R. 868</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210205">February 5, 2021</action-date><action-desc><sponsor name-id="D000631">Ms. Dean</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Public Health Service Act to authorize grants to institutions of higher education to develop programs and materials to educate students who have a substance use disorder on treatment options for such disorder, and for other purposes.</official-title></form><legis-body id="H958E263305674D1F9F7BC400106EFBDF" style="OLC"><section id="HD96BB1E2CCC94E3FA2CD498B3BBEC908" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Education for New Dispositions on Stigma Act</short-title></quote> or <quote><short-title>END Stigma Act</short-title></quote>.</text></section><section id="HAA83D33B3B5F49C49A972AF86C6544AA"><enum>2.</enum><header> Grant program to educate students on substance use disorder treatment options</header><text display-inline="no-display-inline">Part D of title V of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290dd">42 U.S.C. 290dd</external-xref> et seq.) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H54857AB2E25742BFADBE14ED39AE0585" display-inline="no-display-inline"><section id="HAEC1CB1DAF3E4B94A41D1103C9317717"><enum>553.</enum><header> Grant program to educate students on substance use disorder treatment options</header><subsection id="HDA08A9DE4003497FA415AF140C7CEE97"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may award grants to institutions of higher education to develop programs and materials to—</text><paragraph id="HD572B10B528041D9AE27BC3FB3C1A952"><enum>(1)</enum><text display-inline="yes-display-inline">educate students who have a substance use disorder on treatment options for such disorder;</text></paragraph><paragraph id="H9E52D94ED06E4DA4ACF0A3599A45A3A5"><enum>(2)</enum><text>reduce stigmas with respect to substance use disorders; and</text></paragraph><paragraph id="H2C9AC033CF74428AAB178F7045672EA7"><enum>(3)</enum><text>refer students to substance use disorder treatment providers and facilities.</text></paragraph></subsection><subsection id="H608B6460F15E49188A3CFCE0CABB46A8"><enum>(b)</enum><header>Grant number</header><text display-inline="yes-display-inline">An institution of higher education may not receive more than 1 grant under this section.</text></subsection><subsection id="HF51785AD24074BD394BAF44E4D51BE45"><enum>(c)</enum><header>Grant period</header><text>The period of a grant under this section shall be 3 years.</text></subsection><subsection id="H04173B4FEF0E43189AB4793DA3782757"><enum>(d)</enum><header>Grant amount</header><text display-inline="yes-display-inline">The amount of a grant under this section shall not exceed $100,000.</text></subsection><subsection id="H14D1F33D06C44776B9AFB84ABB1C2ACD"><enum>(e)</enum><header>Institution of higher education defined</header><text display-inline="yes-display-inline">In this section, the term <term>institution of higher education</term> has the meaning given that term in section 101 of the Higher Education Act of 1965.</text></subsection><subsection id="H96CFE1B6F7CB4CA38F0B34CC77FE4090"><enum>(f)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $5,000,000 for each of fiscal years 2022 through 2025.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
