which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To reauthorize the high-speed rail corridor development program, and for other purposes.</official-title></form><legis-body id="H4DC1F9D5F37E4D09951A50DEEF994448" style="OLC"><section id="HE3B03E325A6A452CB70684F586B16A2E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>High Speed Rail Corridor Development Act of 2021</short-title></quote>.</text></section><section id="H162796051A254E1E83BAAB69BD2FDF06" section-type="subsequent-section"><enum>2.</enum><header>High-speed rail corridor development</header><subsection id="H0C09660D446045CDB571BCAD4BC76366"><enum>(a)</enum><header>Competitive Grant Selection and Criteria for Grants</header><text display-inline="yes-display-inline">Section 26106(e) of title 49, United States Code, is amended—</text><paragraph id="H0ECDCE5371634FF68408CE2C6C8019C9"><enum>(1)</enum><text display-inline="yes-display-inline">by striking paragraph (2)(C)(i)(IV) and inserting the following:</text><quoted-block style="USC" id="HBED4EF0995784A08932D45EFD364C79E" display-inline="no-display-inline"><subclause id="HC98A8F2B19CD42269745345D8E261E58"><enum>(IV)</enum><text display-inline="yes-display-inline">environmental benefits, including projects that involve the purchase of environmentally sensitive, fuel-efficient or electrified next generation, and cost-effective passenger rail equipment;</text></subclause><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="HF4F6A064817C4531A7448A5BE81179E0"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="USC" id="HCEDA9480044B4AB683B7458CE4E4341C" display-inline="no-display-inline"><paragraph id="H913B17307592431EAC331405AEF96231"><enum>(5)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants under the program, the Secretary shall give priority to an application that provides for a greater non-Federal share of the cost of a project relative to other applications. </text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HF9ABA2E18157444D994E4249EB129A4F"><enum>(b)</enum><header>Set-Aside for projects with certain non-Federal share</header><text display-inline="yes-display-inline">Section 26106(f) of title 49, United States Code, is amended—</text><paragraph id="HEA24A9A795C7482FA9894B93D313BA7A"><enum>(1)</enum><text>by striking <quote>The Federal share</quote> and inserting the following: </text><quoted-block style="USC" id="H56429B1D50E8434ABA0326D981267321" display-inline="no-display-inline"><paragraph id="H9ACD833FD38444059F39EE8905683698"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Federal share</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H847F60BB796045D09BA90648595CC112"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="USC" id="H314D5B088EDB4251A80B938D3694D567" display-inline="no-display-inline"><paragraph id="H9F58E37296B644FAAED530947E7004ED"><enum>(2)</enum><header>Set-aside</header><text display-inline="yes-display-inline">In carrying out this section, the Secretary shall set aside for each fiscal year 50 percent of the funds made available to carry out this section for projects with a Federal share that does not exceed 50 percent of the project net capital cost.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H5AB51B1671624F1C97FB7599DE0E5E38"><enum>(c)</enum><header>Authorization of Appropriations</header><text display-inline="yes-display-inline">Section 26106(h) of title 49, United States Code, is amended to read as follows:</text><quoted-block style="USC" id="HC871A1291C2A4E80B4663E55854042C9" display-inline="no-display-inline"><subsection id="HBFB19D77DA854362B37691FF37AE2BC9"><enum>(h)</enum><header>Authorization of Appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the Secretary to carry out this section—</text><paragraph id="H98B9C7A66EF64CDAB8356260B338A585"><enum>(1)</enum><text>$8,000,000,000 for fiscal year 2022;</text></paragraph><paragraph id="HCF3AE726199F4598ABD1D1482F31875B"><enum>(2)</enum><text>$8,000,000,000 for fiscal year 2023;</text></paragraph><paragraph id="H17B0AF81DB6747B5B3C89A60BB378FDC"><enum>(3)</enum><text>$8,000,000,000 for fiscal year 2024; and </text></paragraph><paragraph id="H1FFBCE7C25AD440DA53E687C5BACEA03"><enum>(4)</enum><text>$8,000,000,000 for fiscal year 2025.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
