <subparagraph id="H788901F4B0CE44B2B961258C9857D4C7"><enum>(D)</enum><header>Best available science</header><text>The Secretary shall use the best available science in planning and implementing vegetation management projects within the restoration area.</text></subparagraph></paragraph> 
<paragraph id="HF62BA328261C4CEE978D848F8B43E1CE"><enum>(7)</enum><header>Grazing</header> 
<subparagraph id="HD8CD9125CCC54D40881F9A8C46BBE4E1"><enum>(A)</enum><header>Existing grazing</header><text>The grazing of livestock in the restoration area, where established before the date of enactment of this Act, shall be permitted to continue—</text> <clause id="HDB9A901DE70E4A3C85684310E4163251"><enum>(i)</enum><text>subject to—</text> 
<subclause id="H9128F8DF90B4487CAF29364BF6D8FBF7"><enum>(I)</enum><text>such reasonable regulations, policies, and practices as the Secretary considers necessary; and</text></subclause> <subclause id="H332B8581DC2F4A9B88A0316EDA4D2805"><enum>(II)</enum><text>applicable law (including regulations); and</text></subclause></clause> 
<clause id="H7DD50FC788154C549562838FD6D56E84"><enum>(ii)</enum><text>in a manner consistent with the purposes described in subsection (c).</text></clause></subparagraph> <subparagraph id="H81DA708BA71749CAAFB1B767A9504212"><enum>(B)</enum><header>Targeted new grazing</header><text>The Secretary may issue annual targeted grazing permits for the grazing of livestock in the restoration area, where not established before the date of the enactment of this Act, to control noxious weeds, aid in the control of wildfire within the wildland-urban interface, or to provide other ecological benefits subject to—</text> 
<clause id="H74164525E04C4A4094C803DB6FCF72AE"><enum>(i)</enum><text>such reasonable regulations, policies, and practices as the Secretary considers necessary; and</text></clause> <clause id="H9665476A46A540B5875FB4758BD0BFDE"><enum>(ii)</enum><text>a manner consistent with the purposes described in subsection (c).</text></clause></subparagraph> 
<subparagraph id="HE00823109A954BDFAE200B4EEF0088CE"><enum>(C)</enum><header>Best Available Science</header><text>The Secretary shall use the best available science when determining whether to issue targeted grazing permits within the restoration area.</text></subparagraph></paragraph></subsection> <subsection id="H67618EAFAB784418A74610988229BAB5"><enum>(e)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the restoration area is withdrawn from—</text> 
<paragraph id="HEE1915A498444E60A5A6C66A3196635E"><enum>(1)</enum><text>all forms of entry, appropriation, and disposal under the public land laws;</text></paragraph> <paragraph id="H7283F700F79644D4A796D35BC8EE7CFD"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text></paragraph> 
<paragraph id="H8D315AF17AC240799C3432FDE0102858"><enum>(3)</enum><text>disposition under all laws relating to mineral and geothermal leasing or mineral materials.</text></paragraph></subsection> <subsection id="H55F246E3CE114CECB9FF0F2E7C1C47B5"><enum>(f)</enum><header>Use of stewardship contracts</header><text>To the maximum extent practicable, the Secretary shall—</text> 
<paragraph id="H0A495A9801814FE789C022CD8A95607E"><enum>(1)</enum><text>use stewardship contracts to implement this section; and</text></paragraph> <paragraph id="H8462F6ED01474423A3AAE4798168C443"><enum>(2)</enum><text>use revenue derived from such stewardship contracts for restoration and other activities within the restoration area which shall include staff and administrative costs to support timely consultation activities for restoration projects.</text></paragraph></subsection> 
<subsection id="H3C3C7AD8D35D46A79C7D423947995E6E"><enum>(g)</enum><header>Collaboration</header><text>In developing and implementing restoration projects in the restoration area, the Secretary shall consult with collaborative groups with an interest in the restoration area.</text></subsection> <subsection id="HB7B30799244747ABB68BDBDA929DA35C"><enum>(h)</enum><header>Environmental review</header><text>A collaboratively developed restoration project within the restoration area may be carried out in accordance with the provisions for hazardous fuel reduction projects set forth in sections 104, 105, and 106 of the Healthy Forests Restoration Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/16/6514">16 U.S.C. 6514–6516</external-xref>), as applicable.</text></subsection> 
<subsection id="HFA857EA2854B431DB2647B8B58211D39"><enum>(i)</enum><header>Multiparty monitoring</header><text>The Secretary of Agriculture shall—</text> <paragraph id="HBBC81FF5565440EA873308A5E4EA7E87"><enum>(1)</enum><text>in collaboration with the Secretary of the Interior and interested persons, use a multiparty monitoring, evaluation, and accountability process to assess the positive or negative ecological, social, and economic effects of restoration projects within the restoration area; and</text></paragraph> 
<paragraph id="H198107D906574A88878FFD5E4A163D33"><enum>(2)</enum><text>incorporate the monitoring results into the management of the restoration area.</text></paragraph></subsection> <subsection id="H9C8899EFA43849AE897565ADF0BE59B4"><enum>(j)</enum><header>Funding</header><text>The Secretary shall use all existing authorities to secure as much funding as necessary to fulfill the purposes of the restoration area.</text></subsection> 
<subsection id="H8FDC9E541F2C4546B1CC3DBB366DC5AE"><enum>(k)</enum><header>Forest residues utilization</header> 
<paragraph id="H05CBD02B9C1B4EEBB30AB0ECFDCDC97F"><enum>(1)</enum><header>In general</header><text>In accordance with applicable law, including regulations, and this section, the Secretary may utilize forest residues from restoration projects, including shaded fuel breaks, in the restoration area for research and development of biobased products that result in net carbon sequestration.</text></paragraph> <paragraph id="H9AAFDF4E9C074360942C2B128170618F"><enum>(2)</enum><header>Partnerships</header><text>In carrying out paragraph (1), the Secretary may enter into partnerships with universities, nongovernmental organizations, industry, Tribes, and Federal, State, and local governmental agencies.</text></paragraph></subsection></section> 
<section id="H3D2B278C3157423FBA6519CCB8B5BBBC"><enum>102.</enum><header>Redwood National and State Parks restoration</header> 
<subsection id="H2CC69CF4F1A249D2BBC244966703DBC8"><enum>(a)</enum><header>Partnership agreements</header><text>The Secretary of the Interior is authorized to undertake initiatives to restore degraded redwood forest ecosystems in Redwood National and State Parks in partnership with the State of California, local agencies, and nongovernmental organizations.</text></subsection> <subsection id="HA73208FB9436478CAC0B9E939AFEC09D"><enum>(b)</enum><header>Compliance</header><text>In carrying out any initiative authorized by subsection (a), the Secretary of the Interior shall comply with all applicable law.</text></subsection></section> 
<section id="H95AAEB1EAA8441E089D273EA7744F4C0"><enum>103.</enum><header>California Public Lands Remediation Partnership</header> 
<subsection id="HFAA58AA20BEB44AB815CE658020AE609"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H4793C284B867413080D9D273215289EB"><enum>(1)</enum><header>Partnership</header><text>The term <term>partnership</term> means the California Public Lands Remediation Partnership, established by subsection (b).</text></paragraph> 
<paragraph id="H7635320916CE4966B1FB1F7EB134EF51"><enum>(2)</enum><header>Priority lands</header><text>The term <term>priority lands</term> means Federal land within the State that is determined by the partnership to be a high priority for remediation.</text></paragraph> <paragraph id="H368DF4BC0D6B457497692966AB1286AD"><enum>(3)</enum><header>Remediation</header><text>The term <term>remediation</term> means to facilitate the recovery of lands and waters that have been degraded, damaged, or destroyed by illegal marijuana cultivation or another illegal activity. Remediation includes but is not limited to removal of trash, debris, and other material, and establishing the composition, structure, pattern, and ecological processes necessary to facilitate terrestrial and aquatic ecosystem sustainability, resilience, and health under current and future conditions.</text></paragraph></subsection> 
<subsection id="H7FA9A838F9AB4A6B85194B98768AFF07"><enum>(b)</enum><header>Establishment</header><text>There is hereby established a California Public Lands Remediation Partnership.</text></subsection> <subsection id="H4197E013537349718DD553C118E96D87"><enum>(c)</enum><header>Purposes</header><text>The purposes of the partnership are to—</text> 
<paragraph id="H7CFD91B406E345FA895BB14A6D4A4DF3"><enum>(1)</enum><text>coordinate the activities of Federal, State, Tribal, and local authorities, and the private sector, in the remediation of priority lands in the State affected by illegal marijuana cultivation or other illegal activities; and</text></paragraph> <paragraph id="HFFDD5A1532D14F46BA25524F03C59B28"><enum>(2)</enum><text>use the resources and expertise of each agency, authority, or entity in implementing remediation activities on priority lands in the State.</text></paragraph></subsection> 
<subsection id="HE3306154A23F45D280B8104AF0F39466"><enum>(d)</enum><header>Membership</header><text>The members of the partnership shall include the following:</text> <paragraph id="HCA006AF1172C4C1D846A30D337262E38"><enum>(1)</enum><text>The Secretary of Agriculture, or a designee of the Secretary of Agriculture to represent the Forest Service.</text></paragraph> 
<paragraph id="H93EFA9F34548459498A105CF11B0EBEF"><enum>(2)</enum><text>The Secretary of the Interior, or a designee of the Secretary of the Interior, to represent the United States Fish and Wildlife Service, Bureau of Land Management, and National Park Service.</text></paragraph> <paragraph id="H3DBA00CE2BF44B7F9D736587C4B60440"><enum>(3)</enum><text>The Director of the Office of National Drug Control Policy, or a designee of the Director.</text></paragraph> 
<paragraph id="H2249AFD9FD404ED083B597E467916BD3"><enum>(4)</enum><text>The Secretary of the State Natural Resources Agency, or a designee of the Secretary, to represent the California Department of Fish and Wildlife.</text></paragraph> <paragraph id="HBCC78765E61B4CA4BB996A299E434B4B"><enum>(5)</enum><text>A designee of the California State Water Resources Control Board.</text></paragraph> 
<paragraph id="HE3C8889C5BF2436A9C9BD0EEF58D884A"><enum>(6)</enum><text>A designee of the California State Sheriffs’ Association.</text></paragraph> <paragraph id="HC62366453D7B41F394090D2375FA3A3B"><enum>(7)</enum><text>One member to represent federally recognized Indian Tribes, to be appointed by the Secretary of Agriculture.</text></paragraph> 
<paragraph id="HD7C9CC3DAF4542E397ECB0F5D7992A46"><enum>(8)</enum><text>One member to represent nongovernmental organizations with an interest in Federal land remediation, to be appointed by the Secretary of Agriculture.</text></paragraph> <paragraph id="H0F7F47D3949F45ACAB70443ADE33EC6E"><enum>(9)</enum><text>One member to represent local governmental interests, to be appointed by the Secretary of Agriculture.</text></paragraph> 
<paragraph id="HE361A676C44D425C9E28BD74729D5140"><enum>(10)</enum><text>A law enforcement official from each of the following:</text> <subparagraph id="H489D224E53BC4F03BE1AB4BB8F7C6FBC"><enum>(A)</enum><text>The Department of the Interior.</text></subparagraph> 
<subparagraph id="H8812301750F04C6BB4099A8DB9078AAD"><enum>(B)</enum><text>The Department of Agriculture.</text></subparagraph></paragraph> <paragraph id="HF9CE909A335F46DB88DAFF65178D2DE0"><enum>(11)</enum><text>A scientist to provide expertise and advise on methods needed for remediation efforts, to be appointed by the Secretary of Agriculture.</text></paragraph> 
<paragraph id="H3EEC9B1A6E9D45959858845046ADCFF1"><enum>(12)</enum><text>A designee of the National Guard Counter Drug Program.</text></paragraph></subsection> <subsection id="H9C8B3974C87E49A88BEEE575138C975C"><enum>(e)</enum><header>Duties</header><text>To further the purposes of this section, the partnership shall—</text> 
<paragraph id="H9E0A560B608F45828B9040C9742CB4B0"><enum>(1)</enum><text>identify priority lands for remediation in the State;</text></paragraph> <paragraph id="H05376E6D240D41B89E4A455DD9E8346B"><enum>(2)</enum><text>secure resources from Federal and non-Federal sources to apply to remediation of priority lands in the State;</text></paragraph> 
<paragraph id="H5005E4F814194241BBBE85EDF2CDE4B7"><enum>(3)</enum><text>support efforts by Federal, State, Tribal, and local agencies, and nongovernmental organizations in carrying out remediation of priority lands in the State;</text></paragraph> <paragraph id="HB1137430E19E4DFD99D0648102B55F21"><enum>(4)</enum><text>support research and education on the impacts of, and solutions to, illegal marijuana cultivation and other illegal activities on priority lands in the State;</text></paragraph> 
<paragraph id="H109D3B6C54674880863BAE1D9D81FA61"><enum>(5)</enum><text>involve other Federal, State, Tribal, and local agencies, nongovernmental organizations, and the public in remediation efforts, to the extent practicable; and</text></paragraph> <paragraph id="H7D5ECAD8CCBF48A79829F62B1E2469AB"><enum>(6)</enum><text>take any other administrative or advisory actions as necessary to address remediation of priority lands in the State.</text></paragraph></subsection> 
<subsection id="H0B181D70BA984048B0EB0E91ADEAFEB1"><enum>(f)</enum><header>Authorities</header><text>To implement this section, the partnership may, subject to the prior approval of the Secretary of Agriculture—</text> <paragraph id="HF69CF9528B654825B755743E658667BF"><enum>(1)</enum><text>make grants to the State, political subdivisions of the State, nonprofit organizations, and other persons;</text></paragraph> 
<paragraph id="H99ECD053182647D6968A281FEB72C65C"><enum>(2)</enum><text>enter into cooperative agreements with, or provide grants or technical assistance to, the State, political subdivisions of the State, nonprofit organizations, Federal agencies, and other interested parties;</text></paragraph> <paragraph id="H6A575DE757B340A5AA904A9B548D8945"><enum>(3)</enum><text>hire and compensate staff;</text></paragraph> 
<paragraph id="HCB668BBE83DD4B4E8C7B8BB6A7F6A9AB"><enum>(4)</enum><text>obtain funds or services from any source, including Federal and non-Federal funds, and funds and services provided under any other Federal law or program;</text></paragraph> <paragraph id="H38C5BF14B66845EF8F1FFD3F5E10D0AE"><enum>(5)</enum><text>contract for goods or services; and</text></paragraph> 
<paragraph id="H52F9C6D7028B442196FFFB6B3BC29D58"><enum>(6)</enum><text>support activities of partners and any other activities that further the purposes of this section.</text></paragraph></subsection> <subsection id="HF7054ADD76FA4D0E87CC0F25CABE1632"><enum>(g)</enum><header>Procedures</header><text>The partnership shall establish such rules and procedures as it deems necessary or desirable.</text></subsection> 
<subsection id="HA07BAD26059044968C10A47CBF14F0F5"><enum>(h)</enum><header>Local hiring</header><text>The partnership shall, to the maximum extent practicable and in accordance with existing law, give preference to local entities and persons when carrying out this section.</text></subsection> <subsection id="HDD09E457905544E69F30426C55A0B3A7"><enum>(i)</enum><header>Service without compensation</header><text>Members of the partnership shall serve without pay.</text></subsection> 
<subsection id="HB5CD3931628A48FDAC6934948E77B860"><enum>(j)</enum><header>Duties and authorities of the secretary of agriculture</header> 
<paragraph id="H82E61B513BC84360BC15A9951A4C2E5C"><enum>(1)</enum><header>In general</header><text>The Secretary of Agriculture shall convene the partnership on a regular basis to carry out this section.</text></paragraph> <paragraph id="HE9671693FD6F471AA29434CFFA25DE38"><enum>(2)</enum><header>Technical and financial assistance</header><text>The Secretary of Agriculture and Secretary of the Interior may provide technical and financial assistance, on a reimbursable or nonreimbursable basis, as determined by the appropriate Secretary, to the partnership or any members of the partnership to carry out this Act.</text></paragraph> 
<paragraph id="HC524C1122E3C4FBC81D7FC483DC592EE"><enum>(3)</enum><header>Cooperative agreements</header><text>The Secretary of Agriculture and Secretary of the Interior may enter into cooperative agreements with the partnership, any members of the partnership, or other public or private entities to provide technical, financial, or other assistance to carry out this Act.</text></paragraph></subsection></section> <section id="HAF39323B7CCF4E12ACA671A5442224B3"><enum>104.</enum><header>Trinity Lake visitor center</header> <subsection id="H7A1846F810904EB5BB72DF165B5515A5"><enum>(a)</enum><header>In general</header><text>The Secretary of Agriculture, acting through the Chief of the Forest Service, may establish, in cooperation with any other public or private entities that the Secretary may determine to be appropriate, a visitor center in Weaverville, California—</text> 
<paragraph id="HAAB54E8838B64EAFB978E94C53BCD239"><enum>(1)</enum><text>to serve visitors; and</text></paragraph> <paragraph id="H2FE18433494A41FF855266A865193304"><enum>(2)</enum><text>to assist in fulfilling the purposes of the Whiskeytown-Shasta-Trinity National Recreation Area.</text></paragraph></subsection> 
<subsection id="H4CB7E9483D894469946670882A0BF8F7"><enum>(b)</enum><header>Requirements</header><text>The Secretary shall ensure that the visitor center authorized under subsection (a) is designed to interpret the scenic, biological, natural, historical, scientific, paleontological, recreational, ecological, wilderness, and cultural resources of the Whiskeytown-Shasta-Trinity National Recreation Area and other nearby Federal lands.</text></subsection> <subsection id="HDB32965D815E4E6CB8A771169BA8E9E4"><enum>(c)</enum><header>Cooperative agreements</header><text>The Secretary of Agriculture may, in a manner consistent with this Act, enter into cooperative agreements with the State and any other appropriate institutions and organizations to carry out the purposes of this section.</text></subsection></section> 
<section id="H59920A8978E44D1D98D18BCD52D384F2"><enum>105.</enum><header>Del Norte County visitor center</header> 
<subsection id="HA90C809E94464479AF60D295860D112C"><enum>(a)</enum><header>In general</header><text>The Secretary of Agriculture and Secretary of the Interior, acting jointly or separately, may establish, in cooperation with any other public or private entities that the Secretaries determine to be appropriate, a visitor center in Del Norte County, California—</text> <paragraph id="H3D61084ABA724B3D94F88A9BB2610CB8"><enum>(1)</enum><text>to serve visitors; and</text></paragraph> 
<paragraph id="H25EAE4882F974194BC4E4B06FD3FB644"><enum>(2)</enum><text>to assist in fulfilling the purposes of Redwood National and State Parks, the Smith River National Recreation Area, and other nearby Federal lands.</text></paragraph></subsection> <subsection id="H1D3F8D5494F24C10AA8C035C461A1A4F"><enum>(b)</enum><header>Requirements</header><text>The Secretaries shall ensure that the visitor center authorized under subsection (a) is designed to interpret the scenic, biological, natural, historical, scientific, paleontological, recreational, ecological, wilderness, and cultural resources of Redwood National and State Parks, the Smith River National Recreation Area, and other nearby Federal lands.</text></subsection></section> 
<section id="HB891D3A793EE4C7585063B715396C26D"><enum>106.</enum><header>Management plans</header> 
<subsection id="H5BA336A41C8B435AB99BA55975FC7F47"><enum>(a)</enum><header>In general</header><text>In revising the land and resource management plan for the Shasta-Trinity, Six Rivers, Klamath, and Mendocino National Forests, the Secretary shall—</text> <paragraph id="H9F47092FAD7943FAB76442B5569232EB"><enum>(1)</enum><text>consider the purposes of the South Fork Trinity-Mad River Restoration Area established by section 101; and</text></paragraph> 
<paragraph id="H45BFEBEC45404B1A924FA675DDC77A7D"><enum>(2)</enum><text>include or update the fire management plan for the wilderness areas and wilderness additions established by this Act.</text></paragraph></subsection> <subsection id="H6A9C00E0C6244FD1B3E4327B09D510A5"><enum>(b)</enum><header>Requirement</header><text>In carrying out the revisions required by subsection (a), the Secretary shall—</text> 
<paragraph id="H53386B87E576461FA143682F57038706"><enum>(1)</enum><text>develop spatial fire management plans in accordance with—</text> <subparagraph id="H3AEF8BA29E0C438698F4EB8C78937DC1"><enum>(A)</enum><text>the Guidance for Implementation of Federal Wildland Fire Management Policy dated February 13, 2009, including any amendments to that guidance; and</text></subparagraph> 
<subparagraph id="H9E44FA657FA845E59BD272D68432222F"><enum>(B)</enum><text>other appropriate policies;</text></subparagraph></paragraph> <paragraph id="H990CB0E4EFD54A67B43DEB40598F480C"><enum>(2)</enum><text>ensure that a fire management plan—</text> 
<subparagraph id="H622C57C6A1F944D7B2BF53E7C31F7E2A"><enum>(A)</enum><text>considers how prescribed or managed fire can be used to achieve ecological management objectives of wilderness and other natural or primitive areas; and</text></subparagraph> <subparagraph id="HE04AF63340B344F39AB6DA66AEA8472F"><enum>(B)</enum><text>in the case of a wilderness area expanded by section 301, provides consistent direction regarding fire management to the entire wilderness area, including the addition;</text></subparagraph></paragraph> 
<paragraph id="H994531E229FE42DEAC15EE56B3BB699D"><enum>(3)</enum><text>consult with—</text> <subparagraph id="HA1628063AE894AE0AC994476DDBDE7C4"><enum>(A)</enum><text>appropriate State, Tribal, and local governmental entities; and</text></subparagraph> 
<subparagraph id="HCC868577828741BA9DA71EA11EC43813"><enum>(B)</enum><text>members of the public; and</text></subparagraph></paragraph> <paragraph id="H1A63E7C4C86247A592A7E062E86CA98D"><enum>(4)</enum><text>comply with applicable laws (including regulations).</text></paragraph></subsection></section> 
<section id="H60CB59A1FFB64625A2202727219BE7BA"><enum>107.</enum><header>Study; partnerships related to overnight accommodations</header> 
<subsection id="H4826220A5DFD4A9FB8FB2A25E3777759"><enum>(a)</enum><header>Study</header><text>The Secretary of the Interior, in consultation with interested Federal, State, Tribal, and local entities, and private and nonprofit organizations, shall conduct a study to evaluate the feasibility and suitability of establishing overnight accommodations near Redwood National and State Parks on—</text> <paragraph id="HDCE816965C534948ADFBD45095A383E0"><enum>(1)</enum><text>Federal land at the northern boundary or on land within 20 miles of the northern boundary; and</text></paragraph> 
<paragraph id="H8E84597133F042479DA9D8C65616F74F"><enum>(2)</enum><text>Federal land at the southern boundary or on land within 20 miles of the southern boundary.</text></paragraph></subsection> <subsection id="HC7305257DE1D43DA96D41F2072584798"><enum>(b)</enum><header>Partnerships</header> <paragraph id="H205163C6334545B79222432CF725D3FF"><enum>(1)</enum><header>Agreements authorized</header><text>If the study conducted under subsection (a) determines that establishing the described accommodations is suitable and feasible, the Secretary may enter into agreements with qualified private and nonprofit organizations for the development, operation, and maintenance of overnight accommodations.</text></paragraph> 
<paragraph id="HAFF31F676F1A4A41A7E96F8E78C9B10D"><enum>(2)</enum><header>Contents</header><text>Any agreements entered into under paragraph (1) shall clearly define the role and responsibility of the Secretary and the private or nonprofit organization.</text></paragraph> <paragraph id="H5E0A6901DC4C46F8AB23E1BEB93A2ACF"><enum>(3)</enum><header>Compliance</header><text>The Secretary shall enter agreements under paragraph (1) in accordance with existing law.</text></paragraph> 
<paragraph id="H4899004C4F92459CAC10335560031934"><enum>(4)</enum><header>Effect</header><text>Nothing in this subsection—</text> <subparagraph id="H8C7AC7D603E94DAAA3EE3629D1C14D2B"><enum>(A)</enum><text>reduces or diminishes the authority of the Secretary to manage land and resources under the jurisdiction of the Secretary; or</text></subparagraph> 
<subparagraph id="HBABB30EF2BA54BD19E125E2632A5C5D4"><enum>(B)</enum><text>amends or modifies the application of any existing law (including regulations) applicable to land under the jurisdiction of the Secretary.</text></subparagraph></paragraph></subsection></section></title> <title id="H7613BC29FC764965AA20421EE8316062"><enum>II</enum><header>Recreation</header> <section id="HAE5FFB11FE0742C1914333294E409FFB"><enum>201.</enum><header>Horse Mountain Special Management Area</header> <subsection id="HB49192546B334B538FF7063AD16189E0"><enum>(a)</enum><header>Establishment</header><text>Subject to valid existing rights, there is established the Horse Mountain Special Management Area (referred to in this section as the <quote>special management area</quote>) comprising approximately 7,482 acres of Federal land administered by the Forest Service in Humboldt County, California, as generally depicted on the map entitled <quote>Horse Mountain Special Management Area</quote> and dated May 15, 2020.</text></subsection> 
<subsection id="H06387D06E038417B8D617964F15FF669"><enum>(b)</enum><header>Purposes</header><text>The purpose of the special management area is to enhance the recreational and scenic values of the special management area while conserving the plants, wildlife, and other natural resource values of the area.</text></subsection> <subsection id="H25E9CF08A3ED48F492D6E234F69E8988"><enum>(c)</enum><header>Management plan</header> <paragraph id="H1021E8C5C43D46059B319BE9C0E336CD"><enum>(1)</enum><header>In general</header><text>Not later than 3 years after the date of enactment of this Act and in accordance with paragraph (2), the Secretary shall develop a comprehensive plan for the long-term management of the special management area.</text></paragraph> 
<paragraph id="H44F983E3C2FB40BFACC68F4FFED22F9B"><enum>(2)</enum><header>Consultation</header><text>In developing the management plan required under paragraph (1), the Secretary shall consult with—</text> <subparagraph id="HB13A898B3A89466A8D376C097805DE3C"><enum>(A)</enum><text>appropriate State, Tribal, and local governmental entities; and</text></subparagraph> 
<subparagraph id="H7A7EF12B473940C48EE7CD740F038BD4"><enum>(B)</enum><text>members of the public.</text></subparagraph></paragraph> <paragraph id="H46640C4FE2174944BBB3D13AD30C8458"><enum>(3)</enum><header>Additional requirement</header><text>The management plan required under paragraph (1) shall ensure that recreational use within the special management area does not cause significant adverse impacts on the plants and wildlife of the special management area.</text></paragraph></subsection> 
<subsection id="H4BDC90E759F74B4EA8FF0B45A0F9158C"><enum>(d)</enum><header>Management</header> 
<paragraph id="H4497B1AF1A4D4A7297352002C7683233"><enum>(1)</enum><header>In general</header><text>The Secretary shall manage the special management area—</text> <subparagraph id="H8EC70E7895FF4267ADCA173793D9222E"><enum>(A)</enum><text>in furtherance of the purposes described in subsection (b); and</text></subparagraph> 
<subparagraph id="H9218195C2A10462CBD07CBE6642E6D48"><enum>(B)</enum><text>in accordance with—</text> <clause id="H90743753114942229002AC9363D34FCA"><enum>(i)</enum><text>the laws (including regulations) generally applicable to the National Forest System;</text></clause> 
<clause id="H41029CB2349B4B2787407DAC24E51CE1"><enum>(ii)</enum><text>this section; and</text></clause> <clause id="HE1E538EE23104303A234D0F1B30E6257"><enum>(iii)</enum><text>any other applicable law (including regulations).</text></clause></subparagraph></paragraph> 
<paragraph id="H35AC763760734B30B966A5E79A786C7A"><enum>(2)</enum><header>Recreation</header><text>The Secretary shall continue to authorize, maintain, and enhance the recreational use of the special management area, including hunting, fishing, camping, hiking, hang gliding, sightseeing, nature study, horseback riding, rafting, mountain biking, and motorized recreation on authorized routes, and other recreational activities, so long as such recreational use is consistent with the purposes of the special management area, this section, other applicable law (including regulations), and applicable management plans.</text></paragraph> <paragraph id="H52CBC92024774AD49B8483A0D91C79DF"><enum>(3)</enum><header>Motorized vehicles</header> <subparagraph id="H836CA571908E4C2FA88036EB4A21EC3F"><enum>(A)</enum><header>In general</header><text>Except as provided in subparagraph (B), the use of motorized vehicles in the special management area shall be permitted only on roads and trails designated for the use of motorized vehicles.</text></subparagraph> 
<subparagraph id="H87377AA291E74CA4B7919D907BF5CD33"><enum>(B)</enum><header>Use of snowmobiles</header><text>The winter use of snowmobiles shall be allowed in the special management area—</text> <clause id="H5E0292D47670432D9EFB402E313D59A9"><enum>(i)</enum><text>during periods of adequate snow coverage during the winter season; and</text></clause> 
<clause id="HD24ED3F6FB5A4FCDBC9F9E8FC5C156E2"><enum>(ii)</enum><text>subject to any terms and conditions determined to be necessary by the Secretary.</text></clause></subparagraph></paragraph> <paragraph id="H7841A6B82F0C47ADAFCB3870C6FC06D0"><enum>(4)</enum><header>New trails</header> <subparagraph id="H95AD48261EA7459F8D2FD4E74D286844"><enum>(A)</enum><header>In general</header><text>The Secretary may construct new trails for motorized or nonmotorized recreation within the special management area in accordance with—</text> 
<clause id="HA4BEF4AA346A4C87BAC16D83DEE13DF5"><enum>(i)</enum><text>the laws (including regulations) generally applicable to the National Forest System;</text></clause> <clause id="H7F4A663065F14ACEAE8B4C70878DA776"><enum>(ii)</enum><text>this section; and</text></clause> 
<clause id="H1FC47EDE34E743E19788646FF7381343"><enum>(iii)</enum><text>any other applicable law (including regulations).</text></clause></subparagraph> <subparagraph id="H51B21134FB934DF988D3CD4E3C75A24C"><enum>(B)</enum><header>Priority</header><text>In establishing new trails within the special management area, the Secretary shall—</text> 
<clause id="HD27141CB4905420D8DEEF2E9A03DD707"><enum>(i)</enum><text>prioritize the establishment of loops that provide high-quality, diverse recreational experiences; and</text></clause> <clause id="H2DA89339DE434C598C4C95F484D070B2"><enum>(ii)</enum><text>consult with members of the public.</text></clause></subparagraph></paragraph></subsection> 
<subsection id="H6A54B571ED4E4C68800A33A62243DD28"><enum>(e)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the special management area is withdrawn from—</text> <paragraph id="H1338EE946D8D46338E141103CDA7CB2C"><enum>(1)</enum><text>all forms of appropriation or disposal under the public land laws;</text></paragraph> 
<paragraph id="HB675CF826C76443EB64D6749F9757F7E"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text></paragraph> <paragraph id="HA48635BE74A64AC59EE231F8BC403F5C"><enum>(3)</enum><text>disposition under laws relating to mineral and geothermal leasing.</text></paragraph></subsection></section> 
<section id="H2123FBDDFB184854B2284F348D1FA6D1"><enum>202.</enum><header>Bigfoot National Recreation Trail</header> 
<subsection id="HB147E4C897BE45D5A02A29B9E62BE36E"><enum>(a)</enum><header>Feasibility study</header> 
<paragraph id="H62192130B7C949288DDAEA690E4C64CC"><enum>(1)</enum><header>In general</header><text>Not later than 3 years after the date of the enactment of this Act, the Secretary of Agriculture, in cooperation with the Secretary of the Interior, shall submit to the Committee on Natural Resources of the House of Representatives and Committee on Energy and Natural Resources of the Senate a study that describes the feasibility of establishing a nonmotorized Bigfoot National Recreation Trail that follows the route described in paragraph (2).</text></paragraph> <paragraph id="H53567EC93E4B40CDA64605B8ABF76AB2"><enum>(2)</enum><header>Route</header><text>The trail described in paragraph (1) shall extend from the Ides Cove Trailhead in the Mendocino National Forest to Crescent City, California, by roughly following the route as generally depicted on the map entitled <quote>Bigfoot National Recreation Trail—Proposed</quote> and dated July 25, 2018.</text></paragraph> 
<paragraph id="H72C6F86417E34E5890C0327C12D22BEB"><enum>(3)</enum><header>Additional requirement</header><text>In completing the study required by subsection (a), the Secretary of Agriculture shall consult with—</text> <subparagraph id="H2106D3A305554960B8FA67546711E3CD"><enum>(A)</enum><text>appropriate Federal, State, Tribal, regional, and local agencies;</text></subparagraph> 
<subparagraph id="HFBD621ABFC5C4D9DB24C21065F36BD55"><enum>(B)</enum><text>private landowners;</text></subparagraph> <subparagraph id="HFA5B0B15FB6243F3A91BCE279FDCFAE4"><enum>(C)</enum><text>nongovernmental organizations; and</text></subparagraph> 
<subparagraph id="H35CEF14EA8854BD99DF070B23C67AE61"><enum>(D)</enum><text>members of the public.</text></subparagraph></paragraph></subsection> <subsection id="H3F1C092A7F9E4D68B87DF4C5B2AFAFAA"><enum>(b)</enum><header>Designation</header> <paragraph id="H0805C514ECDA4D52A81B4EC02F9E99B4"><enum>(1)</enum><header>In general</header><text>Upon a determination that the Bigfoot National Recreation Trail is feasible and meets the requirements for a National Recreation Trail in section 1243 of title 16, United States Code, the Secretary of Agriculture shall designate the Bigfoot National Recreation Trail in accordance with—</text> 
<subparagraph id="H47B4A10AABB94EA69A5EF0D52816F76D"><enum>(A)</enum><text>the National Trails System Act (<external-xref legal-doc="public-law" parsable-cite="pl/90/543">Public Law 90–543</external-xref>);</text></subparagraph> <subparagraph id="H4282C4659FA340AD979926DF3D03E926"><enum>(B)</enum><text>this Act; and</text></subparagraph> 
<subparagraph id="H55C6C869DB7D4DC1AE8AFB32B5D47929"><enum>(C)</enum><text>other applicable law (including regulations).</text></subparagraph></paragraph> <paragraph id="H20457BCABEE1499A99F0C5C37984C6C7"><enum>(2)</enum><header>Administration</header><text>Upon designation by the Secretary of Agriculture, the Bigfoot National Recreation Trail (referred to in this section as the <quote>trail</quote>) shall be administered by the Secretary of Agriculture, in consultation with—</text> 
<subparagraph id="HC4387A0307EE4C158002F613BD3C3BC7"><enum>(A)</enum><text>other Federal, State, Tribal, regional, and local agencies;</text></subparagraph> <subparagraph id="H8D9C3861D6804ED0999C17A46F4C279F"><enum>(B)</enum><text>private landowners; and</text></subparagraph> 
<subparagraph id="HF4057C7FFC2F49AFAEF1A6A913FB1FFC"><enum>(C)</enum><text>other interested organizations.</text></subparagraph></paragraph> <paragraph id="H87478A988E2147A1B4C21F650D661802"><enum>(3)</enum><header>Private property rights</header> <subparagraph id="H2A409BB02FAD4FA7B14C04C1B1A64D64"><enum>(A)</enum><header>In general</header><text>No portions of the trail may be located on non-Federal land without the written consent of the landowner.</text></subparagraph> 
<subparagraph id="H9EF09C68AE4B4E84946C5818F35BCAF1"><enum>(B)</enum><header>Prohibition</header><text>The Secretary of Agriculture shall not acquire for the trail any land or interest in land outside the exterior boundary of any federally managed area without the consent of the owner of the land or interest in the land.</text></subparagraph> <subparagraph id="HA673B94993F649BF90E0B20110525E33"><enum>(C)</enum><header>Effect</header><text>Nothing in this section—</text> 
<clause id="H9F0A1B23C0534AAB80A71F881AA2FF87"><enum>(i)</enum><text>requires any private property owner to allow public access (including Federal, State, or local government access) to private property; or</text></clause> <clause id="HB6FFA0264D514C93ADC59186030361E3"><enum>(ii)</enum><text>modifies any provision of Federal, State, or local law with respect to public access to or use of private land.</text></clause></subparagraph></paragraph></subsection> 
<subsection id="HA99776C4B3814169B29EE3177B6AFD62"><enum>(c)</enum><header>Cooperative agreements</header><text>In carrying out this section, the Secretary of Agriculture may enter into cooperative agreements with State, Tribal, and local government entities and private entities to complete needed trail construction, reconstruction, realignment, maintenance, or education projects related to the Bigfoot National Recreation Trail.</text></subsection> <subsection id="HEADD51F4E9314F3EA471C8698C649C11"><enum>(d)</enum><header>Map</header> <paragraph id="HD75F0406DA014320A88827B236CE2F5E"><enum>(1)</enum><header>Map required</header><text>Upon designation of the Bigfoot National Recreation Trail, the Secretary of Agriculture shall prepare a map of the trail.</text></paragraph> 
<paragraph id="H407836CC15354E5E9D8BE174C7AF28F0"><enum>(2)</enum><header>Public availability</header><text>The map referred to in paragraph (1) shall be on file and available for public inspection in the appropriate offices of the Forest Service.</text></paragraph></subsection></section> <section id="H15CE26EDC4C5429DA63DA91111C4E167"><enum>203.</enum><header>Elk Camp Ridge Recreation Trail</header> <subsection id="H18DB7A2FA5724985ACF980BA72DD9514"><enum>(a)</enum><header>Designation</header> <paragraph id="HA8F5449D23D94CAB9B131ABE9B3E2868"><enum>(1)</enum><header>In general</header><text>In accordance with paragraph (2), the Secretary of Agriculture after an opportunity for public comment, shall designate a trail (which may include a system of trails)—</text> 
<subparagraph id="H13A1EC325DA04732A8077CCD08E96758"><enum>(A)</enum><text>for use by off-highway vehicles or mountain bicycles, or both; and</text></subparagraph> <subparagraph id="H418948FA15B341808752711BD83FD671"><enum>(B)</enum><text>to be known as the Elk Camp Ridge Recreation Trail.</text></subparagraph></paragraph> 
<paragraph id="H01B25694FD2843D29BDEABB834A47EDC"><enum>(2)</enum><header>Requirements</header><text>In designating the Elk Camp Ridge Recreation Trail (referred to in this section as the <quote>trail</quote>), the Secretary shall only include trails that are—</text> <subparagraph id="HB03581944376496CAF18E69FE54F9E87"><enum>(A)</enum><text>as of the date of enactment of this Act, authorized for use by off-highway vehicles or mountain bikes, or both; and</text></subparagraph> 
<subparagraph id="HD4BEF4AEF49647E6A491636245E58736"><enum>(B)</enum><text>located on land that is managed by the Forest Service in Del Norte County.</text></subparagraph></paragraph> <paragraph id="H44B22891A24042EAB6C93DB489A232C4"><enum>(3)</enum><header>Map</header><text>A map that depicts the trail shall be on file and available for public inspection in the appropriate offices of the Forest Service.</text></paragraph></subsection> 
<subsection id="H963527A01EC8473AB216B29AC1B66E5D"><enum>(b)</enum><header>Management</header> 
<paragraph id="HC93928E2BB2349AE96D8E8074E087A52"><enum>(1)</enum><header>In general</header><text>The Secretary shall manage the trail—</text> <subparagraph id="HAB5DE35B9BCA4F10B2ACE29ED8943B45"><enum>(A)</enum><text>in accordance with applicable laws (including regulations);</text></subparagraph> 
<subparagraph id="H4F9491F14E71401D90F508A15487B9FD"><enum>(B)</enum><text>to ensure the safety of citizens who use the trail; and</text></subparagraph> <subparagraph id="H4B93D5108E5E416EBBC4F52A1A72387B"><enum>(C)</enum><text>in a manner by which to minimize any damage to sensitive habitat or cultural resources.</text></subparagraph></paragraph> 
<paragraph id="H980D2505C51F48298FF925926C5D1EC6"><enum>(2)</enum><header>Monitoring; evaluation</header><text>To minimize the impacts of the use of the trail on environmental and cultural resources, the Secretary shall annually assess the effects of the use of off-highway vehicles and mountain bicycles on—</text> <subparagraph id="H615BE6C0655A4326AC776405083F54F4"><enum>(A)</enum><text>the trail;</text></subparagraph> 
<subparagraph id="HE667A375822E46ADAF27F7B6EEFE6C4F"><enum>(B)</enum><text>land located in proximity to the trail; and</text></subparagraph> <subparagraph id="HBCE21519F46145A09006FDCF084B6C9F"><enum>(C)</enum><text>plants, wildlife, and wildlife habitat.</text></subparagraph></paragraph> 
<paragraph id="H50E4674C6D8544B1AA0D6F86E88E0EDF"><enum>(3)</enum><header>Closure</header><text>The Secretary, in consultation with the State and Del Norte County, and subject to paragraph (4), may temporarily close or permanently reroute a portion of the trail if the Secretary determines that—</text> <subparagraph id="H0B93F3B6CB36435F9C6BD1905222FFBC"><enum>(A)</enum><text>the trail is having an adverse impact on—</text> 
<clause id="H146FB7797D9048398451D373D2CCB0F7"><enum>(i)</enum><text>wildlife habitats;</text></clause> <clause id="H6771033DF95D45148FD9B48D8DE91A23"><enum>(ii)</enum><text>natural resources;</text></clause> 
<clause id="H0C7D4FEEAFE14998B1C9D71A75B5E143"><enum>(iii)</enum><text>cultural resources; or</text></clause> <clause id="H7B84D4E9DA744144B9872663F4C55FCE"><enum>(iv)</enum><text>traditional uses;</text></clause></subparagraph> 
<subparagraph id="HBEE3EF4F39DF4674A536D14D225EB46A"><enum>(B)</enum><text>the trail threatens public safety; or</text></subparagraph> <subparagraph id="HDB460B2D99484EBDA05BEEE7935CBB3A"><enum>(C)</enum><text>closure of the trail is necessary—</text> 
<clause id="H55330AD031E946AC84C8CDBE49A6E0C5"><enum>(i)</enum><text>to repair damage to the trail; or</text></clause> <clause id="H2F9AD53E7AAF42E2AEAA744C3640F7F8"><enum>(ii)</enum><text>to repair resource damage.</text></clause></subparagraph></paragraph> 
<paragraph id="H5EFE38C580354FEE81966C6B2E1E890B"><enum>(4)</enum><header>Rerouting</header><text>Any portion of the trail that is temporarily closed by the Secretary under paragraph (3) may be permanently rerouted along any road or trail—</text> <subparagraph id="H92E408EBCE3B49DEA13791CB391767A4"><enum>(A)</enum><text>that is—</text> 
<clause id="HBA2263F734424244B58CABBC6884C702"><enum>(i)</enum><text>in existence as of the date of the closure of the portion of the trail;</text></clause> <clause id="HFE28702EE0B8468F824FC5753F4E9155"><enum>(ii)</enum><text>located on public land; and</text></clause> 
<clause id="H9A84A315F83846A7933A01DD876B6F73"><enum>(iii)</enum><text>open to motorized or mechanized use; and</text></clause></subparagraph> <subparagraph id="HE780BDB6093745A797C1C26D91DF63DE"><enum>(B)</enum><text>if the Secretary determines that rerouting the portion of the trail would not significantly increase or decrease the length of the trail.</text></subparagraph></paragraph> 
<paragraph id="H7DA097648F44452D943BF5D999DB8399"><enum>(5)</enum><header>Notice of available routes</header><text>The Secretary shall ensure that visitors to the trail have access to adequate notice relating to the availability of trail routes through—</text> <subparagraph id="HE5F727D81C544EAD9AFF3AEE6C652E56"><enum>(A)</enum><text>the placement of appropriate signage along the trail; and</text></subparagraph> 
<subparagraph id="HF4F3F7685E944CFDB920058A9FC56DF3"><enum>(B)</enum><text>the distribution of maps, safety education materials, and other information that the Secretary concerned determines to be appropriate.</text></subparagraph></paragraph></subsection> <subsection id="H2A424AE5E0AA42B09A3F82945DBD9296"><enum>(c)</enum><header>Effect</header><text>Nothing in this section affects the ownership, management, or other rights relating to any non-Federal land (including any interest in any non-Federal land).</text></subsection></section> 
<section id="H08F8BB926420401186DEF3B577E57365"><enum>204.</enum><header>Trinity Lake Trail</header> 
<subsection id="HBC10D874ED804EF1A0C93DA116D876EA"><enum>(a)</enum><header>Trail construction</header> 
<paragraph id="HD098D91328BC4F07B16BCF1E36EDBFFC"><enum>(1)</enum><header>Feasibility study</header><text>Not later than 18 months after the date of enactment of this Act, the Secretary shall study the feasibility and public interest of constructing a recreational trail for nonmotorized uses around Trinity Lake.</text></paragraph> <paragraph id="H30B7330B0EBA419FB7CBCF5F5CA7638F"><enum>(2)</enum><header>Construction</header> <subparagraph id="HC6D79FEC9A3C4E97832DAAE632C50043"><enum>(A)</enum><header>Construction authorized</header><text>Subject to appropriations, and in accordance with paragraph (3), if the Secretary determines under paragraph (1) that the construction of the trail described in such paragraph is feasible and in the public interest, the Secretary may provide for the construction of the trail.</text></subparagraph> 
<subparagraph id="H84FAE88359F041C6AFE56FD325F59DB6"><enum>(B)</enum><header>Use of volunteer services and contributions</header><text>The trail may be constructed under this section through the acceptance of volunteer services and contributions from non-Federal sources to reduce or eliminate the need for Federal expenditures to construct the trail.</text></subparagraph></paragraph> <paragraph id="H1FE80DDD90E64933AA5CAE6F30FEF340"><enum>(3)</enum><header>Compliance</header><text>In carrying out this section, the Secretary shall comply with—</text> 
<subparagraph id="H3AA07C597EBB4214BD09D4C3A7B9B794"><enum>(A)</enum><text>the laws (including regulations) generally applicable to the National Forest System; and</text></subparagraph> <subparagraph id="H7D2AE1FC5AEB4DDFB613FABEEAF93672"><enum>(B)</enum><text>this Act.</text></subparagraph></paragraph></subsection> 
<subsection id="H5751AA4152E44DBC8D2AB01D02C74506"><enum>(b)</enum><header>Effect</header><text>Nothing in this section affects the ownership, management, or other rights relating to any non-Federal land (including any interest in any non-Federal land).</text></subsection></section> <section id="H012B8F025E074212AA993BE6D8FFFCEE"><enum>205.</enum><header>Trails study</header> <subsection id="H0A402586A6074BEF884B7EDA4DEE74AC"><enum>(a)</enum><header>In general</header><text>Not later than 2 years after the date of enactment of this Act, the Secretary of Agriculture, in accordance with subsection (b) and in consultation with interested parties, shall conduct a study to improve motorized and nonmotorized recreation trail opportunities (including mountain bicycling) on land not designated as wilderness within the portions of the Six Rivers, Shasta-Trinity, and Mendocino National Forests located in Del Norte, Humboldt, Trinity, and Mendocino Counties.</text></subsection> 
<subsection id="H0FD9FB7788254865875341E042F144F9"><enum>(b)</enum><header>Consultation</header><text>In carrying out the study required by subsection (a), the Secretary of Agriculture shall consult with the Secretary of the Interior regarding opportunities to improve, through increased coordination, recreation trail opportunities on land under the jurisdiction of the Secretary of the Interior that shares a boundary with the national forest land described in subsection (a).</text></subsection></section> <section id="H97E82CD4078A45D9BA58E06C907B7D5D"><enum>206.</enum><header>Construction of mountain bicycling routes</header> <subsection id="H714C4437FE0D440882703D2A0B5745AB"><enum>(a)</enum><header>Trail construction</header> <paragraph id="H122C20E487CB466C88771D2912EF952A"><enum>(1)</enum><header>Feasibility study</header><text>Not later than 18 months after the date of enactment of this Act, the Secretary of Agriculture shall study the feasibility and public interest of constructing recreational trails for mountain bicycling and other nonmotorized uses on the routes as generally depicted in the report entitled <quote>Trail Study for Smith River National Recreation Area Six Rivers National Forest</quote> and dated 2016.</text></paragraph> 
<paragraph id="H1E81D7B7C7624C2CA366E8C07D0C1367"><enum>(2)</enum><header>Construction</header> 
<subparagraph id="HAAE7C05E13614870BC29AA16B4524FE0"><enum>(A)</enum><header>Construction authorized</header><text>Subject to appropriations, and in accordance with paragraph (3), if the Secretary determines under paragraph (1) that the construction of one or more routes described in such paragraph is feasible and in the public interest, the Secretary may provide for the construction of the routes.</text></subparagraph> <subparagraph id="H01E017395C914E318CF1F8006B769529"><enum>(B)</enum><header>Modifications</header><text>The Secretary may modify the routes as necessary in the opinion of the Secretary.</text></subparagraph> 
<subparagraph id="HBC348E7A88E945B398D854D41FBC53A5"><enum>(C)</enum><header>Use of volunteer services and contributions</header><text>Routes may be constructed under this section through the acceptance of volunteer services and contributions from non-Federal sources to reduce or eliminate the need for Federal expenditures to construct the route.</text></subparagraph></paragraph> <paragraph id="HD255F1C90722447BAE6DE202F60769AA"><enum>(3)</enum><header>Compliance</header><text>In carrying out this section, the Secretary shall comply with—</text> 
<subparagraph id="H0464F5251D0F4CC3A051823FE60629A9"><enum>(A)</enum><text>the laws (including regulations) generally applicable to the National Forest System; and</text></subparagraph> <subparagraph id="H5DD3AFF6F62D4D02A8870D7D1A02FBAE"><enum>(B)</enum><text>this Act.</text></subparagraph></paragraph></subsection> 
<subsection id="H46C39AA8104F4E4B8A04B64DC9D8F441"><enum>(b)</enum><header>Effect</header><text>Nothing in this section affects the ownership, management, or other rights relating to any non-Federal land (including any interest in any non-Federal land).</text></subsection></section> <section id="HC9BD1D7EA4A84DEAA261071BC83652D4"><enum>207.</enum><header>Partnerships</header> <subsection id="H67363CD721B346DA852D0DDC3AD406F3"><enum>(a)</enum><header>Agreements authorized</header><text>The Secretary is authorized to enter into agreements with qualified private and nonprofit organizations to undertake the following activities on Federal lands in Mendocino, Humboldt, Trinity, and Del Norte Counties—</text> 
<paragraph id="H40EC98FDB9C3441999B084A828EBD612"><enum>(1)</enum><text>trail and campground maintenance;</text></paragraph> <paragraph id="HBAE003CD12104CF9BA4FA7BC07DF9954"><enum>(2)</enum><text>public education, visitor contacts, and outreach; and</text></paragraph> 
<paragraph id="H062A72282361401E981989F57030B83B"><enum>(3)</enum><text>visitor center staffing.</text></paragraph></subsection> <subsection id="HE61EE08019D44ADCBB190B410AFA2BF9"><enum>(b)</enum><header>Contents</header><text>Any agreements entered into under subsection (a) shall clearly define the role and responsibility of the Secretary and the private or nonprofit organization.</text></subsection> 
<subsection id="HB7476E29EB9B40EE98975BE84600C1A0"><enum>(c)</enum><header>Compliance</header><text>The Secretary shall enter into agreements under subsection (a) in accordance with existing law.</text></subsection> <subsection id="H717EF38075E348C698182F5AE95AD10A"><enum>(d)</enum><header>Effect</header><text>Nothing in this section—</text> 
<paragraph id="H5D18365E55804E5492DD78163E8AEB68"><enum>(1)</enum><text>reduces or diminishes the authority of the Secretary to manage land and resources under the jurisdiction of the Secretary; or</text></paragraph> <paragraph id="HF0EE54B8DB9344BE8277B394BD47D9E8"><enum>(2)</enum><text>amends or modifies the application of any existing law (including regulations) applicable to land under the jurisdiction of the Secretary.</text></paragraph></subsection></section></title>

<subsection id="H1750A4ECA99941A3B97EED3D06764DB1"><enum>(a)</enum><header>In general</header><text>In accordance with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.), the following areas in the State are designated as wilderness areas and as components of the National Wilderness Preservation System:</text> <paragraph id="HC10A1C0FE5C241AEBF2F4DCA1040667E"><enum>(1)</enum><header>Black butte river wilderness</header><text>Certain Federal land managed by the Forest Service in the State, comprising approximately 11,155 acres, as generally depicted on the map entitled <quote>Black Butte Wilderness—Proposed</quote> and dated May 15, 2020, which shall be known as the Black Butte River Wilderness.</text></paragraph>

Any reference in a law, map, regulation, document, paper, or other record of the United States to the North Fork Wilderness shall be deemed to be a reference to the North Fork Eel River Wilderness.</text></subsection> 
<subsection id="H777893353E4947B28919C7ABD6D9E2EE"><enum>(c)</enum><header>Elkhorn ridge wilderness adjustments</header><text>The boundary of the Elkhorn Ridge Wilderness established by section 6(d) of <external-xref legal-doc="public-law" parsable-cite="pl/109/362">Public Law 109–362</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note) is adjusted by deleting approximately 30 acres of Federal land as generally depicted on the map entitled <quote>Proposed Elkhorn Ridge Wilderness Additions</quote> and dated October 24, 2019.</text></subsection></section> <section id="H843BB47558CA40038A0B3717E6C678B8"><enum>302.</enum><header>Administration of wilderness</header> <subsection id="H29BF40F5FF8F450B9C02343A6EA13C71"><enum>(a)</enum><header>In general</header><text>Subject to valid existing rights, the wilderness areas and wilderness additions established by section 301 shall be administered by the Secretary in accordance with this Act and the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.), except that—</text> 
<paragraph id="H0CEF387B9443475F959A7351C069C653"><enum>(1)</enum><text>any reference in the Wilderness Act to the effective date of that Act shall be considered to be a reference to the date of enactment of this Act; and</text></paragraph> <paragraph id="HF6BFEEAD7DA34FE88A4E97C193F0C7AC"><enum>(2)</enum><text>any reference in that Act to the Secretary of Agriculture shall be considered to be a reference to the Secretary.</text></paragraph></subsection> 
<subsection id="H36A296E11DCF4A9B90931AA739F36408"><enum>(b)</enum><header>Fire management and related activities</header> 
<paragraph id="H7C43D6B49AC54B53BCB5037C9E92BD07"><enum>(1)</enum><header>In general</header><text>The Secretary may take such measures in a wilderness area or wilderness addition designated by section 301 as are necessary for the control of fire, insects, and diseases in accordance with section 4(d)(1) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(1)</external-xref>) and House Report 98–40 of the 98th Congress.</text></paragraph> <paragraph id="H5ADDAA571F194810A63025CC2F9183B6"><enum>(2)</enum><header>Funding priorities</header><text>Nothing in this Act limits funding for fire and fuels management in the wilderness areas or wilderness additions designated by this Act.</text></paragraph> 
<paragraph id="HA16C3F7F5EE348C3B909066036225E53"><enum>(3)</enum><header>Administration</header><text>Consistent with paragraph (1) and other applicable Federal law, to ensure a timely and efficient response to fire emergencies in the wilderness additions designated by this Act, the Secretary of Agriculture shall—</text> <subparagraph id="HAD29EA98183247E1B3CF6B8F822D6EF5"><enum>(A)</enum><text>not later than 1 year after the date of enactment of this Act, establish agency approval procedures (including appropriate delegations of authority to the Forest Supervisor, District Manager, or other agency officials) for responding to fire emergencies; and</text></subparagraph> 
<subparagraph id="H86BFB82D2402428288C9C9B8FA66ED0C"><enum>(B)</enum><text>enter into agreements with appropriate State or local firefighting agencies.</text></subparagraph></paragraph></subsection> <subsection id="H722B8EF2420F4847A17FD7C797682F31"><enum>(c)</enum><header>Grazing</header><text>The grazing of livestock in the wilderness areas and wilderness additions designated by this Act, if established before the date of enactment of this Act, shall be administered in accordance with—</text> 
<paragraph id="HDE38A4A17DC6463797A8A8E1115D1CB8"><enum>(1)</enum><text>section 4(d)(4) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(4)</external-xref>); and</text></paragraph> <paragraph id="H659E268861AF498F998F5782E61C43B2"><enum>(2)</enum> <subparagraph id="H4B42AE98B22E4523BD11421B5977596F" display-inline="yes-display-inline"><enum>(A)</enum><text>for lands under the jurisdiction of the Secretary of Agriculture, the guidelines set forth in the report of the Committee on Interior and Insular Affairs of the House of Representatives accompanying H.R. 5487 of the 96th Congress (H. Rept. 96–617); or</text></subparagraph> 
<subparagraph id="H0B3A6A3E6FBE46EC84F5F2BD404975C2" indent="up1"><enum>(B)</enum><text>for lands under the jurisdiction of the Secretary of the Interior, the guidelines set forth in Appendix A of the report of the Committee on Interior and Insular Affairs of the House of Representatives accompanying H.R. 2570 of the 101st Congress (H. Rept. 101–405).</text></subparagraph></paragraph></subsection> <subsection id="HB37721C285A6487986CB651BD5A59312"><enum>(d)</enum><header>Fish and wildlife</header> <paragraph id="H9F8463FD8C104D5DA17455B7C1523B5E"><enum>(1)</enum><header>In general</header><text>In accordance with section 4(d)(7) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(7)</external-xref>), nothing in this Act affects the jurisdiction or responsibilities of the State with respect to fish and wildlife on public land in the State.</text></paragraph> 
<paragraph id="HC6D9075B346F4F33B6C613B30CB7255C"><enum>(2)</enum><header>Management activities</header><text>In furtherance of the purposes and principles of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.), the Secretary may conduct any management activities that are necessary to maintain or restore fish, wildlife, and plant populations and habitats in the wilderness areas or wilderness additions designated by section 301, if the management activities are—</text> <subparagraph id="HB898268C53784E6C81A1D1E18C7D7A9F"><enum>(A)</enum><text>consistent with relevant wilderness management plans; and</text></subparagraph> 
<subparagraph id="HA4DDE54A3D35497E86FDCDAB1B52FB28"><enum>(B)</enum><text>conducted in accordance with—</text> <clause id="HE1A598FA4B6B43FAB4BB9D38DABE4025"><enum>(i)</enum><text>the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.); and</text></clause> 
<clause id="H1F5A10477AA848F999340B220A1A2577"><enum>(ii)</enum><text>appropriate policies, such as the policies established in Appendix B of House Report 101–405.</text></clause></subparagraph></paragraph></subsection> <subsection id="H38B8E216CB2943E29A8FF4C060F53B03"><enum>(e)</enum><header>Buffer zones</header> <paragraph id="HD7BA4906A76849299DA174F570067ECF"><enum>(1)</enum><header>In general</header><text>Congress does not intend for designation of wilderness or wilderness additions by this Act to lead to the creation of protective perimeters or buffer zones around each wilderness area or wilderness addition.</text></paragraph> 
<paragraph id="HF1EDB2B874FD4128ACA42DF536A28A69"><enum>(2)</enum><header>Activities or uses up to boundaries</header><text>The fact that nonwilderness activities or uses can be seen or heard from within a wilderness area shall not, of itself, preclude the activities or uses up to the boundary of the wilderness area.</text></paragraph></subsection> <subsection id="H4F76C5F73D44416E9139CAAFA8F7D8CA"><enum>(f)</enum><header>Military activities</header><text>Nothing in this Act precludes—</text> 
<paragraph id="H95F5BDF43B9E4E60BCCE573BE4541614"><enum>(1)</enum><text>low-level overflights of military aircraft over the wilderness areas or wilderness additions designated by section 301;</text></paragraph> <paragraph id="H623A2C928E954998A0C17753B6848D69"><enum>(2)</enum><text>the designation of new units of special airspace over the wilderness areas or wilderness additions designated by section 301; or</text></paragraph> 
<paragraph id="H41A88B5834BA4A53B6BF5243F874DCCF"><enum>(3)</enum><text>the use or establishment of military flight training routes over the wilderness areas or wilderness additions designated by section 301.</text></paragraph></subsection> <subsection id="HBABB09874394478F9B552EF918A35BE9"><enum>(g)</enum><header>Horses</header><text>Nothing in this Act precludes horseback riding in, or the entry of recreational or commercial saddle or pack stock into, an area designated as a wilderness area or wilderness addition by section 301—</text> 
<paragraph id="HF6969DA354B34E67926B3CED42C027F8"><enum>(1)</enum><text>in accordance with section 4(d)(5) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(5)</external-xref>); and</text></paragraph> <paragraph id="H51E8C421E4F6405FAB988CDEE7AFBF0B"><enum>(2)</enum><text>subject to any terms and conditions determined to be necessary by the Secretary.</text></paragraph></subsection> 
<subsection id="H47B1367FCBEA4986A7798E78FF841696"><enum>(h)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the wilderness areas and wilderness additions designated by section 301 are withdrawn from—</text> <paragraph id="H32FA08C9F64949C691D570A88403319B"><enum>(1)</enum><text>all forms of entry, appropriation, and disposal under the public land laws;</text></paragraph> 
<paragraph id="H02FB4FC4E63C453A80417E01495CC0E7"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text></paragraph> <paragraph id="HBB8E6222DC054A63938CEF78CFDD5A43"><enum>(3)</enum><text>operation of the mineral materials and geothermal leasing laws.</text></paragraph></subsection> 
<subsection id="HA9226A8351C5421FA8009CCD1D1F3B2B"><enum>(i)</enum><header>Use by members of indian tribes</header> 
<paragraph id="H59E6C854A5B0484FBC10C6A6902D288F"><enum>(1)</enum><header>Access</header><text>In recognition of the past use of wilderness areas and wilderness additions designated by this Act by members of Indian Tribes for traditional cultural and religious purposes, the Secretary shall ensure that Indian Tribes have access to the wilderness areas and wilderness additions designated by section 301 for traditional cultural and religious purposes.</text></paragraph> <paragraph id="H944FD8AC6D98478EB80AB2D83129263E"><enum>(2)</enum><header>Temporary closures</header> <subparagraph id="H1A62CCF0FDBA46BC91AB3BECB641AFE1"><enum>(A)</enum><header>In general</header><text>In carrying out this section, the Secretary, on request of an Indian Tribe, may temporarily close to the general public one or more specific portions of a wilderness area or wilderness addition to protect the privacy of the members of the Indian Tribe in the conduct of the traditional cultural and religious activities in the wilderness area or wilderness addition.</text></subparagraph> 
<subparagraph id="HF9B0DC03D85A4C8DB475C3E8AA7F5ADB"><enum>(B)</enum><header>Requirement</header><text>Any closure under subparagraph (A) shall be made in such a manner as to affect the smallest practicable area for the minimum period of time necessary for the activity to be carried out.</text></subparagraph></paragraph> <paragraph id="H9DC63C5694E9464DA53C231EA7020A26"><enum>(3)</enum><header>Applicable law</header><text>Access to the wilderness areas and wilderness additions under this subsection shall be in accordance with—</text> 
<subparagraph id="HCC469FE9F4E44A2DBAB0AFFE027C71AF"><enum>(A)</enum><text>Public Law 95–341 (commonly known as the American Indian Religious Freedom Act) (<external-xref legal-doc="usc" parsable-cite="usc/42/1996">42 U.S.C. 1996</external-xref> et seq.); and</text></subparagraph> <subparagraph id="H8222348C803D4C3D8EB4D9669CB012BB"><enum>(B)</enum><text>the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.).</text></subparagraph></paragraph></subsection> 
<subsection id="HA203A4A1727C410EAB787B20BAF1669E"><enum>(j)</enum><header>Incorporation of acquired land and interests</header><text>Any land within the boundary of a wilderness area or wilderness addition designated by section 301 that is acquired by the United States shall—</text> <paragraph id="H6821F58178D24717A6549433EBB6C3BA"><enum>(1)</enum><text>become part of the wilderness area in which the land is located;</text></paragraph> 
<paragraph id="HCCC2C98A3AFD4AD7B5C8E25CD00DA3EC"><enum>(2)</enum><text>be withdrawn in accordance with subsection (h); and</text></paragraph> <paragraph id="HB3C1E8D1905D41A3A391C13D85D4D765"><enum>(3)</enum><text>be managed in accordance with this section, the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.), and any other applicable law.</text></paragraph></subsection> 
<subsection id="H908191CC983B45B5917F2C96B718DFE4"><enum>(k)</enum><header>Climatological data collection</header><text>In accordance with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.) and subject to such terms and conditions as the Secretary may prescribe, the Secretary may authorize the installation and maintenance of hydrologic, meteorologic, or climatological collection devices in the wilderness areas and wilderness additions designated by section 301 if the Secretary determines that the facilities and access to the facilities are essential to flood warning, flood control, or water reservoir operation activities.</text></subsection> <subsection id="H786E30906DAA419FA66FC5E46BBFF6EA"><enum>(l)</enum><header>Authorized events</header><text>The Secretary may continue to authorize the competitive equestrian event permitted since 2012 in the Chinquapin Wilderness established by section 301 in a manner compatible with the preservation of the area as wilderness.</text></subsection> 
<subsection id="H248B7F2E443D488AB04A83B24DC2343F"><enum>(m)</enum><header>Recreational climbing</header><text>Nothing in this Act prohibits recreational rock climbing activities in the wilderness areas, such as the placement, use, and maintenance of fixed anchors, including any fixed anchor established before the date of the enactment of this Act—</text> <paragraph id="HD951E1310A934E4FB2A55F57E32C7423"><enum>(1)</enum><text>in accordance with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.); and</text></paragraph> 
<paragraph id="HBB9F623152C34DDABFE326F375EBE749"><enum>(2)</enum><text>subject to any terms and conditions determined to be necessary by the Secretary.</text></paragraph></subsection></section> <section id="H3604B5842C7A43BE93BDD7F66D1D85B6"><enum>303.</enum><header>Designation of potential wilderness</header> <subsection id="HFD192346B9464F4194C587EF996E3BA5"><enum>(a)</enum><header>Designation</header><text>In furtherance of the purposes of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.), the following areas in the State are designated as potential wilderness areas:</text> 
<paragraph id="H86DFDC241C854DFD9547310D2691A2AD"><enum>(1)</enum><text display-inline="yes-display-inline">Certain Federal land managed by the Forest Service, comprising approximately 4,005 acres, as generally depicted on the map entitled <quote>Chinquapin Proposed Potential Wilderness</quote> and dated May 15, 2020.</text></paragraph> <paragraph id="H1004631F898749C8A6895CA9109C2481"><enum>(2)</enum><text>Certain Federal land administered by the National Park Service, compromising approximately 31,000 acres, as generally depicted on the map entitled <quote>Redwood National Park—Potential Wilderness</quote> and dated October 9, 2019.</text></paragraph> 
<paragraph id="H4D17361D942741438DEE604CF64B9F37"><enum>(3)</enum><text display-inline="yes-display-inline">Certain Federal land managed by the Forest Service, comprising approximately 5,681 acres, as generally depicted on the map entitled <quote>Siskiyou Proposed Potential Wildernesses</quote> and dated May 15, 2020.</text></paragraph> <paragraph id="H283A65EBB5E6416C9CC150BDAA75ED19"><enum>(4)</enum><text display-inline="yes-display-inline">Certain Federal land managed by the Forest Service, comprising approximately 446 acres, as generally depicted on the map entitled <quote>South Fork Trinity River Proposed Potential Wilderness</quote> and dated May 15, 2020.</text></paragraph> 
<paragraph id="H601E21494AD44BE19E170756E998BA9E"><enum>(5)</enum><text display-inline="yes-display-inline">Certain Federal land managed by the Forest Service, comprising approximately 1,256 acres, as generally depicted on the map entitled <quote>Trinity Alps Proposed Potential Wilderness</quote> and dated May 15, 2020.</text></paragraph> <paragraph id="H05003EB008514ED28909ADC41273EB47"><enum>(6)</enum><text display-inline="yes-display-inline">Certain Federal land managed by the Forest Service, comprising approximately 4,386 acres, as generally depicted on the map entitled <quote>Yolla Bolly Middle-Eel Proposed Potential Wilderness</quote> and dated May 15, 2020.</text></paragraph> 
<paragraph id="H50B3F45B122A47EC98F232E24421686E"><enum>(7)</enum><text>Certain Federal land managed by the Forest Service, comprising approximately 2,918 acres, as generally depicted on the map entitled <quote>Yuki Proposed Potential Wilderness</quote> and dated May 15, 2020.</text></paragraph></subsection> <subsection id="H07B44D41FE91409D92E03BE193EF82B2"><enum>(b)</enum><header>Management</header><text>Except as provided in subsection (c) and subject to valid existing rights, the Secretary shall manage the potential wilderness areas designated by subsection (a) (referred to in this section as <quote>potential wilderness areas</quote>) as wilderness until the potential wilderness areas are designated as wilderness under subsection (d).</text></subsection> 
<subsection id="H3AAE98156768495CB7269989FA977F59"><enum>(c)</enum><header>Ecological restoration</header> 
<paragraph id="HECFA02437B754CA3AB63D85C43356997"><enum>(1)</enum><header>In general</header><text>For purposes of ecological restoration (including the elimination of nonnative species, removal of illegal, unused, or decommissioned roads, repair of skid tracks, and any other activities necessary to restore the natural ecosystems in a potential wilderness area and consistent with paragraph (2)), the Secretary may use motorized equipment and mechanized transport in a potential wilderness area until the potential wilderness area is designated as wilderness under subsection (d).</text></paragraph> <paragraph id="H33C56143325447A99772B58E1FF23118"><enum>(2)</enum><header>Limitation</header><text>To the maximum extent practicable, the Secretary shall use the minimum tool or administrative practice necessary to accomplish ecological restoration with the least amount of adverse impact on wilderness character and resources.</text></paragraph></subsection> 
<subsection id="H1BE4BFD121E14387ADC6B56BE4217063"><enum>(d)</enum><header>Eventual wilderness designation</header><text>The potential wilderness areas shall be designated as wilderness and as a component of the National Wilderness Preservation System on the earlier of—</text> <paragraph id="HBDC9C142E95B42BBB7EA463EF8BF70F9"><enum>(1)</enum><text>the date on which the Secretary publishes in the Federal Register notice that the conditions in a potential wilderness area that are incompatible with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.) have been removed; or</text></paragraph> 
<paragraph id="HDB5E218FAAD04BFDACEF5513B526898E"><enum>(2)</enum><text>the date that is 10 years after the date of enactment of this Act for potential wilderness areas located on lands managed by the Forest Service.</text></paragraph></subsection> <subsection id="H1D6EC7D1035C427AB20B0F580FAA5919"><enum>(e)</enum><header>Administration as wilderness</header> <paragraph id="H5C086F83FCA24B97A065456BCBA8B663"><enum>(1)</enum><header>In general</header><text>On its designation as wilderness under subsection (d), a potential wilderness area shall be administered in accordance with section 302 and the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131</external-xref> et seq.).</text></paragraph> 
<paragraph id="H5C4EF3D5889443FBBDBBE5B19B773080"><enum>(2)</enum><header>Designation</header><text>On its designation as wilderness under subsection (d)—</text> <subparagraph id="H5DF243689B7F4B73B989946D3A196632"><enum>(A)</enum><text>the land described in subsection (a)(1) shall be incorporated in, and considered to be a part of, the Chinquapin Wilderness established by section 301(a)(3);</text></subparagraph> 
<subparagraph id="H163513CAF28A4511B63F92A168C3B94D"><enum>(B)</enum><text>the land described in subsection (a)(3) shall be incorporated in, and considered to be a part of, the Siskiyou Wilderness as designated by section 101(a)(30) of the California Wilderness Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; 98 Stat. 1623) (as amended by section 3(5) of <external-xref legal-doc="public-law" parsable-cite="pl/109/362">Public Law 109–362</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; 120 Stat. 2065) and expanded by section 301(a)(12));</text></subparagraph> <subparagraph id="HE50F6D8D2F87465F9BC0A91B9AB78325"><enum>(C)</enum><text>the land described in subsection (a)(4) shall be incorporated in, and considered to be a part of, the South Fork Trinity River Wilderness established by section 301(a)(14);</text></subparagraph> 
<subparagraph id="H6DEE8D0B17CF4FB9AD108A8DACF1CC58"><enum>(D)</enum><text>the land described in subsection (a)(5) shall be incorporated in, and considered to be a part of, the Trinity Alps Wilderness as designated by section 101(a)(34) of the California Wilderness Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; 98 Stat. 1623) (as amended by section 3(7) of <external-xref legal-doc="public-law" parsable-cite="pl/109/362">Public Law 109–362</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; 120 Stat. 2065) and expanded by section 301(a)(15));</text></subparagraph> <subparagraph id="H37417E872FF24A7B8003D33A0302ED4D"><enum>(E)</enum><text>the land described in subsection (a)(6) shall be incorporated in, and considered to be a part of, the Yolla Bolly-Middle Eel Wilderness as designated by section 3 of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref>) (as amended by section 3(4) of <external-xref legal-doc="public-law" parsable-cite="pl/109/362">Public Law 109–362</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; 120 Stat. 2065) and expanded by section 301(a)(17)); and</text></subparagraph> 
<subparagraph id="HB3A6EEF1F44946D288E8559FF2C8EDF7"><enum>(F)</enum><text>the land described in subsection (a)(7) shall be incorporated in, and considered to be a part of, the Yuki Wilderness as designated by section 3(3) of <external-xref legal-doc="public-law" parsable-cite="pl/109/362">Public Law 109–362</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; 120 Stat. 2065) and expanded by section 301(a)(18).</text></subparagraph></paragraph></subsection> <subsection id="H27604C7C16D44A229563257D923075BD"><enum>(f)</enum><header>Report</header><text>Within 3 years after the date of enactment of this Act, and every 3 years thereafter until the date upon which the potential wilderness is designated wilderness under subsection (d), the Secretary shall submit a report to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate on the status of ecological restoration within the potential wilderness area and the progress toward the potential wilderness area’s eventual wilderness designation under subsection (d).</text></subsection></section>

<paragraph id="H0F93AD79EE4B4F1AA4348A035E17B59B"><enum>(4)</enum><text>allow visitors to enjoy the scenic, natural, cultural, and wildlife values of the conservation management area.</text></paragraph></subsection> <subsection id="H74C70FED2F7C4BF79D874F5BE74A8C77"><enum>(c)</enum><header>Management</header> <paragraph id="H57790FF5A7FE478A812852C43C22826A"><enum>(1)</enum><header>In general</header><text>The Secretary shall manage the conservation management area—</text> 
<subparagraph id="HBF89879BC64746DABA3D06675096ADDB"><enum>(A)</enum><text>in a manner consistent with the purposes described in subsection (b); and</text></subparagraph> <subparagraph id="H67F1F70D9D7842728B4760D1ABF5056B"><enum>(B)</enum><text>in accordance with—</text> 
<clause id="H5A8B973D66DA4C86BDEBB49FF99C5C45"><enum>(i)</enum><text>the laws (including regulations) generally applicable to the National Forest System;</text></clause> <clause id="HFBEADA1CF32F4FECA2824D07A81858C0"><enum>(ii)</enum><text>this section; and</text></clause> 
<clause id="HAA7C0BACAD6E4ACAAB3625384708B06F"><enum>(iii)</enum><text>any other applicable law (including regulations).</text></clause></subparagraph></paragraph> <paragraph id="HDA1493655324418A861B7D64CC3530C5"><enum>(2)</enum><header>Uses</header><text>The Secretary shall only allow uses of the conservation management area that the Secretary determines would further the purposes described in subsection (b).</text></paragraph></subsection> 
<subsection id="HF9A7EB47840542BB97450C662635CD19"><enum>(d)</enum><header>Motorized vehicles</header> 
<paragraph id="HB6FA0486B34B4325A9CBC9B14ADAFB44"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (3), the use of motorized vehicles in the conservation management area shall be permitted only on existing roads, trails, and areas designated for use by such vehicles as of the date of enactment of this Act.</text></paragraph> <paragraph id="HAAC3059BAEF441F396B4D6B1F06532DF"><enum>(2)</enum><header>New or temporary roads</header><text>Except as provided in paragraph (3), no new or temporary roads shall be constructed within the conservation management area.</text></paragraph> 
<paragraph id="H9869A1819FF9409786F7310DD464CCEF"><enum>(3)</enum><header>Exception</header><text>Nothing in paragraph (1) or (2) prevents the Secretary from—</text> <subparagraph id="HB261FE97BE8F4B84B4A22EB7A1C7C248"><enum>(A)</enum><text>rerouting or closing an existing road or trail to protect natural resources from degradation, or to protect public safety, as determined to be appropriate by the Secretary;</text></subparagraph> 
<subparagraph id="H813BDAEE0E26483D96488E2B11A0EC05"><enum>(B)</enum><text>designating routes of travel on lands acquired by the Secretary and incorporated into the conservation management area if the designations are—</text> <clause id="HFBCC42EF3A8B49D0BD2A9C3483A74643"><enum>(i)</enum><text>consistent with the purposes described in subsection (b); and</text></clause> 
<clause id="HA22AEAD90F5B4FDA8C8A9A413466236B"><enum>(ii)</enum><text>completed, to the maximum extent practicable, within 3 years of the date of acquisition;</text></clause></subparagraph> <subparagraph id="H28416684997949D88DE9528BC166DB6D"><enum>(C)</enum><text>constructing a temporary road on which motorized vehicles are permitted as part of a vegetation management project carried out in accordance with subsection (e);</text></subparagraph> 
<subparagraph id="HFCBC24499B1147BB865D8F4E4A085C84"><enum>(D)</enum><text>authorizing the use of motorized vehicles for administrative purposes; or</text></subparagraph> <subparagraph id="H076432EA9E3F4F9CA755D49BD2E8B736"><enum>(E)</enum><text>responding to an emergency.</text></subparagraph></paragraph> 
<paragraph id="H0F04BD213BD943FD97A99DBD7CD92041"><enum>(4)</enum><header>Decommissioning of temporary roads</header> 
<subparagraph id="H487A682DDC2541B19E4BAA88FBCF2DEC"><enum>(A)</enum><header>Requirement</header><text>The Secretary shall decommission any temporary road constructed under paragraph (3)(C) not later than 3 years after the date on which the applicable vegetation management project is completed.</text></subparagraph> <subparagraph id="HB183BC388C6E4BB2BAFB6380AD2161C4"><enum>(B)</enum><header>Definition</header><text>As used in subparagraph (A), the term <term>decommission</term> means—</text> 
<clause id="H2C47356556754426A156B21C7A5DF80A"><enum>(i)</enum><text>to reestablish vegetation on a road; and</text></clause> <clause id="H8265CC4FF689424D8C2C6741577C5054"><enum>(ii)</enum><text>to restore any natural drainage, watershed function, or other ecological processes that are disrupted or adversely impacted by the road by removing or hydrologically disconnecting the road prism.</text></clause></subparagraph></paragraph></subsection> 
<subsection id="H1CB2B654F1FA4E1E911C1F5B05E1D177"><enum>(e)</enum><header>Timber harvest</header> 
<paragraph id="HA592D992170A4D7F95BC1B24109A0C61"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (2), no harvesting of timber shall be allowed within the conservation management area.</text></paragraph> <paragraph id="H4DCFA1A0114A46BC8832F56E30D7317A"><enum>(2)</enum><header>Exceptions</header><text>The Secretary may authorize harvesting of timber in the conservation management area—</text> 
<subparagraph id="HB077CAB3BD3344F5A2618798265B80D2"><enum>(A)</enum><text>if the Secretary determines that the harvesting is necessary to further the purposes of the conservation management area;</text></subparagraph> <subparagraph id="HCA35B7DD6E494838A48B4F4AE25EDFDC"><enum>(B)</enum><text>in a manner consistent with the purposes described in subsection (b); and</text></subparagraph> 
<subparagraph id="H93DC5EE0965544E6B2D47C970AA082E4"><enum>(C)</enum><text>subject to—</text> <clause id="H0D2CB7454C654ED1860A60C58AA57790"><enum>(i)</enum><text>such reasonable regulations, policies, and practices as the Secretary determines appropriate; and</text></clause> 
<clause id="H422923D06AEF45E6A56AA4F0246BBE0B"><enum>(ii)</enum><text>all applicable laws (including regulations).</text></clause></subparagraph></paragraph></subsection> <subsection id="H7935C1F846C345C88EA1489FF96AC43D"><enum>(f)</enum><header>Grazing</header><text>The grazing of livestock in the conservation management area, where established before the date of enactment of this Act, shall be permitted to continue—</text> 
<paragraph id="HE1D1108A99CE4A848A5119281B907878"><enum>(1)</enum><text>subject to—</text> <subparagraph id="H67FB0D0A697D434D81E9C66397764357"><enum>(A)</enum><text>such reasonable regulations, policies, and practices as the Secretary considers necessary; and</text></subparagraph> 
<subparagraph id="HFC3C77844C1146C1978424C57A634818"><enum>(B)</enum><text>applicable law (including regulations); and</text></subparagraph></paragraph> <paragraph id="HF672F763033C4F56A3CA038ECE89406B"><enum>(2)</enum><text>in a manner consistent with the purposes described in subsection (b).</text></paragraph></subsection> 
<subsection id="HCCD89159A4FA41108F3C9E783B67CD6A"><enum>(g)</enum><header>Wildfire, insect, and disease management</header><text>Consistent with this section, the Secretary may take any measures within the conservation management area that the Secretary determines to be necessary to control fire, insects, and diseases, including the coordination of those activities with a State or local agency.</text></subsection> <subsection id="HDAA1A85E1BC64AEE95198E9C0CAF0DC7"><enum>(h)</enum><header>Acquisition and incorporation of land and interests in land</header> <paragraph id="H8B27C168FFF544B5A245E95044E37CD2"><enum>(1)</enum><header>Acquisition authority</header><text>In accordance with applicable laws (including regulations), the Secretary may acquire any land or interest in land within or adjacent to the boundaries of the conservation management area by purchase from willing sellers, donation, or exchange.</text></paragraph> 
<paragraph id="HFDBB8072ABAB4A0FA76EE35D7549745E"><enum>(2)</enum><header>Incorporation</header><text>Any land or interest in land acquired by the Secretary under paragraph (1) shall be—</text> <subparagraph id="HE9EDE6DF318E44D29130C4FFBFD254F7"><enum>(A)</enum><text>incorporated into, and administered as part of, the conservation management area; and</text></subparagraph> 
<subparagraph id="HB09DD1750304422AAC76543716612AAF"><enum>(B)</enum><text>withdrawn in accordance with subsection (i).</text></subparagraph></paragraph></subsection> <subsection id="H30D95F4211F0458D8C62042F5D4A36EF"><enum>(i)</enum><header>Withdrawal</header><text>Subject to valid existing rights, all Federal land located in the conservation management area is withdrawn from—</text> 
<paragraph id="H18ED2FA85E974BBCB71A117237C2B878"><enum>(1)</enum><text>all forms of entry, appropriation, and disposal under the public land laws;</text></paragraph> <paragraph id="HECDBD617C4F145DB840C321E0FBEDAC5"><enum>(2)</enum><text>location, entry, and patenting under the mining laws; and</text></paragraph> 
<paragraph id="H9F51AEA383D949218F97613AA36DCD53"><enum>(3)</enum><text>operation of the mineral leasing, mineral materials, and geothermal leasing laws.</text></paragraph></subsection></section></title> <title id="H6D051CC0321F4F31891D281C4667BD65"><enum>IV</enum><header>Miscellaneous</header> <section id="H9858AD15FA3743B39A63481F67ABF206"><enum>401.</enum><header>Maps and legal descriptions</header> <subsection id="H2C2FF0540B154E15911DEB2B3E00F90E"><enum>(a)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall prepare maps and legal descriptions of the—</text> 
<paragraph id="H21186CDF84AB4F71AE88F4FCAC88FC04"><enum>(1)</enum><text>wilderness areas and wilderness additions designated by section 301;</text></paragraph> <paragraph id="H4BD80BEDC52B406989B071EDD492230B"><enum>(2)</enum><text>potential wilderness areas designated by section 303;</text></paragraph> 
<paragraph id="HAA4D5480BCB84F94A74F3757BB295C53"><enum>(3)</enum><text>South Fork Trinity-Mad River Restoration Area;</text></paragraph> <paragraph id="H7BDC399EA9A046E1AFE837AA3DDA3BB3"><enum>(4)</enum><text>Horse Mountain Special Management Area; and</text></paragraph> 
<paragraph id="H1B9003A5B74342F4A297FB9E9AE9A898"><enum>(5)</enum><text>Sanhedrin Special Conservation Management Area.</text></paragraph></subsection> <subsection id="HB697728F99824555960AF1BEAD1DC79F"><enum>(b)</enum><header>Submission of maps and legal descriptions</header><text>The Secretary shall file the maps and legal descriptions prepared under subsection (a) with—</text> 
<paragraph id="H4A1764CC24164A04B8F57FA758716A5F"><enum>(1)</enum><text>the Committee on Natural Resources of the House of Representatives; and</text></paragraph> <paragraph id="H08FD3F711B22462DB623F04CFDACF1A3"><enum>(2)</enum><text>the Committee on Energy and Natural Resources of the Senate.</text></paragraph></subsection> 
<subsection id="HBFD3CC489F6F4F1FBA873CF2713F579A"><enum>(c)</enum><header>Force of law</header><text>The maps and legal descriptions prepared under subsection (a) shall have the same force and effect as if included in this Act, except that the Secretary may correct any clerical and typographical errors in the maps and legal descriptions.</text></subsection> <subsection id="HB16AF8B052A34601AA4BC856CF67A656"><enum>(d)</enum><header>Public availability</header><text>The maps and legal descriptions prepared under subsection (a) shall be on file and available for public inspection in the appropriate offices of the Forest Service, Bureau of Land Management, and National Park Service.</text></subsection></section> 
<section id="H059CE3665B1C4E16922BB9A74DB42F2B"><enum>402.</enum><header>Updates to land and resource management plans</header><text display-inline="no-display-inline">As soon as practicable, in accordance with applicable laws (including regulations), the Secretary shall incorporate the designations and studies required by this Act into updated management plans for units covered by this Act.</text></section> <section id="H91274894293C462697DE8F15659B3D4B"><enum>403.</enum><header>Pacific Gas and Electric Company Utility facilities and rights-of-way</header> <subsection id="H34766DDDC37C44AC976FF7E8990E793A"><enum>(a)</enum><header>Effect of Act</header><text>Nothing in this Act—</text> 
<paragraph id="H749AA8873F5149D8A9F9142D775C2831"><enum>(1)</enum><text>affects any validly issued right-of-way for the customary operation, maintenance, upgrade, repair, relocation within an existing right-of-way, replacement, or other authorized activity (including the use of any mechanized vehicle, helicopter, and other aerial device) in a right-of-way acquired by or issued, granted, or permitted to Pacific Gas and Electric Company (including any predecessor or successor in interest or assign) that is located on land included in the South Fork Trinity—Mad River Restoration Area, Bigfoot National Recreation Trail, Sanhedrin Special Conservation Management Area, and Horse Mountain Special Management Area; or</text></paragraph> <paragraph id="H2CFD9217B5CC4AFE8F387DC46F3C2776"><enum>(2)</enum><text>prohibits the upgrading or replacement of any—</text> 
<subparagraph id="H45EDE4A13C7B40A6825EB7795C30F571"><enum>(A)</enum><text>utility facilities of the Pacific Gas and Electric Company, including those utility facilities known on the date of enactment of this Act within the—</text> <clause id="HE4720B847A0A4CFE98ECF970AAA0FDDE"><enum>(i)</enum><text>South Fork Trinity—Mad River Restoration Area known as—</text> 
<subclause id="H42B3B20521F847A89228CA2A8421F44F"><enum>(I)</enum><text>Gas Transmission Line 177A or rights-of-way; </text></subclause> <subclause id="H03AA28C0B86642C9BC23721A5A592172"><enum>(II)</enum><text>Gas Transmission Line DFM 1312–02 or rights-of-way; </text></subclause>

<clause id="HE2B8B30C7276400094FF96B0251AE5F0"><enum>(iv)</enum><text>Horse Mountain Special Management Area known as, Electric Distribution Line Willow Creek 1101 12 kV or rights-of-way; or</text></clause></subparagraph> <subparagraph id="H9CC5B4511F3546C897735F2E88E0100A"><enum>(B)</enum><text>utility facilities of the Pacific Gas and Electric Company in rights-of-way issued, granted, or permitted by the Secretary adjacent to a utility facility referred to in paragraph (1).</text></subparagraph></paragraph></subsection> 
<subsection id="H91353B5AFFFB4719A402393CC84E61AB"><enum>(b)</enum><header>Plans for access</header><text>Not later than 1 year after the date of enactment of this Act or the issuance of a new utility facility right-of-way within the South Fork Trinity—Mad River Restoration Area, Bigfoot National Recreation Trail, Sanhedrin Special Conservation Management Area, and Horse Mountain Special Management Area, whichever is later, the Secretary, in consultation with the Pacific Gas and Electric Company, shall publish plans for regular and emergency access by the Pacific Gas and Electric Company to the rights-of-way of the Pacific Gas and Electric Company.</text></subsection></section></title> </legis-body></bill>
