<section id="H314C815FC5A441C68F01D7AD46E2FC32" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Special Operations Oversight and Transparency Act</short-title></quote>.</text></section> <section id="H77C6DA8E56044B958DD11F198A2C3F90"><enum>2.</enum><header>Assessment, monitoring, and evaluation of programs and activities</header><text display-inline="no-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committee on Armed Services of the House of Representatives a report on the processes that the Department of Defense uses to assess, monitor, and evaluate programs and activities under section 127e of title 10, United States Code, and section 1202 of the National Defense Authorization Act for Fiscal Year 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/91">Public Law 115–91</external-xref>; 131 Stat. 1639). The report shall include—</text> 
<paragraph id="H28CCF2727A6645A7B3D97F758A509313"><enum>(1)</enum><text>an evaluation of the efficiency and effectiveness of such programs and activities in achieving desired outcomes;</text></paragraph> <paragraph id="H4715E33E52824D16A07C71483C5F04E9"><enum>(2)</enum><text>identification of lessons learned and best practices in carrying out such programs and activities; and</text></paragraph> 
<paragraph id="H1CCE2F78758145E8B657B5C5AB3D999C"><enum>(3)</enum><text display-inline="yes-display-inline">an explanation of the extent to which such lessons are used to improve future programs and activities carried out under such authorities of the Department of Defense.</text></paragraph></section> </legis-body></bill>
